	answer	answer is ministerial correction date of answer 22/03/2024 answer text <p>The Department for Science, Innovation and Technology is responsible for coordinating HMG digital inclusion policy as part of its commitment to ensuring that no one is left behind in the digital age. Digital inclusion is a cross-cutting issue that spans social engagement, education, employment, access to services and many more elements of everyday life.</p><p> </p><p>The Department for Science, Innovation and Technology leads on telecoms and digital infrastructure, including Project Gigabit, the Government’s £5 billion mission to deliver lightning-fast, reliable broadband to the hardest to reach parts of the UK. In the Wigan constituency, over 98% of premises can access a superfast connection (&gt;=30Mbps), while 92% can access a gigabit-capable connection, up from 0.8% in December 2019. Both of these current figures are higher than the national averages of 97% and 81% for superfast and gigabit-capable coverage, respectively.</p><p> </p><p>More broadly across Government, the Cabinet Office is working to remove barriers and ensure online services are as inclusive as possible by making public sector websites accessible to as many people as possible. The Cabinet Office leads on the Service Standard, a set of principles government service teams and departments must adhere to when creating and running new public services – such as the NHS – and some Local Authorities, including Greater Manchester Combined Authority, have committed to using these as well.</p><p> </p><p>Training is available for elderly people wishing to acquire essential digital skills. Department for Education has introduced a digital entitlement for adults with no or low digital skills to undertake specified digital qualifications, up to level 1, free of charge. Essential Digital Skills Qualifications, introduced alongside the digital entitlement, are based on new national standards which set out the digital skills people need to get on in life and work.</p><p> </p><p>We also recognise that ongoing support is essential to overcome barriers of access. 	answer	answer is ministerial correction date of answer 11/12/2023 answer text <p>The Government is committed to creating a regulatory environment in which firms can innovate, while maintaining financial stability and clear regulatory standards so that people can use new blockchain technologies both reliably and safely.</p><p><br>Cryptoasset markets, for example, continue to develop with increasing pace and complexity, which brings risk as well as opportunity. Risk-taking is a part of the innovation cycle, however ongoing turbulence in the cryptoasset markets has highlighted some of the implications for markets and investors. We think this reinforces the case for clear, effective, timely regulation. The Government is therefore proposing to bring a broad suite of new cryptoasset activities into the regulatory perimeter for financial services for the first time. This includes exchange activities, custody and lending.</p><p><br>HM Treasury launched a consultation on the Future Financial Services Regulatory Regime for Cryptoassets in February and published its response to stakeholder feedback and final proposals on 30 October. The consultation delivers on the Government’s commitment to bring forward proposals for regulating activities relating to the trading and investment of cryptoassets, such as Bitcoin.</p><p><br>The Government has already taken action to address risks to consumers and market integrity in cryptoasset markets. Cryptoassets were brought into scope of UK anti-money laundering legislation in 2020, and following the government’s legislation, the financial regulator has commenced enforcement for cryptoassets financial promotions, requiring them to be fair, clear and not misleading.</p><p><br>More broadly, my department will continue to monitor developments in the use of blockchain technology and will work with other government departments to identify where this could require the introduction of further regulation.</p> answering member constituency Meriden answering member printed Saqib Bhatti question first answered 11/12/2023 17:20:52 answering member 4818 label Biography information for Saqib Bhatti

The 2022 UK Digital Strategy outlined work that will promote digital inclusion and help people to get online, including committing to at least 85% gigabit broadband coverage by 2025 and delivering legislation that will mitigate online harms through the Online Safety Bill (now Act).</p><p> </p><p>Rather than write a standalone Digital Inclusion strategy, the Government is focused on delivering work that will address this issue.
