unstar this property answer text <p><del class="ministerial">It is important that the police and local agencies have the powers they need to tackle local issues quickly and effectively. That is why we reformed the tools and powers available to tackle Anti-Social behaviour through the Anti-social Behaviour, Crime and Policing Act 2014.</del><del class="ministerial">In 2019/20 Lancashire Police are receiving £285.1 million of funding, an increase of £18.4 million, on 2018/19. Funding for 2020-21 for individual forces will be announced as part of the provisional police settlement later this year. Decisions about the allocation of police resources are for Chief Constables and democratically accountable Police and Crime Commissioners, who are best placed to meet the needs of their local community.</del></p><p><ins class="ministerial">The police and Crown Prosecution Services (CPS) are responsible for charging decisions with regards to county lines related criminality. The key is that prosecutions are brought, and the charges should cover the full range of criminality involved including Modern Slavery offences.We are working with the police and the CPS to take full advantage of powers in the Modern Slavery Act when making charging decisions against county line gang members. The CPS have issued an overview of the approach to be taken in criminal investigations and prosecutions linked to ‘county lines’ offending, with a particular focus on the relevance of the Modern Slavery Act.</ins></p>

unstar this property answer text <p>The Prime Minister has appointed Douglas Oakervee to chair an independent review of HS2 to consider whether and how we proceed with the project. The review will consider all existing evidence on the project and consider a number of aspects of the programme, including its benefits and impacts; affordability and efficiency; deliverability; and scope and phasing, including its relationship with Northern Powerhouse Rail. The Review’s full terms of reference are available on gov.uk. Allan Cook’s findings will be part of the evidence for this review.</p><p> </p><p>A final report will be sent to the Department in the autumn to inform the Government’s decision on the next steps for the project. We will publish this Review and take decisions on the HS2 project once we have considered the findings.</p><p><ins class="ministerial">The Government has published Allan Cook's assessment and is available in the libraries of both Houses.</ins></p><p><del class="ministerial">The Government intends to publish Allan Cook’s assessment in due course.</del></p>

unstar this property answer text <p><del class="ministerial">The Government has committed to increasing the number of police officers by 20,000 over the next three years. We are committed to giving police the resources, tools and powers they need to tackle the scourge of crime.</del></p><p><del class="ministerial">The Home Office does not hold figures for the number of police officer vacancies advertised prior to 23 July 2019.</del></p><p><del class="ministerial">Police and Crime Commissioners (PCCs) had previously announced plans to recruit 3000 additional officers in 2019/20. The recruitment of 20,000 officers announced by the Government is in addition to these numbers already announced by PCCs.</del></p><p><ins class="ministerial">The Prime Minister and Home Secretary have announced the recruitment of 20,000 extra officers over the next three years. This demonstrates our commitment to support the police and give them extra resource to protect the public and keep us all safe. </ins></p><p><ins class="ministerial">The allocation of officers across England and Wales is yet to be confirmed. We are working closely with police leaders to put in place the plans and systems to deliver on our commitment. Police budgets and force level funding will be set out in the usual way at the provisional police settlement. </ins></p><p><ins class="ministerial">On 31 March 2019, Leicester police force had 1,829 police officers, and increase of 2.9% from March 2018. </ins></p>

Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">We continue to be concerned by reports that indefinite conscription is ongoing in Eritrea. We raise human rights in Eritrea regularly, both directly with the Government, as the former Minister for Africa did with the Eritrean President's senior adviser when she saw him in July, and when our Ambassador in Asmara saw the same advisor in August. </ins></p><p><ins class="ministerial"><ins class="ministerial">In a statement at the 41st session of the UN Human Rights Council on 12 July the UK welcomed the renewal of the mandate of the Special Rapporteur on the situation of human rights in Eritrea, which we co-sponsored. The UK also urged Eritrea to cooperate with the Special Rapporteur and to reform national service, implement the constitution, respect freedom of religion or belief, and release all those in arbitrary detention – including, but not exclusive to detained parliamentarians; journalists; and those observing banned religions. </ins></ins></p><p><ins class="ministerial"><ins class="ministerial"><ins class="ministerial">No additional aid has been allocated as a result of sanctions being lifted. The Department for International Development (DfID) has funded life-saving activity in Eritrea for several years, including providing £3.24m to UNICEF in 2018-19 to help treat malnutrition in under-fives and provide access to safe hygiene and sanitation services. DFID has extended this funding to UNICEF Eritrea until March 2021.</ins></ins></ins></p><p> </p>
