star this property answer text <p>As set out in the Justice Secretary’s Written Statement on bailiff reform, we will respond to the Call for Evidence and the Justice Select Committee’s report following further engagement with our stakeholders over the Summer. We will explore what barriers prevent people from making a complaint based on submissions to the Call for Evidence and meetings with our stakeholders.</p><p> </p><p>Our response will also consider the case for further regulation. County Court Bailiffs, who are employees of Her Majesty’s Courts and Tribunal Service (HMCTS), and Approved Enforcement Agencies who enforce criminal orders, were not within scope of the review of enforcement agents. We will liaise with trade unions if any proposals that may arise from our consideration of the responses from the Call for Evidence directly impact on Court staff.</p><p> </p><p>HMCTS are in the process of procuring a new set of contracts for Approved Enforcement Agencies (AEA) to enable the collection of criminal orders. The tender went live on 1 July 2019. We anticipate awarding contracts in December 2019, with services to commence in May 2020.</p>

star this property answer text <p>At the Ministry of Justice, all staff in all its executive agencies and arm’s length bodies, which includes HM Courts and Tribunals Service (HMCTS) and HM Prison and Probation Service (HMPPS) have access to our Occupational Health provision and our Employee Assistance Provider (EAP) services.</p><p> </p><p>Post-Traumatic Stress Disorder (PTSD) can be identified through an Occupational Health referral. In addition, within HM Prison and Probation Service (HMPPS) Mental Health Advisers, specialist advisers, provided by our OH supplier can identify treatment for PTSD, following a work related traumatic incident. Where PTSD is diagnosed MoJ employees will be referred for bespoke support provided by our EAP in the form of Cognitive Behavioural Therapy (CBT) and Eye Movement Desensitisation Reprocessing (EMDR). These treatments have been identified as best practice in NICE (National Institute of Clinical Excellence) guidelines.</p><p> </p><p>In HMPPS we plan to implement TRiM (Trauma Management) training for prison based staff. This will take place in ten prisons with imminent roll out across the estate. TRiM is a mental health assessment approach used by the military to detect PTSD and will provide an additional method of recognising the condition which will allow employees to be fast tracked to the appropriate therapy.</p>

The provider will be awarded an annual budget of c. £9m to operate it. Both capital and revenue costs will be funded by MOJ.</p><p> </p><p>Medway Secure Training Centre will close in early 2020 so that it can be re-purposed to allow the first secure school to open.</p> more like this

star this property answer text <p>Figures published on 12<sup>th</sup> July 2019 showed that in May of this year, out of a total of 830 children, the ethnicity was known for 811 children, out of which the number of children from a Black, Asian, and Minority Ethnic background held within the youth custodial estate was 408 in England and 7 in Wales. Overall, this represents 51% of the youth custodial estate population for which the ethnicity was known across England and Wales. These figures are provisional, and might change as more data is reported.</p><p> </p><p>Snapshots of the youth custody data are published monthly, showing the percentage of children in custody who are from a Black, Asian, and Minority Ethnic background. Although there are monthly fluctuations, over the year 2018/19 an average of 48% of children in custody in England and Wales were from a Black, Asian, and Minority Ethnic background.</p><p> </p><p>The MoJ does not hold figures for Northern Ireland and Scotland.</p><p> </p><p>We accepted every recommendation made in David Lammy’s review of racial disparities in the criminal justice system and have since been reviewing fairness of sentence outcomes and working to improve understanding of legal advice and options for Black, Asian and ethnic minority children.</p>
