Resource spending is set to rise by 4.1% in real terms from 2019-20 to 2020-21.</p><p> </p><p>As usual, departments are responsible for managing changes to pay. Where this policy change might have cost implications in years beyond 2020-21, these should be incorporated into departments’ workforce strategies and will be considered at the Spending Review in 2020 alongside other bids and pressures in their budgets.</p> more like this

star this property answer text <p>We are focused on getting a deal and we are working in a determined way to get that deal.</p><p> </p><p>The fundamentals of our economy are strong: wages are growing, employment is at a record high and the unemployment rate is at a historic low. Further, since 2010, the Government has increased housing supply by over 1.3m, including 430,000 affordable homes. Over 222,000 additional homes were delivered in 2017/18 – the highest level in all but one of the last 31 years.</p><p> </p><p>The Government and the independent Bank of England have the policy tools available to them, and we’ll work closely with the Bank of England to ensure fiscal and monetary remain well co-ordinated.</p> more like this

star this property answer text <p>Due to the way Tax-Free Childcare is linked to 30 hours free childcare, a large number of Tax-Free Childcare accounts for 3 and 4 years olds are opened but not used to pay a childcare provider. This happens because a child who has a 30 hours account opened, will automatically have a Tax-Free Childcare account opened as well, if their parents are eligible. The reason for this feature of the service is to ensure a smooth customer journey for families signing up for 30 hours free childcare, so that they have a Tax-Free Childcare account ready for use when their child is no longer eligible for 30 hours free childcare.</p><p> </p><p>Additionally, when a Tax-Free Childcare account is opened for a child, of any age, accounts will be opened for their siblings if their details are also entered during the application.</p> more like this

This is part of the £1.4bn the UK Government has announced for the funding of ten City and Growth Deals in Scotland. More recently, the Government has committed to provide 100% coverage of City and Growth Deals for Scotland.</p><p> </p><p>The Scottish Government is accountable for City and Growth Deals funding in the usual way and in line with the fiscal framework. Audits will be undertaken by Audit Scotland and the National Audit Office in the usual way. As the customs authority, HMRC will act to ensure that border processes are as smooth as possible, without compromising security.</p><p> </p><p>After listening to concerns from businesses, the Government is introducing temporary easements for a ‘no deal’ scenario to help businesses keep trading. star this property answer text <p>All three and four year olds in England are entitled to the 15 hour universal entitlement to free early education for 38 weeks of the year regardless of the immigration status of the child or their parents.</p><p> </p><p>Parents who have the right to live and work in the UK are eligible for an additional 15 hours a week of free childcare for three and four year old children.</p><p> </p><p>Parents who are from outside the EEA and have no recourse to public funds are not entitled to the additional hours of free childcare for three and four year old children. However, if they have a British partner, an EEA national partner or a non-EEA national who is not subject to immigration control, they can receive the additional free hours of childcare if it is that other partner who makes the application for 30 hours.</p><p> </p><p>Children of families with no recourse to public funds with a right to remain in the UK on grounds of private and family life under Article 8 of the European Convention on Human Rights and children of Zambrano carers have recently become eligible for the free early education entitlement for the most disadvantaged two year old children in England provided they come within the income threshold.</p>

star this property answer text <p>Each year the Government asks the Low Pay Commission to recommend minimum wage rates for younger people that are as high as possible without damaging their employment prospects. All the National Minimum Wage rates for younger workers saw above inflation increases in April 2019. The Low Pay Commission will make recommendations for the April 2020 rates later in the autumn. Alongside changes to the minimum wage, the Government is taking action to support young people to gain the skills they need to succeed in the labour market, including the rollout of T Levels from September 2020, which will provide students with clear pathways to a well-paid skilled job.</p> more like this

star this property answer text <p>The UKG committed £53.1m to an Inverness and Highlands City Region Deal in March 2016 which covers the Highlands area. This is part of the £1.4bn the UK Government has announced for the funding of ten City and Growth Deals in Scotland. More recently, the Government has committed to provide 100% coverage of City and Growth Deals for Scotland.</p><p> </p><p>The Scottish Government is accountable for City and Growth Deals funding in the usual way and in line with the fiscal framework. Audits will be undertaken by Audit Scotland and the National Audit Office in the usual way. Detailed accountability and working arrangements are currently being agreed between the UK Government and Scotland Government via a Memorandum of Understanding which will be published in due course.</p> more like this

star this property answer text <p>Addressing inequalities is an important consideration for this Government, and steps have already been taken to ensure those with the broadest shoulders bear the greatest burden. That is why we have introduced reforms to dividend taxation and capital gains tax, and ended permanent non-domicile status – to ensure the rich pay their fair share. This has led to the top 1% of income taxpayers paying 29% of income tax – a record high.</p><p> </p><p>This Government is also committed to ensuring opportunities are shared in every part of the country. People across all regions are benefitting from investments the Government is making. For example, since 2015, £12bn from the Local Growth Fund has been provided to local enterprise partnerships for projects that benefit the local area and economy. In addition to this, our new £3.6 billion Towns Fund will level up opportunity and create places across the UK where people want to live and thrive – supporting an initial 100 towns.</p><p> </p><p>By supporting all places to reach their potential, we can drive growth at a national level and readily share the benefits of a more prosperous United Kingdom.</p>

As part of the Fresh Start and Stormont House Agreements, the Government committed to provide up to £300m to support shared and integrated cross-community education programmes in Northern Ireland.</p><p> </p><p>As education is a devolved matter, the Barnett formula will be applied in Northern Ireland with respect to the funding announced for schools in the Spending Round 2019. star this property answer text <p>The government supports women and parents to return to work, including through: spending almost £6 billion on childcare support in 2019/20 – more than ever before, providing the right to request flexible working and a system of shared parental leave, investing in opportunities and support for people returning to work after time out for caring and having an ambition to increase female entrepreneurship by half by 2030.</p><p> </p><p>The female employment rate is at a record high of 72.1% and 1.9m more women are in work since 2010.
