Friend, the Secretary of State for Education, launched the attached Education Technology Strategy, ‘Realising the potential of technology in education’. This was launched to support the education sector in England to use and embed technology effectively, and to develop a vibrant EdTech business sector in the UK.</p><p>Research informing the Strategy highlighted that technology has the potential to reduce teacher workload, create savings, and improve pupil and student outcomes. However, certain conditions need to be in place to maximise benefit; for example, good connectivity and infrastructure, teacher confidence in using technology, strong and supportive leadership, and awareness that technology supplements rather than replaces good teaching.</p><p>To further understand the impact technology can have on the education sector, the department is developing a testbed programme which will help build the evidence base on the use of technology within schools and colleges. Visitors have not fed back any concerns or sense of exclusion regarding the provision. The department rarely receives feedback on the visitors’ area and where it does, it will take action.</p><p> </p><p>In terms of the conversion of one toilet to gender-neutral status, while leaving the other as female only in the communal visitor area of Sanctuary Buildings, we are currently planning a major refurbishment of the visitor area. As part of that, we will review the facilities including the distribution of single sex and gender-neutral toilets.</p><p> </p><p>No discussions with the cleaning staff in Sanctuary Buildings have been held regarding the condition of the gender-neutral toilets in the communal visitor area compared to that of the female-only toilets. This includes collecting and publishing a wide range of information, such as tables setting out measures of educational performance; financial benchmarking tables; and letters to academy trusts about poor or inadequate performance or weaknesses in safeguarding, governance and/or financial management. This goes beyond the information that the department publishes about local authorities.</p><p>Ofsted plays a vital role in holding trusts to account by providing independent judgements on the educational performance of schools within a trust and through its process of summary evaluations. Ofsted has so far published 6 summary evaluations of academy trusts since their introduction in December 2018.</p><p>The department will continue to make information about trusts more visible. The apprenticeship levy is collected by Her Majesty’s Revenue and Customs from employers with a pay bill in excess of £3 million per year.</p><p> </p><p>The Education and Skills Funding Agency (ESFA) does not require levy-paying employers to register a sector when they set up an online apprenticeship service account to manage their funds. Therefore, ESFA are unable to supply information on the sectoral distribution of spending on apprenticeships. There are currently no plans to change the registration process to collect this information from employers registering for an apprenticeship service account.</p><p> </p><p>We continue to use detailed data on apprenticeship starts (including levy-supported starts) and work closely with employers and sector bodies to further develop our understanding of how apprenticeships work for the creative sector.</p><p> </p><p>The quarterly ‘Apprenticeships and Traineeships’ data release provides an overview of the programme. The most recent update was published on 11 July 2019. All quarterly data releases include a ‘main commentary’ which summarises apprenticeship starts by level, framework or standard, and whether or not they were the levy-supported. The Department for Digital Culture, Media and Sport is developing an innovative pilot which will enable apprentices to benefit from hands-on experience on the sets of major films and television shows. 	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>86% of schools in England are good or outstanding.</p><p>The Department has committed £7 billion to create new school places between 2015 and 2021, the vast majority of which are being created in the best existing schools or through good new schools. The Department is on track to create 1 million places this decade, the largest increase in school capacity in at least two generations.</p><p>Of the mainstream free schools approved between 2014 and 2017, 86% have been in areas where there was a need for more school places. 84% of free schools with inspection reports published by the end of May are rated good or outstanding.</p><p> </p><p>98% of grammar schools are also good or outstanding and the Department wants more disadvantaged pupils to be able to access a place at them. That is why it has made £100 million available through the Selective Schools Expansion Fund to create additional places, where needed, in selective schools that commit to a plan to improve access for disadvantaged children. 	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>All providers are being treated equitably.</p><p> </p><p>We consulted with all providers, including further education (FE) colleges, twice, on the introduction of registration fees (from December 2016 until March 2017, and from October 2017 until December 2017). The Office for Students (OfS) separately consulted on the model for deciding how student numbers should be determined to inform the fee levels. It published the outcomes of this consultation in October 2018. Following the consultation processes, a number of additional bands were added for smaller providers compared with the original proposal. The costs for a very small provider have decreased from the second phase of the consultation, where a provider with 0-50 full-time equivalent student numbers, the lowest band, was proposed to pay £18,200. Providers with full-time equivalent student numbers of no more than 25 will now pay £12,300, and providers with more than 25 but no more than 50 (full time equivalent) will pay £15,350.</p><p> </p><p>We also considered the impact of fees more widely and published an impact assessment in March 2019. The impact assessment considered higher education providers – including FE colleges – taxpayers, the government and students. The impact assessment report stated:</p><p>‘We have … analysed Education and Skills Funding Agency (ESFA) college accounts data for 120 FE colleges with Higher Education Funding Council for England funded learners, that have applied to register and found that FE colleges would be paying on average 0.2% of their total income in registration fees.
