	answer	answer is ministerial correction date of answer 24/03/2020 answer text <p>The responsibility for maintenance of Church of England churchyards that are open for burials lies with each Parochial Church Council. However, if the churchyard has been closed for burials by order of the Privy Council or other agreement, the usual practice is for responsibility to transfer to the relevant Local Authority. Maintenance of a closed churchyard is still undertaken in line with the relevant ecclesiastical legislation, which still applies. Each diocese similarly produces its own guidance and regulations.</p><p> </p><p>Advice and guidance is always available for parishes and all local authorities from the Cathedral and Church Buildings Division of the Archbishops’ Council. The Church Buildings Division is currently developing a digital Burial Grounds Management System with external partners. This will in the next few years digitally map all graveyards and burial records to allow a publicly available and searchable records and monuments map to increase access to our churchyards. These are sensible plans to make our elections more secure. Everyone registered to vote will have the opportunity to do so. 	answer	answer is ministerial correction date of answer 12/02/2020 answer text <p>The Accelerated Payment regime is designed to change the underlying economics of tax avoidance by requiring disputed tax to be paid upfront while an avoidance scheme is investigated. HMRC can only issue Accelerated Payment Notices (APNs) in tightly defined circumstances, set out in legislation.</p><p> </p><p>The 2019 Loan Charge is a tax charge which applies to disguised remuneration (DR) loan balances which remained outstanding at 5 April 2019. APNs and the 2019 Loan Charge are two separate, distinct regimes. HMRC cannot issue APNs in relation to the Loan Charge.</p><p> </p><p>There is no estimate on how many people will be made bankrupt as a result of APNs issued in connection with avoidance schemes that seek to disguise remuneration. HMRC do not want to make anybody bankrupt, and insolvency is only ever considered as a last resort. They are also making sure that they have as much ventilation equipment as possible and, crucially, the skilled and trained people to use it.</p><p>The Health and Wellbeing Framework sets out the standards for what NHS organisations need to do to support staff to feel well, healthy and happy at work. It sets out clear actionable steps and provides guidance for organisations to develop and deliver a staff health and wellbeing plan. We are a tolerant and welcoming multicultural society. There is no excuse for targeting British Asian communities or anyone of any other background in this country. We have one of the strongest legal frameworks in the world to report, record and prosecute hate crime. I would encourage anyone who experiences hate crime to report it to the police.</p><p>The Government’s Hate Crime Action Plan, published in October 2018, sets out a comprehensive programme of work across Government and the police. We are clear that unsafe ACM cladding must be replaced swiftly. Where insufficient progress is being made, building owners can expect further action to be taken – including enforcement. In the Queen’s Speech, the Government announced legislation which will put beyond doubt that the Fire Safety Order applies to external walls (including cladding) and individual flat entrance doors in multi-occupied residential buildings. This will affirm Fire and Rescue Services’ enforcement role for these buildings.</p><p>Where the government has funded the removal and replacement of unsafe ACM cladding, a condition of funding is that applicants are expected to take all reasonable steps to recover the cost of replacing unsafe ACM cladding from those responsible. The Secretary of State hosted a roundtable with leaseholder residents of high rise residential buildings affected by building safety issues on 4 March.
