	answer	answer is ministerial correction date of answer 10/07/2019 answer text <p>I have asked IPSA to reply.</p><p>The original April 2016 business case for IPSA’s new IT system, IPSA Online, estimated a cost of £4.641 million. IPSA expected the programme to be completed in 2017-18. The full costs incurred to ensure IPSA could go live with IPSA Online at the beginning of the current financial year were £8.253 million.</p><p>The increase in cost was due in part to the unexpected General Election of June 2017 which diverted IPSA work for up to nine months to supporting MPs who left or joined parliament, and increased supplier costs. Costs also increased following a change of suppliers in September 2018 to improve the quality of IT support. Testing the system took longer than anticipated in order to ensure it was fully secure and free of technical problems. The increases in cost have been partly mitigated by savings elsewhere in IPSA’s budget. A full internal audit of the programme is currently taking place. We have agreed the outline terms of a comprehensive future security relationship including law enforcement, criminal justice, and judicial cooperation.</p><p>In a no deal scenario, we would move co-operation to alternative, non-EU mechanisms. Broadly speaking, this would mean making more use of Interpol, Council of Europe Conventions, and other forms of co-operation with European partners, such as bilateral channels. They are couched in functional terms, and the Building Regulation guidance sets performance recommendations rather than prescribing the materials or technologies to be used. Similar provisions exist in Scotland, Wales and Northern Ireland. For example, Building Regulation guidance for fire resistance is provided in terms of ratings , these can be achieved by a range of materials and designs (e.g. steel, concrete, wood) by demonstrating they have met the requirements through recognised test methods and classifications. 	answer	answer is ministerial correction date of answer 11/07/2019 answer text <p>We recognise that LGBT homelessness is an important issue, particularly among young people and that LGBT people who find themselves homeless may have a different experience of homelessness due to their protected characteristics. However, data on this issue is limited. This why we are currently undertaking research with the Government Equalities Office into the nature of LGBT homelessness that we also committed to in the LGBT Action Plan.</p><p>The research will be carried out in two stages. The first will include a review of existing evidence on LGBT homelessness and interviews with LGBT people with lived experience of homelessness. We are working with Sheffield Hallam University to deliver Phase 1. The second will include a review of services working with LGBT homeless people. We expect Phase 2 to begin later this year.</p><p>The Government is committed to reducing homelessness and rough sleeping. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy. This sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. The Government’s 25 year environment strategy 'A Green Future: Our 25 Year Plan to Improve the Environment' has committed to supporting water companies, high street retailers, coffee shops and transport hubs to offer new refill points for people to top-up water bottles for free in every major city and town in England.</p><p>The water industry is a key partner in delivering our commitment to create a nationwide network of refill points. Through the Refill campaign a free app is now available to the public which signposts to over 20,000 free refill points and is estimated to save over 100 million single use bottles from entering our waste stream by the end of 2019.
