star this property answer text <p>Whilst the Government does not have operational responsibility for the provision of funeral services, we are aware of funeral delays in some areas and acknowledge that these are often exacerbated by pressures from within the wider death management system.</p><p>Government departments are taking a collaborative approach to reforming the death registration system as part of the roll out of the statutory medical examiner scheme which will come into force in April 2024. The doctor who attended the deceased during their last illness has a legal responsibility to complete a Medical Certificate Cause of Death (MCCD) as soon as possible to enable the registration of the death to take place. Guidance for doctors on completing an MCCD, available on Gov.uk, emphasises this point. As part of the work on the statutory medical examiner scheme, the Department of Health and Social Care is looking at expanding the pool of doctors who can sign the MCCD forms. When the demand on civil registration services is high, death registration appointments will always take priority over other registration appointments.</p><p>The Government continues to look at wider improvements to the death management system’s capacity and resilience, including mortuary capacity. The shortage of pathologists is a long-standing and cross-cutting issue. The Government is determined to make progress as soon as practicable. To that end, the Parliamentary Under Secretary of State is engaging with Ministerial colleagues to implement effective solutions through a cross-government action plan.</p>

star this property answer text <p>Where 10 years have elapsed since the Parole Board first directed the release of an offender serving a sentence of Imprisonment for Public Protection (IPP), the Secretary of State must by law refer that offender to the Parole Board, in order for the Board to determine whether to terminate the offender’s IPP licence. The minimum 10-year period is not paused or reset if an offender is recalled to prison or serves a subsequent sentence for further offences. Where the Board does not terminate the licence, the Secretary of State must by law re-refer the offender every 12 months. This ensures that every eligible offender is considered by the Parole Board annually and will enable the IPP licence, and the IPP sentence as a whole, to be brought to a definitive end for more offenders.</p><p>On 16 October 2023, the Lord Chancellor announced he would be looking at options to curtail the licence period to restore greater proportionality to IPP sentences in line with recommendation 8 of the report by the Justice Select Committee’ (JSC) report, published on 28 September 2022.</p><p>These changes are being taken forward in the Victims and Prisoners Bill.</p><p>The new measure will:</p><ol><li>Reduce the qualifying period which triggers the duty of the Secretary of State to refer an IPP licence to the Parole Board for termination from ten years to three years;</li><li>Include a clear statutory presumption that the IPP licence will be terminated by the Parole Board at the end of the three-year qualifying period;</li><li>Introduce a provision that will automatically terminate the IPP licence two years after the three-year qualifying period, in cases where the Parole Board has not terminated the licence; and</li><li>Introduce a power to amend the qualifying period by Statutory Instrument.</li></ol><p> </p><p>The Lord Chancellor was persuaded by the Committee’s recommendation to reduce the qualifying licence period from 10 years to 5 years and is going further: reducing the period to 3 years. These amendments will restore greater proportionality to IPP sentences and provide a clear pathway to a definitive end to the licence and, therefore, the sentence.</p><p>In addition to these changes, the actions this Government are taking are working; the number of prisoners serving the IPP sentence who have never been released now stands at 1,269 as of September 2023, down from more than 6000 in star this property answer text <p>Where 10 years have elapsed since the Parole Board first directed the release of an offender serving a sentence of Imprisonment for Public Protection (IPP), the Secretary of State must by law refer that offender to the Parole Board, in order for the Board to determine whether to terminate the offender’s IPP licence. The minimum 10-year period is not paused or reset if an offender is recalled to prison or serves a subsequent sentence for further offences. Where the Board does not terminate the licence, the Secretary of State must by law re-refer the offender every 12 months. This ensures that every eligible offender is considered by the Parole Board annually and will enable the IPP licence, and the IPP sentence as a whole, to be brought to a definitive end for more offenders.</p><p>On 16 October 2023, the Lord Chancellor announced he would be looking at options to curtail the licence period to restore greater proportionality to IPP sentences in line with recommendation 8 of the report by the Justice Select Committee’ (JSC) report, published on 28 September 2022.</p><p>These changes are being taken forward in the Victims and Prisoners Bill.</p><p>The new measure will:</p><ol><li>Reduce the qualifying period which triggers the duty of the Secretary of State to refer an IPP licence to the Parole Board for termination from ten years to three years;</li><li>Include a clear statutory presumption that the IPP licence will be terminated by the Parole Board at the end of the three-year qualifying period;</li><li>Introduce a provision that will automatically terminate the IPP licence two years after the three-year qualifying period, in cases where the Parole Board has not terminated the licence; and</li><li>Introduce a power to amend the qualifying period by Statutory Instrument.</li></ol><p> </p><p>The Lord Chancellor was persuaded by the Committee’s recommendation to reduce the qualifying licence period from 10 years to 5 years and is going further: reducing the period to 3 years. These amendments will restore greater proportionality to IPP sentences and provide a clear pathway to a definitive end to the licence and, therefore, the sentence.</p><p>In addition to these changes, the actions this Government are taking are working; the number of prisoners serving the IPP sentence who have never been released now stands at 1,269 as of September 2023, down from more than 6000 in star this property answer text <p>Where 10 years have elapsed since the Parole Board first directed the release of an offender serving a sentence of Imprisonment for Public Protection (IPP), the Secretary of State must by law refer that offender to the Parole Board, in order for the Board to determine whether to terminate the offender’s IPP licence. The minimum 10-year period is not paused or reset if an offender is recalled to prison or serves a subsequent sentence for further offences. Where the Board does not terminate the licence, the Secretary of State must by law re-refer the offender every 12 months. This ensures that every eligible offender is considered by the Parole Board annually and will enable the IPP licence, and the IPP sentence as a whole, to be brought to a definitive end for more offenders.</p><p>On 16 October 2023, the Lord Chancellor announced he would be looking at options to curtail the licence period to restore greater proportionality to IPP sentences in line with recommendation 8 of the report by the Justice Select Committee’ (JSC) report, published on 28 September 2022.</p><p>These changes are being taken forward in the Victims and Prisoners Bill.</p><p>The new measure will:</p><ol><li>Reduce the qualifying period which triggers the duty of the Secretary of State to refer an IPP licence to the Parole Board for termination from ten years to three years;</li><li>Include a clear statutory presumption that the IPP licence will be terminated by the Parole Board at the end of the three-year qualifying period;</li><li>Introduce a provision that will automatically terminate the IPP licence two years after the three-year qualifying period, in cases where the Parole Board has not terminated the licence; and</li><li>Introduce a power to amend the qualifying period by Statutory Instrument.</li></ol><p> </p><p>The Lord Chancellor was persuaded by the Committee’s recommendation to reduce the qualifying licence period from 10 years to 5 years and is going further: reducing the period to 3 years. These amendments will restore greater proportionality to IPP sentences and provide a clear pathway to a definitive end to the licence and, therefore, the sentence.</p><p>In addition to these changes, the actions this Government are taking are working; the number of prisoners serving the IPP sentence who have never been released now stands at 1,269 as of September 2023, down from more than 6000 in star this property answer text <p>We undertake routine planned pest control regimes as part of our existing Facilities Management contracts. Where we encounter higher than normal level of pest infestations, we put in place targeted control measures to eliminate/reduce the particular pests.</p><p>We do not hold a list of the current number of prisons where we have serious infestations. Any/all infestations are dealt with as quickly as possible in order to ensure that we do not have high numbers of sites with serious problems.</p> more like this

star this property answer text <p>We remain committed in increasing the number of prison leavers securing employment on release. The proportion of prison leavers who were employed six months after release more than doubled in the two years to March 2023, from 14% to over 30%. Meanwhile, the proportion who were in employment six weeks after their release almost doubled in the same period, from 9.8% to 19.4%</p><p>We know that supporting businesses and raising awareness around the benefits of employing prison leavers are integral in continuing this upward trend.</p><p>New Futures Network is the prison service’s specialist employment team that supports businesses to fill skills gaps and prisoners to find employment on release. They use a dedicated website and social media pages to inform the public, including employers, about the opportunities to recruit from prisons. New Futures Network brokers three main types of partnership between prisons and employers:</p><ul><li>Prison industries and academies: Workspaces set up by businesses, staffed by prisoners.</li><li>Release on Temporary Licence: Paid work placements in the community for risk-assessed serving prisoners.</li><li>Employment on release: When employers offer opportunities to individuals following their release from prison.</li></ul><p>To increase awareness across sectors facing labour market shortages, in October 2022 New Futures Network began running a series of ‘Unlocking Potential’ recruitment drives in prisons. The most recent event in October 2023, Unlocking Hospitality, saw around 65 events held across 40 sites, attended by 40 employers and 885 prisoners. This resulted in 184 interviews and 45 job offers to date.</p><p>We also know that employers want to hear from other employers when talking about the benefits of employing prison leavers. Employment Advisory Boards bring together experienced professionals across the private and third sectors and have been established across 93 prisons. Chaired by business leaders, these are a forum to collaborate with leadership teams within prisons, to support them in creating a positive culture of employment.</p><p>Similarly, we continue to work with the Employers Forum for Reducing Re-offending (EFFRR), an HMPPS-led group currently chaired by Greggs. This is a collective of local and national employers that provide training and employment opportunities for ex-offenders, including Greene King, Timpson, Marks &amp; Spencer, Willmott Dixon and many more.</p><p>New Futures Network have also partnered with the Department for Education to raise awareness by featuring an employing prison leavers item on their business webpages: <a href="https://find-employer-schemes.education.gov.uk/" target="_blank">Find training and employment schemes for your business (education.gov.uk)</a>.</p>

star this property answer text <p>We know there has been a worrying rise in shoplifting, which we need to address.</p><p>Police Recorded Crime figures show shoplifting offences increased by 32% in the 12 months to September 2023. However, the number of people charged with shoplifting offences in the same period rose by 34%, showing that Police are heeding the message.</p><p>The publication of the National Police Chiefs’ Council’s Retail Crime Action Plan, published in October 2023, includes a commitment to prioritise police attendance at the scene where violence has been used towards shop staff, where an offender has been detained by store security, and where evidence needs to be secured and can only be done by police personnel.</p><p>Additionally, where CCTV or other digital images are secured, police will run this through the Police National Database as standard using facial recognition technology to further aid efforts to identify prolific offenders or potentially dangerous individuals.</p><p>The plan also includes guidance for retailers on what response they can expect from their local police, as well as how retailers can assist the police by providing evidence to help ensure cases are followed-up.</p><p>October also saw the launch of Pegasus, a unique private-public partnership that will radically improve the way retailers are able to share intelligence with policing, to better understand the tactics used by organised retail crime gangs and identify more offenders. This will include development of a new information sharing platform and training for retailers.</p><p>The Sentencing Code is a consolidation of existing sentencing procedure law. It brings together over 50 pieces of primary legislation relating to sentencing procedure into one single piece of legislation, in the Sentencing Act 2020. It includes general provisions relating to sentencing procedure, the different types of sentences available to the courts, and certain behaviour orders that can be imposed in addition to a sentence. Since the Sentencing Act came into force, it has been amended following changes to the law relating to sentencing procedure. The Code is not designed, however, to apply to specific offences.</p>
