star this property answer text <p>Where an employee has used a disguised remuneration (DR) scheme, HM Revenue and Customs (HMRC) will go to the employer to settle the tax due in the first instance. Approximately 80 per cent of the £3.4 billion HMRC brought into charge through DR settlements, between March 2016 and the end of March 2022, was from employers.</p><p> </p><p>Liability for the tax is always that of the individual and HMRC will consider other options when collection from the employer is not possible, such as when the employer no longer exists or is based offshore. Parliament has provided a range of statutory powers allowing HMRC, in certain circumstances, to collect the amount due from the employee.</p> more like this

star this property answer text <p>HMRC does not expect staff working on Research and Development (R&amp;D tax relief schemes to be experts in the field of technology. That is not required because it is HMRC’s responsibility to ask questions to establish that the claimant understands and has correctly applied the definition of qualifying R&amp;D. HMRC are seeking to gather information to test against the requirements for eligibility.</p><p> </p><p>HMRC staff work with customers to understand the commercial context of their activities and whether they qualify for R&amp;D relief and as part of the checking process. Where HMRC deal with complex matters HMRC staff can seek technical support or specialist advice.</p> more like this

star this property answer text <p>In 2020/21 we have made available an additional £280m to hospices in England as part of the COVID-19 response.</p><p>Of this, £31m was funded by the Department for Health and Social Care from existing budgets (on which the devolved administrations have already received Barnett consequentials) and £249m was new funding confirmed at Supplementary Estimates 2020-21.</p><p>The £249m new funding generated £47m in Barnett consequentials for the devolved administrations at Supplementary Estimates 2020-21. This comprised £24m for the Scottish Government, £15m for the Welsh Government and £8m for the Northern Ireland Executive.</p><p>It is up to the devolved administrations to allocate this funding across their devolved responsibilities as they see fit, including to hospices.</p> more like this
