We are constantly working to strengthen this process. 	answer	answer is ministerial correction date of answer 23/10/2019 answer text <p>We would prefer to leave with a deal and we will work in an energetic and determined way to deliver that better deal.</p><p>The UK food and drink supply chain contributes £121 billion to the economy and employs four million people (12% of UK employment). Food and drink manufacturing is the largest manufacturing sector in the UK, while food and drink retail is the largest service sector employer.</p><p>Consumers have access to a wide range of food products when they shop and this will continue once we leave the EU. However, if key trade routes are temporarily disrupted, there would be reduced availability and choice of certain food products, including some of the fresh produce we import from the EU. 	answer	answer is ministerial correction date of answer 28/10/2019 answer text <p>Off-grid renewable energy is often the best way for millions of people to have access to electricity, especially in rural areas. DFID’s support to off-grid electricity generation is delivered through a range of programmes.</p><p>We provide funding for the installation of off-grid solar power, such as through mini-grid projects in Kenya and Rwanda. We provide technical assistance and are helping to establish markets in a number of African countries for household solar power. For example, a programme using results-based financing is delivering clean energy electricity access to millions, while the Africa Clean Energy programme is supporting a market-based approach for private sector delivery of solar home system products and services.</p><p>We also support private sector off-grid projects through the Green Climate Fund. For example, one project is helping 50 poor, rural communities in Mali to switch from fossil fuel-powered diesel generators and kerosene lamps to green energy by installing solar mini-grids. We also support development finance interventions such as the Private Infrastructure Development Group, the Multilateral Development Banks, and CDC – which has, for example, invested substantial equity in M-KOPA, a pay-as-you-go solar energy company.</p><p>Since 2011, the UK has provided 26 million people with improved access to clean energy and installed 1,600 MW in clean energy capacity.</p><p>The Prime Minister announced at the UN Climate Action Summit funding of up to £1 billion for research, development and deployment of new energy technologies and business models to unlock opportunities in developing countries for cleaner growth and better access to clean energy.</p> answering member constituency Richmond Park answering member printed Zac Goldsmith question first answered 28/10/2019 16:07:22 answering member 4062 label Biography information for Lord Goldsmith of Richmond Park

	answer	answer is ministerial correction date of answer 23/10/2019 answer text <p>We recognise there will be an increased demand for Export Health Certificates (EHCs) in the event the UK leaves the EU without a deal.</p><p> </p><p>Our aim has been to support the market in meeting likely demand by increasing the number of trained Official Veterinarians (OVs) by providing free certification training.</p><p> </p><p>The number of trained OVs has increased from around 600 in February 2019 to more than 1000 currently, there are around 250 who have registered but not yet completed this training. We have been contacting this group, encouraging them to complete the training as soon as possible.</p><p> </p><p>In Great Britain, OVs operate in the private sector and over time we would expect the market to match supply and demand. Understanding what this means for certifying capacity is difficult as we cannot know how many hours a week these OVs will spend on certifying exports and to what extent their availability will respond to price incentives.</p><p> </p><p>To support Local Authority Environmental Health Officers (EHOs) and Official Veterinarians, we have created a Certification Support Officer (CSO) role and funded training. CSOs will handle a number of preparatory and administrative aspects of EHCs (checking documents, identifying products or sealing containers), freeing up EHO or OV time and capacity to provide the final assurance required. Since 2010 the Government has planted just over 15 million trees, or nearly 13,000 hectares of new woodland in England. In this Parliament over 4.1 million trees have been planted, and we are on track to meet our targets to plant 11 million trees and a further 1 million trees in and around our towns and cities.</p><p> </p><p>The Government is investing £5.7 million to kick-start the development of the Northern Forest, led by a partnership of the Community Forests and the Woodland Trust. Specifically, this will fund the planting of at least 1.8 million new trees across the Northern Forest by 2022, and help the partnership develop approaches to achieve their longer-term vision of 50 million trees planted over the next 25 years.</p><p> </p><p>St Helens and other parts of the North West are located within the Northern Forest and will benefit from increased tree planting through this initiative. Our Trees for Schools programme and Urban Tree Challenge Fund are also helping to increase planting rates in these places.</p><p> </p><p>The Government remains committed to the shared public and private sector aspiration of reaching 12% woodland cover in England by 2060 and has signalled this in the Clean Growth Strategy and the 25 Year Environment Plan.</p><p> </p><p>To increase the rate of afforestation in England, the Government has simplified grant applications and announced additional funding of £50 million for the Woodland Carbon Guarantee to incentivise planting and carbon sequestration. In February 2016, the independent Sentencing Council updated its guidelines in relation to sentencing for theft offences. 	answer	answer is ministerial correction date of answer 28/10/2019 answer text <p>Protecting biodiversity is a priority for this Government and I regularly hold discussions with Ministers on climate and environment issues, including protecting endangered species.</p><p>The government recently committed another £220 million to a new International Biodiversity Fund.
