star this property answer text <p>Data for the numbers of assaults and serious assaults in each prison, broken down by type of weapon and type of injury, is set out in the attached tables. The figures are presented by calendar year rather than by quarter. This is because analysis at the level of detail requested produces many results of 5 or fewer. Disclosure-proofing to reduce the risk of identification, in accordance with the Data Protection Act 1998, requires such low numbers to be suppressed. Even at the annual level, some such values have had to be suppressed.</p><p> </p><p>The Government is taking unprecedented action to improve safety in prisons. We have recruited over 4,700 more prison officers since October 2016, and we now have the greatest number in post since early 2012. The Challenge, Support and Intervention Plan case management process for prisoners at risk of violence has been mandated for all prisons to help staff to manage violent prisoners and those identified as posing a raised risk of being violent.</p><p> </p><p>We are investing an extra £70 million to improve safety, security and decency, and equipping officers with PAVA incapacitant spray and body-worn cameras to help prevent serious harm to staff and prisoners when dealing with violent incidents. We are improving perimeter security and introducing new x-ray scanners, drug-detection dogs and dedicated search teams to address the supply of drugs that we know are fuelling much of the violence in custody.</p>

Further disclosure control may be completed where this alone is not sufficient.</p><p> </p><p>It is important to remember that prisoners serving IPP sentences have committed serious sexual or violent offences and remain in prison because the independent parole board have assessed their risk of serious harm to the public to be too great to warrant their release. Prisoners who have served their minimum tariff have their suitability for parole reviewed by the Parole Board at least every 2 years</p><p> </p><p>Due to improvements in IT systems, detailed statistics are available from 2015 only and therefore</p><p>pre-2015 figures for releases from IPP sentences broken down by establishment have not been included.</p><p> </p><p>Please note that:</p><p>HMP Blantyre House was temporarily taken out of use from January 2015</p><p>HMP Downview reopened in May 2016 after a period of refurbishment.</p><p>HMP Holloway closed in May 2016</p><p>HMP Kennet closed in December 2016</p><p>HMP Berwyn opened in February 2017</p><p> </p><p>HMP Peterborough is a dual purpose prison for men and women.</p><p> </p><p>'..' star this property answer text <p>The table provides the rates of incidents of self-harm and self-inflicted deaths per 1,000 prisoners for the 12 month period to September 2018. On average, those who self-harmed did so 4.4 times, although a small number of prolific self-harmers have a disproportionate effect on this figure. The majority of those who self-harm in prison do so only once a year.</p><p> </p><p>The Government is taking unprecedented action to improve safety in prisons, including redoubling our efforts to prevent self-inflicted deaths and to reduce the levels of self-harm. We have recruited over 4,700 more prison officers since October 2016, and we now have the greatest number in post since early 2012. This is allowing us to implement the key worker role, allowing staff dedicated time to provide support to individual prisoners.</p><p> </p><p>We are improving support for prisoners in their early days in custody and working to improve the multi-disciplinary ACCT case management process for those at risk of suicide or self-harm.</p><p>We have rolled out a revised and improved Introduction to Suicide and Self-harm Prevention course. This is being completed by all new staff and as refresher training by all existing staff. Nearly 25,000 staff have already begun this training and over 14,000 have completed all six modules.</p>

A pilot programme was run at Holme House prison in 2018 which involved anonymous pre and post-shift sampling of 15 volunteers. 122 samples were tested, and no metabolites of synthetic cannabinoids were detected. On the advice of toxicologists from Public Health England, HMPPS subsequently embarked on a programme of post-incident testing in 10 prisons on the 1 March 2019. All samples require the consent of the member of staff. As of 7 June 2019, 28 members of staff have been offered testing post-incident, with 17 staff consenting and providing a sample.</p></td></tr></tbody></table><p>We are in the process of selecting 10 additional establishments to expand and accelerate the programme. The 10 prisons already included in the programme are HMPs Hewell, Ranby, Dartmoor, Holme House, Channing’s Wood, Low Newton, Durham, The Mount, Wymott and Portland.</p>
