	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>Government policy is for developers to pay the costs of upgrading or enhancing road, rail or other transport networks or services where there is a need to cope with additional passengers travelling to and from expanded or growing airports. Where the scheme has a wider range of beneficiaries, the Government will consider, along with other relevant stakeholders, the need for additional public funding on a case-by-case basis.</p><p> </p><p>The Western Rail Link to Heathrow is being promoted by Network Rail and is expected to benefit both airport and non-airport users. The scheme must demonstrate a satisfactory business case; with the cost to the public purse being a factor. This means current and prospective electric vehicle drivers are able to easily locate and access charging infrastructure that is affordable, reliable and secure. A better consumer experience of using public chargepoints is central to this vision. The Alternative Fuel Infrastructure Regulations requires that all public chargepoints provide ad-hoc access which means EV drivers can charge at any chargepoint without having to enter into a contract with an infrastructure operator nor be in the possession of multiple RFID cards. The Automated and Electric Vehicles Act goes further by providing the government with a range of powers to improve the charging experience for current and future including the powers to specify a uniform method of payment. The Government continues to monitor market developments closely. These improvements have been delivered without any significant impact on freight services. Delivery of further improvements to journey times will be subject to funding and rail industry planning and investment processes, which the freight operators will be party to. Network Rail is undertaking the Great Eastern Mainline Study which focuses on the long-term capacity need on this important route, with input from key stakeholders. 	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>The work commissioned to date on transpennine rail freight demand and the review of the costs of creating a freight and passenger route via Skipton-Colne has an estimated cost of around £100,000. The anticipated broad division of that work is that project management will be lead by CPC; cost challenge will be lead by Jacobs, GHD and Gardiner and Theobald; and work on freight demand will be led by Jacobs, GHD and MDS Transmodal (subcontractor).</p><p> </p><p>The geographical scope of the work will cover at least the area indicated by the noble Lord as its purpose is to assess whether reinstatement of a rail route via Skipton-Colne is part of the right long term solution for transpennine rail traffic.
