In Scotland, these figures are 95.7% and 70.2% for superfast and gigabit-capable respectively. Through Project Gigabit the Government aims to reach at least 85% gigabit-capable coverage across the UK by 2025 and then to reach near-universal coverage as soon as possible.</p><p>For urban areas, a key part of the Government’s approach is to promote increased competition in broadband delivery. We have made it as easy and attractive as possible for firms to build their networks in the UK, and we now have a thriving market of over 80 providers investing nearly £35bn rolling out gigabit broadband all over the UK.</p><p>To support coverage in rural areas, 31 local and regional procurements have now been launched within England, with 12 of these now in the contract delivery stage.</p><p>Within Scotland, the Scottish Government undertook a Public Review during March and April 2023 to seek responses from broadband suppliers and other interested parties on current and planned commercial coverage of gigabit broadband. The Scottish Government has also undertaken initial market engagement with suppliers on their potential interest in Project Gigabit contracts in Scotland, prior to procurements commencing later this year.</p><p>The Scottish Government’s Reaching 100% (R100) project is also providing gigabit broadband coverage to 115,000 premises that do not have access to superfast broadband, with £49.5 million funding from the UK government. This response was published alongside the press release on 7 March 2022.</p><p>The response sets out that all new ground-based masts will require prior approval of the local planning authority or, for larger masts, full planning permission. Through this process the local authority will consult local communities to ensure their considerations on siting and design are taken into account. 	answer	answer is ministerial correction date of answer 30/05/2022 answer text <p>The Building Safety Act 2022 protects leaseholders in buildings above 11 metres in height or with at least five storeys from costs associated with historical building safety defects. A leaseholder qualifies for the protections if, on 14 February 2022, the property was their principal home, or if they owned no more than three UK properties in total. The protections automatically transfer to future buyers if a lease is sold.</p><p>Those responsible for historical building safety defects must pay to put them right. That is why, where the building is owned by the developer of the building, or the building owner is linked to the developer, the no costs related to historical defects can be passed to any leaseholders; including commercial leaseholders. If the building owner is not linked to the developer, commercial leaseholders can be charged for their full share of remediation works, as per the terms of their lease.</p><p>Qualifying leaseholders will be fully protected in law from cladding costs. In addition, the costs for remediation of non-cladding defects and interim measures like waking watches are subject to a firm cap. Once the leaseholder caps have been reached, landlords will be unable to demand further contributions from leaseholders. Landlords will be required to provide detailed evidence to leaseholders that they are entitled to pass on costs. The Government is clear that landlords who attempt to continue charging leaseholders once the caps have been met will be breaking the law and we will not hesitate to use all possible levers to hold rogue actors to account.</p><p>The Government has agreed with 45 residential property developers that they will fix life-critical fire safety defects, including cladding, in all buildings above 11 metres that they had a role in developing or refurbishing in the past 30 years. It states that inappropriate development on Green Belt land should be refused planning permission unless it is justified by very special circumstances. Moreover, local authorities may not alter the boundaries of Green Belt land unless in exceptional circumstances, using the local plan process.  A local authority should consider releasing land from Green Belt only if it can be fully evidenced that it has explored all other reasonable options for meeting its development needs. This includes using suitable brownfield land for development.</p><p>Due to the Secretary of State's quasi-judicial role in the planning system, the Department cannot comment on specific local planning matters. Remediation or mitigation works should be appropriate and proportionate. Low-rise buildings like Fleming House are less likely than high-rise buildings to require costly remediation to make them safe and it follows that risk assessments based on PAS 9980 principles in low-rise buildings are more likely to find that lower-cost mitigation is more appropriate and proportionate than higher-cost remediation.</p><p>The Department is therefore examining cases that have been brought to our attention in which it is proposed to carry out costly remediation works in buildings which are under 11 metres in height, with a view to challenging those who insist on transferring those costs to leaseholders if appropriate.
