If so, where, how and who they were reported to and what actions have been taken.</li><li>Whether there are or have been barriers to reporting of inappropriate behaviour and, if so, how these have occured and the effect they have had and could have on the subjects and incidents of these behaviours.</li><li>Consideration to how to sustain an improved reporting culture.</li><li>Whether any of the allegations are in contravention of the Armed Forces Act 2006Whether any of the allegations were actioned in accordance with the correct administrative and disciplinary procedures of the day.</li></ul><p>The Royal Navy’s investigation will include an individual from outside Defence to provide external scrutiny. These include:</p><p> </p><p><strong>Completion of all recommendations from the Wigston/Gray review as at October 2023</strong>, such as the creation of Directorate of Conduct, Equity and Justice Directorate, the mandating of Climate Assessments across Defence, and the creation of a behaviours dashboard for use by senior boards drawing on complaint and attitude survey data (including Service Complaints, Informal Complaints, climate assessments, the Armed Forces Continuous Attitude Survey (AFCAS), the Reserves Continuous Attitude Survey (ResCAS) and the People Survey.)</p><p> </p><p><strong>Service Complaints Reform which came into effect in June 2022 </strong>to build trust and confidence in Service Complaints system, introducing single Service Central Admissibility Teams, removing the decision on admissibility of a Service Complaint from the complainant’s Chain of Command, thereby improving independence and the use of the Outsourced Investigation service and independent members at Decision Body stage.</p><p> </p><p><strong>Launch of ‘Call it out to Cut it out’</strong> <strong>gateway hub in January 2023</strong> to inform and educate all Defence personnel on how to recognise and take action with regard to all forms of unacceptable behaviours. The hub outlines relevant policy and procedures, the routes for reporting unacceptable behaviour, and highlights the valuable role of the Assisting Officer through a new video training series launched in October 2023.</p><p> </p><p><strong>Re-letting of the 24 hr Anti-Bullying Helpline</strong> <strong>contract, </strong>which, since its launch, has received more than 700 calls and provided access specialised support and advice.</p><p> </p><p><strong>A Review of Centralised Handling of Service Complaints beginning October 2023, </strong>which will assess whether centralisation would further improve efficiency and trust. Initial findings are expected in early 2024.</p><p> </p><p><strong>Launch of ‘My Complaint’ in October 2023, </strong>a new App for raising a complaint, available through Defence Gateway, which prompts and guides individuals in raising complaints digitally. For example, the act of infant and child feeding needs good personal hygiene – hand washing with soap and water, and good food hygiene. Since 2015, DFID has helped over 51 million poor people in Africa and Asia get access to a drinking water supply or toilet for the first time.</p><p> </p><p>DFID also supports programmes where water supplies are developed for multiple uses, which include nutrition objectives. The necessity for diversity and inclusion consideration is recognized globally and features within the key requirements of MODs counter-CBRN policy, strategies, research and international engagements.</p><p> </p><p>In specific response to the recent questions, it is to be highlighted that, amongst other activities, the MOD ran a targeted “Respiratory Protection and Facial Hair Compatibility Workshop” in January 2022, supported by the Defence Science and Technology Laboratory (Dstl). The Ministry of Defence also works closely with the National Health Service, the Defence Medical Services, Service charities, third parties and the single Services to provide 24-hour mental health services accessible for all Armed Forces personnel. This includes a 24-hour mental health helpline, funded by Defence, and delivered by Combat Stress.</p><p>Each Service also has dedicated suicide and self-harm policies and risk management procedures tailored to their specific nature, all of which are regularly reviewed and updated. Consequently, the medical entry standards for the Armed Forces are stringent, with a number of medical conditions currently being considered a bar to Service that would not be an impediment in other careers.</p><p>However, each application to join the Armed Forces is considered on a case by case basis and, if rejected on medical grounds, a candidate can appeal the decision with additional medical information. There is also an executive waiver process where the employing Service may, exceptionally, recruit someone who is below the normal entry standards. This may include individuals with unique specialist skills that outweigh any functional limitations they might have.
