This is a redundancy service designed to give support and advice to employers and their employees when faced with the prospect of redundancy. It is coordinated nationally by the National Employer and Partnership Team (NEPT) and is managed by Jobcentre Plus.</p><p> </p><p>Each Jobcentre Plus district deploy resources according to the situation and the requirements of the workforce. This service is available to be deployed nationally should William Hill require support from Jobcentre Plus. Those who do not receive their maintenance in full and on time, should contact the CMS straight away, so the case can be moved into the Collect &amp; Pay service to enforce regular payments of ongoing maintenance and arrange collection of arrears.</p><p> </p><p>For clients using the Direct Pay service a payment schedule is issued, detailing the maintenance and arrears due to be paid. It is clearly explained to both parents that they will be responsible for managing their payments and keeping appropriate records of the child maintenance payments made.</p><p> </p><p>At the start of every case, and at each annual review, parents are notified what to do if their arrangement breaks down. The CMS sends SMS messages to parents using Direct Pay three months after they set up their arrangement to remind them to contact the Service if their arrangement is not working.</p><p> </p><p>The importance of full and on time payments is emphasised to clients by CMS caseworkers and Child Maintenance Options call handlers. Work Coaches are given comprehensive training to build their empathy skills and help them to actively listen to claimants. In addition, two new specialist job roles were introduced into Jobcentres from April 2019 - a revised Disability Employment Adviser role, bringing together the current role and incorporating elements of the Community Partner and Small Employer Adviser roles, and a new Disability Employment Adviser Leader role. These new roles will be instrumental in driving the government’s commitment to providing high quality support to disabled people and those with health conditions, including autism spectrum conditions. In total, more than 800 people will be employed in these new roles.</p><p> </p><p>Work Coaches can refer individuals to a range of personalised support, which can include specialist interview training, through programmes like The Work and Health Programme. This advice includes making an advance application to the Child Maintenance Service, t o ensure there are no breaks in child maintenance.</p><p> </p><p>When the Child Support Agency case is closed, we write to non-resident parent during the stage where we are confirming the arrears position, to remind them of the amount we have worked out they owe. We advise them to contact us if they have any other relevant information which would impact this. A letter is then sent to receiving parent advising we have confirmed their balance of child maintenance. Where child maintenance is owed, we ask if the balance is correct and if they want their arrears written off or managed by Child Maintenance Service. Parents are provided with contact details to discuss their case, at all points.</p><p> </p><p>In cases where the arrears are moved to Child Maintenance Service, a letter is sent to both parties confirming their Child Support Agency case is fully closed. We also advise the unpaid child maintenance is now being managed by Child Maintenance Service. This provides the parent with the new telephone number they will need if they wish to contact Child Maintenance Service.</p><p> </p><p>Where there is a new Child Maintenance Service case, which was previously a Child Support Agency case, the calculation can change. This is because it is a fresh start under the new service, with new rules and data.</p><p> </p><p>At the outset of a Child Maintenance Service case, we issue an indicative calculation letter to the parents. This explains the new calculation, including the information used in the calculation. This provides opportunity for the non-resident parent to provide any further information that would impact the calculation. In the case of Service personnel, the MOD receives a deduction of earning request rather than the more normal deduction of earning order.</p><p>The MOD will assist the CMS in engaging with the Service person and will implement any deduction of earning request from the CMS. The only exception is when the Service person is in an operational zone. Maintenance liabilities are also assessed via an annual review, which acts as a safeguard to respond to any significant change in financial circumstances. The initial rate of repayment applied for the recovery of a benefit overpayment is calculated based on three factors:</p><p> </p><ul><li>How the overpayment occurred (through either fraud or error).</li><li>Whether the claimant is in work.</li><li>Whether any other deductions are applied to their Universal Credit award which might affect the amount that can be deducted.</li></ul><p>The Department understands that claimants’ individual circumstances can vary widely. If a claimant contacts the Department to say that they cannot afford the proposed rate of repayment, we will discuss this with the claimant and can re-evaluate their repayment rate.
