star this property answer text <p>The Government has passed legislation which will enable the continued operability of the Feed-in Tariffs scheme, Contracts for Difference scheme, and the Renewables Obligation in the event of a no deal exit from the EU.</p><p> </p><p>In the Clean Growth Strategy, government confirmed it would be making up to £557 million (2011/12 prices) of annual support available for further Contracts for Difference, providing industry with the certainty they need to invest in new projects.</p><p> </p><p>The Department’s guidance states that in a no deal scenario, the government has legislated to ensure that Renewable Energy Guarantees of Origin issued in EU countries, including for combined heat and power will continue to be recognised. This will allow electricity suppliers to continue to use EU Renewable Energy Guarantees of Origin and will ensure that existing supply contracts are not compromised, in so far as these contracts depend upon Renewable Energy Guarantees of Origin. This position will be kept under review.</p>

star this property answer text <p>This Government is committed to delivering net zero emissions by 2050 which will require significant effort in all sectors. We are currently considering next steps in the light of the recent commitment to net zero. In power, we have made great progress in decarbonising electricity generation whilst meeting demand, and over half our electricity generation was from low-carbon sources last year, up from 23% in 2010.</p><p> </p><p>As we continue to reduce emissions the exact mix of the electricity system will be affected by the approach to decarbonisation in other sectors, technology costs and the emergence of new technologies. It is not for government to prescribe the proportion of generation that will come from any specific technology in 2050; rather the role of government will be to enable the market to deliver the levels of deployment required whilst minimising both emissions and systems costs.</p><p> </p><p>A diverse mix is likely to be required. We agree with the CCC Net Zero report that the falling cost of renewables means that they are likely to provide the majority of capacity in any low cost, low carbon system. Renewable generation would be complimented with firm low-carbon generation provided from sources such as nuclear and gas or biomass generation with carbon capture, usage and storage. In addition, we expect to see a significant increase in the levels of flexibility and storage in the electricity system.</p><p> </p><p>We will be setting out our more detailed plans in due course in a future White Paper.</p>

star this property answer text <p>The Government believes that transparency is essential for a stable, secure energy market in which industry and consumers can participate with confidence.</p><p> </p><p>The Optional Downward Flexibility Mechanism (ODFM) service has been established by National Grid Electricity System Operator (ESO) to be used in exceptional circumstances and under certain conditions. ODFM was critical during recent periods of exceptionally low demand as it created ‘space’ on the system, thereby allowing the ESO to balance the system without having to resort to implementing emergency disconnection of embedded generation. As lockdown restrictions relax and demand increases, there is likely to be less of a requirement to use this service.</p><p> </p><p>Ofgem, as the independent energy regulator, has a statutory duty to protect the interests of GB’s energy consumers and is responsible for ensuring that the ESO procures services to balance electricity demand and supply (including ODFM) in an open, transparent, economic and efficient manner.</p><p> </p><p>The ESO is committed to transparency and provides a comprehensive suite of data relating to its activities via their data portal [<a href="https://data.nationalgrideso.com/ancillary-services/optional-downward-flexibility-management-odfm-market-information?from=0#resources" target="_blank">https://data.nationalgrideso.com/ancillary-services/optional-downward-flexibility-management-odfm-market-information?from=0#resources</a>]; this includes extensive information about the ODFM service. The ESO is continuing to publish further information about activities undertaken as a result of the pandemic. We have asked them to publish further information in relation to load factors for ODFM as part of this.</p>

star this property answer text <p>The price control is a matter for the independent regulator, Ofgem.</p><p>Ofgem sets the price control with incentives to ensure Distribution Network Operators operate their networks in the most efficient manner. Ofgem have also used innovation funding to support trials and roll out of new technologies enabling Distribution Network Operators to manage voltage levels on the network to optimise system efficiency and drive down customer bills.</p><p>The independent Electricity Engineering Standards Review, jointly commissioned by Government and Ofgem, is looking at how the planning and operational engineering standards should be updated to reflect our changing electricity system. This includes considering future changes to voltage limits set out in the Electricity Safety, Quality and Continuity Regulations 2002.</p> more like this
