The answer provided 12 March 2024 to Question 18100 on “Railways: Finance” referred to the spend on rail enhancements in each year of that period. The comparison is therefore of a budget, stated as £9.4bn after Spending Review 2020, to the spend against that budget estimated at £8.63bn over the same period. There is no differential in the rail enhancements budget implied by that comparison. The value associated with all rail and rail related lines is £33.029 billion, across both Departmental Expenditure Limit and Annually Managed Expenditure. More than half of the total value is associated with Network Rail, with other areas including but not limited to High Speed 2, Crossrail and support for passenger rail services. The government published its approach to rail enhancements across England and Wales in the Rail Network Enhancements Pipeline[1] (RNEP) in 2018.</p><p> </p><p>Since Spending Review 2021 we have spent around £2bn a year on rail enhancements on the conventional network. Major projects, including HS2, Crossrail and East West Rail, are funded separately. 	answer	answer is ministerial correction date of answer 23/01/2024 answer text <p>The Secretary of State was clear in the 2022 High-Level Output Specification that he expects to see an efficient approach to system operation in Control Period 7 (CP7), underpinning allocation of capacity that best supports reliability, informed timetable specification and effective use of the network for rail freight—bolstered by the continued adoption of digital signalling.</p><p>Network Rail plans to support passenger train growth on major routes in the next Control Period, expected to be around 1% to 5% by the end of CP7. Across the whole network, operators will continue to be obliged to release any unused capacity to ensure that it can be appropriately allocated.</p><p>Network Rail plans support a further 25 rail freight trains per day in CP7, in pursuit of growing rail freight by 7.5% during Control Period 7. The independent regulator, the Office of Rail and Road, will hold Network Rail to account against this growth target.</p><p>We continue to support ambitious rail infrastructure upgrades (“enhancements”) across the country which will increase capacity across the rail network.
