star this property answer text <p>Since the policy announcement on the restoration of medals in February 2021, the Ministry of Defence has received eight applications for the restoration of medals. <br> <br> A disregard for any previous conviction is a pre-condition for the restoration of an honour or medal. Of the eight applications, one veteran has obtained a disregard for a previous conviction and has had medals returned. <br></p><p>A number of the other seven applications remain under review in light of the introduction of the Police, Crime, Sentencing and Courts Act 2022 and potential implications for convictions for which disregards are available.</p> more like this

This is consistent with my answer to Question 182068 and Question 199692.</p><p> </p><p>The Ministry of Defence (MOD) does not hold information on cases dealt with by the civil police, as these organisations are not within the Department’s jurisdiction.</p><p> </p><p>Information on the number of victims of sexual offences is provided by year, broken down by age, and separately by gender, within the official annually published Murder, Manslaughter, Sexual Offences and Domestic Abuse in the Service Justice System statistics: <a href="https://www.gov.uk/government/collections/sexual-offences-in-the-service-justice-system" target="_blank">https://www.gov.uk/government/collections/sexual-offences-in-the-service-justice-system</a>. The published figures for victims of sexual offences are based on investigations opened, and the most serious offence initially reported, not convictions. Not all investigations result in an arrest or a charge.</p><p> </p><p>Defence has made it clear there is zero tolerance to any form of sexual abuse.</p><p>Zero tolerance means that every allegation of sexual offending or instructor/trainee sexual relationships will be acted upon through prompt, thorough, efficient and independent investigation. When a person is convicted of a sexual offence or an instructor is found to have engaged in a sexual relationship with a trainee, their discharge is mandatory.</p>

star this property answer text <p>The Ministry of Defence (MOD) is examining our Service personnel's terms and conditions under the 'Haythornthwaite Review of Armed Forces Incentivisation'. This review builds on significant modernisation and improvement to working conditions which has already been made in recent years, including the expansion of flexible working policies and the introduction of wraparound childcare.</p><p>The MOD recognises that reforming and enhancing our working conditions also improves retention by expanding further on our already strong offer. Measures to attract and retain personnel include a competitive salary, a non-contributary pension (the last such major scheme in the public sector), subsidised accommodation, a range of allowances on top of basic salary, strong career and progression prospects, and training and development opportunities.</p> more like this

The Army aims to recruit and retain a diversity of talent and thought, drawing from all sections of society.</p><p> </p><p>The Army Race Action Plan which was published internally in April 2023 directs a number of actions to bring equity to career progression across all ranks and including personnel from ethnic minority backgrounds.</p><p> </p><p>This includes improving representation at all levels, gaining better access to talent, progressing all talent based only upon merit, improving and professionalising organisational culture and improving lived experience, retention and opportunities.</p>

star this property answer text <p>The Armed Forces, and Defence as a whole, are committed to taking action to eradicate racism and have a zero-tolerance approach towards it. We are committed to solidifying racial equality as a fundamental principle in Defence, creating a more inclusive environment for all, enabling everyone, irrespective of background, to deliver our outputs, enhance our operational effectiveness and better represent the nation we serve. Our department-wide Diversity and Inclusion strategy, the Armed Forces Race Action Plan, and the Civil Service Race Action Plan clearly set out a challenging vision, goals, objectives, and commitments of where we want to see change.</p><p>We continue a wide programme of work to prevent and tackle unacceptable behaviour. All allegations of such behaviour are taken extremely seriously and investigated thoroughly. Service personnel have a number of routes to raise such issues, either with the military police, within the Chain of Command or independently with Diversity and Inclusion Advisers. Defence has mandated Active Bystander training so that personnel have the skills to challenge unacceptable behaviour effectively when it does occur.</p><p> </p>
