This is used for general expenditure, including expenditure on infrastructure. The government considers the core gilt program rather than the Sukuk to be the most cost-effective way of raising money for expenditure, including that of infrastructure projects. The Treasury introduced the £37bn National Productivity Investment Fund (NPIF) to establish additional capital spending for areas critical for improving productivity, including economic infrastructure, R&amp;D and housing. Transport investment will increase by 50% from 2015 to 2020. Since 2010, HS2 has received all its funding through the Department for Transport’s settlements at Spending Reviews/Rounds where Barnett has been applied at departmental level. The spending on HS2 is not therefore associated with specific Barnett consequentials.</p><p> </p><p>HM Treasury’s Spending Review/Round documents set out the block grant funding for the Scottish Government.
