The comparison is therefore of a budget, stated as £9.4bn after Spending Review 2020, to the spend against that budget estimated at £8.63bn over the same period. There is no differential in the rail enhancements budget implied by that comparison. 	answer	answer is ministerial correction date of answer 23/01/2024 answer text <p>The Secretary of State was clear in the 2022 High-Level Output Specification that he expects to see an efficient approach to system operation in Control Period 7 (CP7), underpinning allocation of capacity that best supports reliability, informed timetable specification and effective use of the network for rail freight—bolstered by the continued adoption of digital signalling.</p><p>Network Rail plans to support passenger train growth on major routes in the next Control Period, expected to be around 1% to 5% by the end of CP7. Across the whole network, operators will continue to be obliged to release any unused capacity to ensure that it can be appropriately allocated.</p><p>Network Rail plans support a further 25 rail freight trains per day in CP7, in pursuit of growing rail freight by 7.5% during Control Period 7. The independent regulator, the Office of Rail and Road, will hold Network Rail to account against this growth target.</p><p>We continue to support ambitious rail infrastructure upgrades (“enhancements”) across the country which will increase capacity across the rail network. Some of our projects do not have estimated BCRs.</p><p>The highest core BCR within the RNEP is “financially positive”. This occurs when the revenues generated from an investment outweigh the upfront capital costs and the ongoing operating costs. Rail Operators who held franchises prior to the pandemic, have an on-going contractual relationship with Government and are now party to Emergency Recovery Measures Agreements (ERMAs). These measures were necessary for franchised operators to enable the Government to continue meeting its Section 30 legal obligations to ensure the provision of rail services. These obligations do not apply to OAOs.</p><p>The Government has provided support to OAOs through the wider comprehensive package of support measures to businesses across the economy. Rail operators are running the maximum level of services that can be resourced reliably, in a context of rising staff absence caused by COVID-19. The government recognises that public transport, including rail transport, is instrumental in keeping the country moving. This is why we have made sufficient funding available to rail operators to ensure services can run, so those who need to travel can do so with confidence. We continue to support the rail industry in providing crucial rail services, as we have done since the beginning of the pandemic.</p><p> </p><p>Operators seek to provide as much capacity as possible so that those who need to travel can observe social distancing, and continue to deploy additional staff at stations to manage passenger flows, provide advice and guide passengers. 	answer	answer is ministerial correction date of answer 04/02/2020 answer text <p>The UK Government’s announcement is for £500m funding to support railway re-openings within the territory for which it has funding responsibility (England and Wales). It has no immediate implications for DfT’s spending limits, and therefore none for funding of railways in the Devolved Administrations.</p><p> </p><p>The final profile and exact funding arrangements for the reversing Beeching Fund have not yet been agreed.
