star this property answer text <p>The Secretary of State made his decision to implement the Northamptonshire councils’ unitary proposal with one modification. This modification was to extend the period for implementing the new arrangements so the new councils are operational from 1 April 2021. We took this step to ensure a successful transition to the two new unitary authorities and that there would be confidence locally about a safe and effective transition to all the new service delivery arrangements across the whole of the area, including for those crucial services supporting the most vulnerable.</p> more like this

star this property answer text <p>The Government published the <em>Integrated Communities Strategy Green Paper</em> in March 2018, inviting views on our vision for building strong integrated communities where people – whatever their background – live, work, learn and socialise together, based on shared rights, responsibilities and opportunities. In February 2019, we published the <em>Integrated Communities Action Plan</em> alongside the Government’s response to the consultation on the Green Paper. This set out the actions that Government will take to create socially and economically stronger, more confident and integrated communities. These documents were published in English.</p><p>Assisting the public to understand the threat from extremism is the responsibility of the Home Office. The independent Commission for Countering Extremism published the findings from their call for evidence earlier this month, which was the first public consultation on extremism. The Commission’s full study into the threat we face from extremism and the current response, including advice on new policies to tackle it, will be published in the autumn in English and Welsh.</p>

star this property answer text <p>The current 2015-20 Troubled Families Programme is designed to achieve improved outcomes in crime and anti-social behaviour as well as wider drivers of crime including education and employment.</p><p> </p><p>According to the Troubled Families Programme’s 2019 family survey, fewer respondents reported contact with the police, and fewer reported police or landlord action as a result of involvement in crime or anti-social behaviour.</p><p> </p><p>In the Social Housing Green Paper, “A new deal for social housing” we sought views on how landlords work with local partners to tackle anti-social behaviour. We also asked what key performance indicator could be used to measure this work.</p><p> </p><p>We are currently considering the responses to the Green Paper consultation and our action plan and timetable for implementing wide-ranging reforms will be published in September.</p><p> </p> more like this

star this property answer text <p>The Government recognises that access to high-quality inclusive spaces and opportunities for sport and recreation can make an important contribution to the health and wellbeing of people with learning disabilities.</p><p>In 2015, the Government sport strategy, <em>Sporting Future: A Strategy for an Active Nation</em> placed a focus on encouraging activity amongst those less likely to be active - including people with disabilities. The Government supports efforts that aim to encourage people with all forms of disability to become active and to fulfil their sporting potential.</p><p>The Activity Alliance's <em>‘Inclusive Fitness Initiative’ </em>is supporting leisure centres to become more welcoming and accessible environments to disabled people. Activity Alliance run the initiative in collaboration with Sport England and UK Active and aim to give the active leisure sector support to improve, modernise and invest in its facilities, with the ambition that every facility in the country complies with the Activity Alliance <em>‘Inclusive Fitness Initiative’.</em></p><p>In 2018-19 the Ministry for Housing, Communities and Local Government committed over £15 million to support a robust package of new Government initiatives to support vibrant and inclusive open spaces to enable more people to participate in leisure activities. This included the Pocket Parks Plus programme which is providing funding for 198 community-led projects across England to create new or renovate existing parks. A number of the successful projects will be creating open spaces that address social inclusion - and increasing access for people with different disabilities to leisure and wellbeing activities.</p><p> </p>

The current arrangements set out in the Act and related MoU are sufficient to enable the Committee to discharge its statutory function in respect of the oversight of the UK Intelligence Community. star this property answer text <p>I am very proud of this government’s record on housebuilding, with over 2 million additional homes delivered since 2010. I am happy to clarify that it was this Conservative Government which oversaw the highest level of new homes delivered in over 30 years before the disruption of the pandemic, with 242,000 homes (a net increase in housing supply) delivered between April 2019 and March 2020. Furthermore, under this Government the number of new homes started in England is at a near 15-year high, and has risen by 10% above pre-pandemic levels.</p><p>This Government knows that people are happier, more secure and more rooted in their communities when they own their own homes. That is why we are continuing to build on our record of delivering new homes, with housebuilding starts increasing by 140% between 2009 and 2022.</p> more like this

Since 2010, HS2 has received all its funding through the Department for Transport’s settlements at Spending Reviews/Rounds where Barnett has been applied at departmental level. The spending on HS2 is not therefore associated with specific Barnett consequentials.</p><p> </p><p>HM Treasury’s Spending Review/Round documents set out the block grant funding for the Scottish Government. Documents relating to SR10, SR13, SR15 and SR19 can be found on the gov.uk website.</p><p> </p><p>Following UK Government decisions at Spending Round 2019, the Scottish Government benefitted from an increase of over £1.2bn in the Barnett-based block grant, which will increase to £34.4bn in 2020-21.</p>

star this property answer text <p>Valuations of the public service pension schemes are carried out every four years. The valuations set employer contribution rates to ensure the full costs of pensions are recognised and met by employers at the point scheme liabilities arise. The last valuations of the schemes considered the position as at 31 March 2016 and were completed earlier this year. Employer contribution rates have been set and came into effect on 1 April 2019. On 19 January the then Chief Secretary to the Treasury made a written statement (HCWS1286) announcing a pause to the cost control element of the valuations. The pause was necessary following a court ruling that an element of the reforms made to schemes in 2015 gave rise to unlawful discrimination. The matter has been remitted to the Employment Tribunal to determine how the discrimination is to be remedied. The Government has confirmed that it will take steps to remedy the discrimination in all public service pension schemes. Until a remedy is agreed it is not possible to assess the value of the public service pension schemes with any certainty at this time.</p><p> </p>

This funding is made available for skills capital funding through the Local Growth Fund, which is devolved to Local Enterprise Partnerships to spend on their capital priorities.</p><p> </p><p>The Budget 2018 document reflects the Department for Education’s CDEL allocation for 2019-20 prior to this transfer taking place. Table 3.11 of the Public Expenditure Statistical Analyses 2019, published in July 2019, takes into account this transfer. star this property answer text <p>The Government would expect a full negotiation of a double taxation agreement to take between one and two years. However, there are so many variables involved in the process and Government does not keep records of the average length of negotiations.</p><p> </p><p>Negotiations are usually split into “rounds”, with one country visiting the other for a week to discuss the negotiated text. A negotiation may have just one round where the positions of both countries are largely aligned, but where there are particularly complex issues involved it might require several rounds.</p><p> </p><p>The time between rounds will also vary, depending on such factors as the resources and availability of negotiators in both countries as well as the political environment, which can occasionally reset a country’s negotiating position.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p> more like this
