star this property answer text <p>Offshore and onshore wind developers are required to carry out an Environmental Impact Assessment as part of any planning application. The Environmental Impact Assessment affords protection to the environment by ensuring that the planning authority considers any significant effects as part of the decision-making process and that the local community are informed of any impacts.</p><p> </p><p>For onshore wind projects in England, the local authority is the primary decision maker for all sizes of schemes. We introduced planning tests in 2015 that ensure that local communities have the final say on onshore wind farm developments. This means that a local community can raise concerns based on the publicly available information in the Environmental Impact Assessment, and a development cannot be granted permission if these concerns have not been addressed. Copies of Environmental Impact Assessments are usually available on local authority websites.</p><p> </p><p>Planning applications for offshore wind projects in England and Wales above 100MW capacity are determined by my Rt. Hon. Friend the Secretary of State through the Nationally Significant Infrastructure Projects regime. In respect of the Secretary of State’s decisions on applications for development consent made so far in 2020, Environmental Impact Assessments were carried out on the Thanet Extension Offshore Wind Farm and the Norfolk Vanguard Offshore Wind Farm, details of which are available on The Planning Inspectorate’s website - <a href="https://eur02.safelinks.protection.outlook.com/?url=https%3A%2F%2Finfrastructure.planninginspectorate.gov.uk%2F&amp;data=04%7C01%7Cjulie.whiting%40beis.gov.uk%7C7b0e36e4611344bb510508d895335662%7Ccbac700502c143ebb497e6492d1b2dd8%7C0%7C0%7C637423395028759279%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&amp;sdata=PwqOL7pjsroeYiywifpetV6g4F7f3Yn1emvKLU5WD5c%3D&amp;reserved=0" target="_blank">https://infrastructure.planninginspectorate.gov.uk/</a></p><p> </p><p>In addition, Defra has undertaken strategic assessments of the environmental impacts of offshore wind developments, including assessments of cabling impacts, floating wind technologies and underwater noise. Given the Government’s ambitions for offshore wind, Defra is working closely with other Government bodies, the Crown Estate, industry and wider stakeholders to prepare for and mitigate against the environmental impacts of growth in this sector. Included in this is the Offshore Wind Enabling Actions programme, a £4.3m action programme to be jointly run by Defra and BEIS to deliver upon its aims.</p><p> </p>

star this property answer text <p>Through Government policies we have dramatically increased the deployment of renewable generation. Renewable electricity now makes up over a third of our generation and our renewable capacity has quadrupled since 2010. 24% of the UK’s renewable capacity is located in the North of England.</p><p> </p><p>The Government’s manifesto set out an ambition to further expand offshore wind to reach 40GW of capacity by 2030, and we will continue to work with the offshore wind industry to deliver the ambition for 60% UK content in offshore wind farms, as agreed in the Offshore Wind Sector Deal. New wind farms being built off the North East coast, such as the Dogger Bank and Sophia projects, will provide a huge economic opportunity for the north east of England, delivering 5GW of new renewable energy; enough to power over 5 million homes. UK companies such as Tekmar, JDR Cables and Seajacks, all based in the North of England, are not only supplying UK renewable projects, but winning export contracts abroad.</p><p> </p><p>We are also helping to develop renewable heat network infrastructure across the North. For example, on 3 February, the Coal Authority announced the construction of the UK’s first heat network to take renewable heat from mine water in County Durham.</p>

Estimates for employment in the UK solar industry from 2015-2018 are listed below. star this property answer text <p>The current threshold for participation in the Energy Company Obligation and Warm Home Discount is 200,000 domestic customer accounts and this is changing to 150,000 customer accounts from 1 April this year.</p><p> </p><p>In the final stage impact assessment for ECO3, published in October 2018, we estimated that suppliers over the 200,000 threshold covered 96% of the market and those over 150,000 covered 99%. While the number of energy suppliers in the market and their customer numbers fluctuate, we expect the current market coverage to be similar now.</p><p> </p><p>How energy suppliers pass on their costs depends on their individual pricing decisions.</p> more like this

star this property answer text <p>Government is supporting the development of flexibility markets through the delivery of the actions in the Smart Systems and Flexibility Plan and continued innovation funding for flexibility market platforms.</p><p> </p><p>The Smart Systems and Flexibility Plan set out a number of actions to ensure that markets fairly reward flexibility for the value it provides to the system. As part of this plan, network operators are taking action to develop local flexibility markets and the Electricity System Operators work to reform the balancing services markets is opening up access to a wider range of flexible technologies. We are now considering the next phase of this work and will work closely with Ofgem and industry to develop this throughout 2020. ​​</p><p> </p><p>In 2019, we launched the “FleX” innovation competition, which will support the development and demonstration of innovative solutions to value and trade flexibility in the energy system. Details of winning projects will be formally announced in due course.</p>

star this property answer text <p>There are currently two Significant Code Reviews (SCRs) that are the focus of Ofgem’s work on electricity charging reform: the Targeted Charging Review (TCR) and the Access and Forward-Looking Charges Review (Access SCR). Ofgem indicated in its forward work programme update, which was published on 16th April 2020 and is available at <a href="https://www.ofgem.gov.uk/publications-and-updates/ofgem-information-energy-licensees-coronavirus-covid-19-response" target="_blank">https://www.ofgem.gov.uk/publications-and-updates/ofgem-information-energy-licensees-coronavirus-covid-19-response</a>, that work on both the TCR and Access SCR will continue to be progressed.</p><p> </p><p>In addition, National Grid Electricity System Operator has been leading a task force at Ofgem’s request to consider the future of balancing services charges. As part of its reprioritisation in April 2020 of the forward work programme, Ofgem has paused some activities including the Balancing Services Charges Task Force. This decision was taken to enable stakeholders and Ofgem to prioritise the response to coronavirus. The Task Force will resume work in July 2020.</p>
