star this property answer text <p>The Private Rented Sector (PRS) Minimum Energy Efficiency Standard regulations require rented properties that are legally required to have an Energy Performance Certificate (EPC) to meet a minimum standard of EPC band E, except where an exemption applies. There are no blanket exemptions in the PRS regulations for Houses of Multiple Occupation (HMOs) however, where rooms are let individually, there is currently no requirement for an EPC to be issued. Government launched a Call for Evidence on EPCs in July last year where we outlined suggestions for improvement. We welcomed views on whether a HMO without an EPC should be legally required to have one when a room in that property is marketed for rent. We are currently analysing EPC Call for Evidence responses and intend to publish a summary of responses to the Call for Evidence in due course.</p> more like this

star this property answer text <p><em>The Energy Efficiency (Private Rented Property)(England and wales) Regulations 2015</em> require that, subject to certain exemptions, domestic and non-domestic private rented sector landlords improve their properties to a minimum energy efficiency rating of E by: April 2020 for domestic property; and April 2023 for non-domestic property.</p><p> </p><p>The Department has published detailed guidance to assist landlords in complying with their obligations under the existing regulations, and is conducting enforcement pilots with Local Authorities to develop best practice around enforcement of the regulations. The Department has also launched a landlord exemptions register, a requirement of the Regulations, which is used by enforcement authorities to help target their enforcement activities.</p><p> </p><p>On 15 October 2019, the government published a consultation on the future target for the non-domestic private rented sector regulations alongside the government’s response to the Committee on Climate Change Progress Report. The consultation, which closed on 7 January 2020, set out that the government’s preferred target was for all non-domestic rented buildings to achieve an EPC Band B by 2030, where cost-effective. A government response is due to be published later this year. The government will also consult in due course on options for tightening the standards required of domestic private rented properties over time.</p>

star this property answer text <p>The Department has just launched a consultation on improving the energy performance of privately rented homes in England and Wales. Under the Government’s recommended option, landlords would be required to reach EPC Band C for new tenancies from 1 April 2025 and all tenancies by 1 April 2028. The preferred policy option will deliver 7.9 MtCO2e in carbon emission savings over Carbon Budgets 4 and 5. Landlords are encouraged to take advantage of the Green Homes Grant to fund necessary improvements.</p> more like this

star this property answer text <p>Since April 2020, all privately rented homes in England and Wales are required to meet a minimum energy efficiency standard of EPC band E. The Department is currently consulting on raising the minimum energy efficiency standards for privately rented homes in England and Wales to EPC band C. Under the Government’s recommended option, landlords would be required to reach EPC Band C for new tenancies from 1 April 2025 and all tenancies by 1 April 2028.</p><p> </p><p>Landlords in England are encouraged to make use of the £2 billion Green Homes Grant funding scheme to improve their property stock to EPC Band C. Under this scheme, homeowners and landlords can receive at least two thirds of the cost of upgrading the energy performance of their homes up to a contribution of £5,000.</p><p> </p><p>The consultation on improving the energy performance of privately rented homes can be accessed on GOV.UK at <a href="https://www.gov.uk/government/consultations/improving-the-energy-performance-of-privately-rented-homes" target="_blank">https://www.gov.uk/government/consultations/improving-the-energy-performance-of-privately-rented-homes</a> and will remain open until 30 December 2020.</p>
