star this property answer text <p>The UK is a long-standing supporter of the polio eradication efforts led by the Global Polio Eradication Initiative. These efforts have been incredibly successful, seeing a 99% reduction in cases of polio over the last 30 years.</p><p> </p><p>The Global Polio Eradication Initiative has recently published its new strategic plan for the next phase of eradication activities, until 2023. The strategy does not commit to eradicate Polio by a certain date, as we know that the virus is still circulating in the most difficult environments where it’s extremely hard to reach every last child, such as parts of Afghanistan and Pakistan. There will be a Polio moment in November when international donors are expected to announce ongoing commitment to the global eradication efforts. The UK is currently considering the new strategic plan and will make announcements on Polio in November 2019.</p> more like this

star this property answer text <p>Health workers, including nurses, are essential to build strong health systems and achieve universal health coverage. DFID will support nursing provision through our new health partnerships programme, which includes £5 million of grants to train and upskill nurses and midwives specifically. DFID also assists countries to invest in their health workers to improve health services. For example, we have supported over 7,000 nurses and midwives in Kenya to be trained in emergency obstetric and new-born care which has led to a 10% reduction in maternal deaths.</p> more like this

star this property answer text <p>The UK continually monitors the humanitarian situation in Gaza. We are concerned by the high levels of poverty, unemployment, food insecurity, and the impacts of the humanitarian situation on children. The World Health Organisation (WHO) in a report on 31 May titled ‘The Gaza trauma response’, noted that from 30th March 2018 to 30th March 2019, during the ‘Great March of Return’ demonstrations, 172 people became permanently disabled because of their injuries, of whom 36 were children.</p><p> </p><p>The UK is committed to help the growing needs of approximately 1.5 million registered refugees in Gaza through support to the UN Refugees and Works Agency (UNRWA). Between 2019-2020, the UK will provide up to £80m to UNRWA. UNRWA runs over 274 schools and educates over 278,000 children in Gaza. We are providing £2 million to the International Committee of the Red Cross (ICRC) to help support several of the most urgent health needs in Gaza, including drugs, surgical equipment and physical rehabilitation for people with disabilities. We have recently announced £1.6m aid to the World Health Organisation Appeal, which will support trauma medical treatment in the Gaza Strip, including establishment of a new limb reconstruction centre.</p>

star this property answer text <p>DFID officials are aware that the Palestinian Authority (PA) has begun to make partial salary payments to public sector officials earning 2,000 NIS (£425) or above a month and can confirm that this includes health and education sector public servants whose salaries are funded through UK aid. The UK continues to support a stable PA which can act as an effective partner for peace with Israel. UK aid to the PA’s health and education sectors is used exclusively to pay the salaries of vetted health and education public servants, including teachers, doctors and nurses, in the West Bank. The EU vets the list of PA health and education sector employees before every disbursement of financial aid to ensure only eligible beneficiaries receive UK aid, at a range of grades based on the PA payroll system. These payments are then independently audited. The PA’s decision to make partial salary payments to public sector officials does not affect the robust financial safeguards that ensure UK financial aid reaches its intended beneficiaries.</p>

Our £25million What Works to Prevent Violence programme is the largest global investment in research into prevention of violence against women and girls and I am committed to maintaining the UK’s global leadership in this area.</p><p> </p><p>At the Ending Sexual and Gender-Based Violence (SGBV) in Humanitarian Crises Conference the UK committed £7 million of support to tackle SGBV in Syria through our partnership with the United Nations Population Fund (UNFPA) and reaffirmed our commitments made under the Call to Action on Protection from Gender Based Violence in Emergencies.</p><p> </p><p>Work to prevent and respond to GBV in emergencies in DFID consists of standalone programmes and GBV prevention and response integrated into broader conflict prevention, humanitarian and sector wide interventions in education, women’s economic empowerment and social protection. This complexity means that we do not specifically track all this spend as gender-based violence programming.</p>

star this property answer text <p>Far more needs to be done to combat the appalling levels of violence that women and girls experience every day around the world. During humanitarian emergencies, violence against women and girls can increase in both frequency and severity. DFID funded ‘What Works to Prevent Violence’ research in South Sudan revealed that over 73% of girls and women experienced intimate partner violence.</p><p> </p><p>The UK is an active member of the Call to Action on Protection from Gender-based Violence in Emergencies, which brings together governments, UN agencies, international NGOs and civil society organisations to share best practice and report on progress against shared commitments on preventing and responding to GBV. The UK co-chairs the States and Donors Working Group.</p><p> </p><p>DFID’s ground-breaking research into violence against women and girls has demonstrated that violence is preventable, and we are committed to using this evidence to scale up our work to prevent violence and to influence our international partners to do the same.</p>

star this property answer text <p>There is more the UK can do to prevent all forms of violence, including sexual violence in conflict. Through initiatives such as Preventing Sexual Violence in Conflict (PSVI) and the Ending Sexual and Gender-Based Violence (GBV) in Humanitarian Crises Conference (Oslo Conference) we are continually challenging ourselves and others to step up and do more to tackle the problem.</p><p> </p><p>At the Oslo Conference the UK announced an additional £7 million in funding for GBV in Syria. We are committed to continuing to step up our GBV prevention and response but these efforts are not limited to DFID funding. UK leadership includes advocating for all humanitarian actors to recognise SGBV as a shared priority and investing in evidence that demonstrates both the scale of the problem and effective interventions to address SGBV. We are committed to continuing to invest in ground-breaking programmes such as DFID’s ‘What Works to Prevent Violence’ that provide vital support to women and girls and inform global evidence on the prevalence, severity and effective interventions to prevent violence.</p>

star this property answer text <p>It is not acceptable that young women, particularly in Africa, have the highest number of new HIV infections and deaths from AIDS. That is why the UK government puts the empowerment of girls and women at the heart of everything we do and is an essential component of our fight against AIDS.</p><p> </p><p>We are currently the second biggest donor to the Global Fund, which has embraced gender equality as central to accomplishing its mission. We also integrate HIV prevention and treatment into sexual, reproductive health and rights and maternal and child health programmes across much of sub-Saharan Africa. By promoting comprehensive sexuality education (through key programmes such as the Girls Education Challenge) and driving efforts to prevent violence against women and girls, we are also helping to reduce the risk of HIV infection among vulnerable women and girls.</p> more like this

star this property answer text <p>The UK believes all children should have access to lifesaving vaccines and is committed to supporting vaccination uptake internationally through our investment in Gavi, the Vaccine Alliance. In 2017 alone, 65 million children in the world’s poorest countries were immunised through Gavi support.</p><p> </p><p>Immunisation coverage is the best way to measure vaccine uptake. Gavi monitor this at international, national and local levels. This provides an accurate picture of population immunity levels crucial to preventing deadly disease outbreaks. Through UK support to Gavi, immunisation coverage has increased substantially across the world’s poorest countries from a baseline of 66% in 2000 to 80% in 2017. This coverage is now on par with the global average of 85%. Despite the increased coverage, the UK remains concerned about reports of anti-vaccination campaigns and vaccine hesitancy. This has the potential to undermine hard-fought gains in protecting children from vaccine preventable diseases. Gavi recognises this and works through civil society and local community groups to address community concerns or fears and ensure that there is strong trust in vaccines.</p><p> </p><p>The UK will support efforts to improve vaccine uptake internationally by ensuring Gavi’s future strategy focuses on increasing access to vaccines for the world’s most marginalised children and continues to work at local levels with civil society groups to address local concerns and counter false claims and misinformation. The UK’s hosting of Gavi’s Pledging Conference next year will also demonstrate this continued commitment.</p>

We deliver this through our strong investment in Gavi, the Vaccine Alliance, which will vaccinate an additional 76 million children in 68 of the world’s poorest countries by 2020.</p><p> </p><p>We are deeply concerned that opposition to vaccinations and spread of anti-vaccine misinformation could undermine these hard-fought gains that have helped protect the world’s most vulnerable children from vaccine preventable diseases and outbreaks. Gavi shares this concern and works through civil society groups at local levels to address opposition to vaccines. These groups monitor anti-vaccine sentiment at local levels and help counter vaccine misinformation by providing accurate information of their health benefits. This approach helps provide a deeper understanding of the causes of opposition to vaccinations. Gavi also supports health workers with additional training on how to speak to parents to help address any concerns or fears about vaccinations.</p>

The UK launched the Call to Action to end forced labour, modern slavery and human trafficking in 2017 and it has now been endorsed by close to 90 countries. The UK will continue to take a leading role driving change through the multilateral system to help achieve sustainable development goal (SDG) 8.7 and other relevant goals to end modern slavery in all its forms.</p><p> </p><p>Using UK Aid which now totals over £200m, our programmes work to reduce vulnerability to exploitation and address the permissive environments that allow modern slavery and human trafficking to thrive. We are supporting countries’ efforts to tackle the root causes of trafficking by: creating jobs and livelihoods; changing business and recruitment practices to eradicate exploitation in supply chains; helping build law enforcement capacity increase detection and prosecution of perpetrators; and improving services to protect victims.</p>

star this property answer text <p>In Idlib and surrounding areas, the current offensive by Assad’s regime and Russian forces is compounding an already dire humanitarian situation, with 2.7 million people in need of humanitarian assistance. We are alarmed by UN reports that over 327,500 people have been displaced between 1 May and 13 June and more than 37 schools and 26 health facilities have been damaged or destroyed by airstrikes. DFID is committed to alleviating the suffering among those affected and is working with our partners to scale up our response to meet the growing needs among displaced people, including through the distribution of food, shelter and other essential items.</p><p> </p><p>In Yemen, nearly 80 per cent of the entire population – over 24 million people – require some form of humanitarian assistance and almost 10 million people face extreme food shortages. In response to the crisis in Yemen, the UK has allocated £200 million this financial year alone. This funding will provide food for over a million Yemenis each month, screen 660,000 children under the age of five for malnutrition and provide urgent treatment for 30,000 of the most vulnerable children.</p>

star this property answer text <p>The UK government take issues of fraud and sexual exploitation and abuse and sexual harassment extremely seriously. As set out in DFID funding agreements with all partners, the International Planned Parenthood Federation (IPPF) has a clear obligation to report incidents to us.</p><p>Over the past year, IPPF’s Director General and IPPF’s Safeguarding Unit have taken significant steps to strengthen their internal systems and to shift culture at the organisation so that people feel safer and more able to report wrongdoing. Action taken by IPPF includes a Safeguarding Taskforce to review and improve overall processes; IPPF’s first employee engagement survey; a set of best-practice safeguarding policies and procedures, including an Independent Complaints Panel; an IPPF SafeReport, which provides a safe space for anyone – including staff, clients, volunteers or member of the public – to raise concerns.</p><p>We continue to regularly review IPPF against our high standards for safeguarding, whistleblowing, risk, governance and code of conduct, and we conduct regular assessments of their safeguarding procedures. In addition to recent safeguarding reforms, IPPF is currently conducting a review of its governance system and structures, which IPPF anticipate will take around six months. During this time DFID will monitor IPPF’s governance reforms closely and regularly.</p>

star this property answer text <p>The International Development Secretary and I met with David Beasley, Executive Director of the World Food Programme (WFP), on Thursday 20 June to discuss WFP’s partial suspension of operations in Yemen. I also had a telephone call with David Beasley on Thursday 6 June to discuss the issue, and UK officials have engaged closely with WFP throughout recent months, including through the WFP Executive Board. These discussions are ongoing.</p><p> </p><p>For the sake of Yemenis in desperate need, we call on the Houthis to immediately end all restrictions on aid agencies and comply with UN Security Council Resolution 2451 by allowing safe, rapid, and unhindered access for the humanitarian response and commercial supplies. The Houthis must cooperate with WFP and end their interference.</p> more like this

star this property answer text <p>The UK continues to call on all parties to comply with the UN Security Council Resolution 2451 by supporting the unhindered flow of humanitarian supplies and personnel into and across Yemen. This includes the entry of relevant humanitarian equipment as well as the swift issuing of visas to humanitarian workers. We regularly raise these points directly with all parties, including at the highest levels.</p><p> </p><p>In addition to our £35 million of support to the World Food Programme this financial year (2019/20), UK aid is also supporting the UN Humanitarian Air Service (which is administered by WFP) to improve access for humanitarian workers across the country.</p> more like this

Our funding provides cash and vouchers to meet the immediate food needs of more than one million Yemenis every month across the country, including Government-controlled areas.</p><p> </p><p>The UK’s total commitment to Yemen since the conflict began in 2015 is £770 million. Approximately £171 million of this has been used to support WFP’s response to vulnerable people in need.</p> more like this

star this property answer text <p>The UK remains concerned by the environmental risk posed by the by the Safer oil tanker, currently moored off Hodeidah. As Sir Mark Lowcock, UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, recently remarked to the UN Security Council, if the tanker ruptures or explodes it could cause a ‘disaster’ for the environment, shipping lanes and global economy.</p><p> </p><p>The UK continues to engage with the UN and Saudi Arabia on the issue, following Saudi Arabia’s funding of a UN assessment mission. The UK calls on the Houthis to facilitate safe and rapid access to the Safer oil tanker so that the UN can carry out this vital work.</p> more like this

The 2018 and 2019 UN Panel of Experts reports concluded that Houthi authorities routinely obstruct humanitarian access throughout northern Yemen.</p><p> </p><p>We regularly raise obstructions to humanitarian access with all parties, including at the highest levels. star this property answer text <p>The UK supports HPV vaccination programmes in developing countries through Gavi, the Vaccine Alliance. As Gavi’s largest donor, the UK was a vocal advocate for inclusion of the HPV vaccine within its portfolio to help protect the most vulnerable girls from the leading cause of cervical cancer.</p><p> </p><p>Through Gavi support, 30 developing countries have taken their first steps toward HPV roll out with the aim of vaccinating 40 million girls by 2020. Affordability and high demand are also important considerations to enabling HPV vaccination programmes to be introduced. Gavi is helping overcome these by negotiating price reductions of the HPV vaccine to make it more affordable for poorer countries and by working with civil society in local communities to promote the benefits of the vaccine.</p><p> </p><p>The 2017 World Health Assembly Global Call for Action to eliminate cervical cancer has brought widespread attention on the importance of HPV. In anticipation of high global demand, the UK has encouraged Gavi to continue to bring in new vaccine manufacturers to support increased demand and to prioritise availability for the world’s poorest people.</p>

star this property answer text <p>The UK government take issues of fraud and sexual exploitation and abuse and sexual harassment extremely seriously. As set out in DFID funding agreements with all partners, the International Planned Parenthood Federation (IPPF) has a clear obligation to report incidents to us.</p><p>Over the past year, IPPF’s Director General and IPPF’s Safeguarding Unit have taken significant steps to strengthen their internal systems and to shift culture at the organisation so that people feel safer and more able to report wrongdoing. Action taken by IPPF includes a Safeguarding Taskforce to review and improve overall processes; IPPF’s first employee engagement survey; a set of best-practice safeguarding policies and procedures, including an Independent Complaints Panel; an IPPF SafeReport, which provides a safe space for anyone – including staff, clients, volunteers or member of the public – to raise concerns.</p><p>We continue to regularly review IPPF against our high standards for safeguarding, whistleblowing, risk, governance and code of conduct, and we conduct regular assessments of their safeguarding procedures. In addition to recent safeguarding reforms, IPPF is currently conducting a review of its governance system and structures, which IPPF anticipate will take around six months. During this time DFID will monitor IPPF’s governance reforms closely and regularly.</p>

star this property answer text <p>The Government is immensely concerned about the plight of all civilians, particularly children, affected by the current conflict in Idlib and surrounding areas.</p><p> </p><p>Last year DFID provided over £80m humanitarian assistance to Northwest Syria. Our UN and NGO partners are working to meet growing needs among displaced people in the region, including the estimated 100,000 children displaced since 1 May, through the distribution of food, shelter and other essential items. We are also providing education and safe spaces for children. Whilst this work has been impacted by the recent conflict in the region and the senseless attacks on civilian infrastructure such as schools and hospitals, to date our partners are continuing to be able to work effectively in the region to help those most in need. In addition to humanitarian assistance, we continue to use our position on the UN Security Council to call out the regime and Russia for their attacks on schools and hospitals, breaching international law and needlessly impacting civilians.</p>

star this property answer text <p>Following the review of the Gaza Reconstruction Mechanism (GRM) by the UN, Government of Israel and the Palestinian Authority in February 2018, and the implementation of improvements in January 2019, we assess that the GRM and, in particular, its Programme Monitoring Unit (PMU) has effective processes to monitor the entry and use of construction materials in Gaza. DFID has recently committed a further £700,000 to the PMU over the next two years. This support will be an important part of efforts to alleviate shelter and basic service needs which were exacerbated by the 2014 conflict and help stimulate economic growth and reduce poverty.</p> more like this

star this property answer text <p>Given the seriousness with which the UK takes the allegations of incitement in the Palestinian pilot curriculum and textbooks we have taken the time needed to make sure that the independent review delivered will be rigorous, credible and can form the basis for discussions with the Palestinian Authority (PA) on this important issue. Securing the backing of the wider international community is central to this. We are pleased that after calls by the UK government for international action the European Union (EU) agreed to lead and co-fund the independent review. DFID has pressed hard to expedite this and had hope to make findings available to Parliament by September 2019, including by commissioning an inception report to form the basis of the independent review.</p><p> </p><p>The EU are currently in contracting negotiations with a potential service partner. Following this negotiation DFID will provide an update to Parliamentarians on the timetable for the report. We recognise that publishing findings by September is now very unlikely, although we anticipate only a short delay. In the interim, we are continuing to raise our concerns about incitement in education, which I did personally at a meeting with the Palestinian Authority Education Minister in Ramallah in May 2019.</p>

star this property answer text <p>The UK is committed to supporting refugees, the 1951 Refugee Convention and its 1967 Protocol. We played a key role with our international partners to develop the Global Compact on Refugees, which was agreed in December last year.</p><p> </p><p>This Compact provides a framework for more predictable and equitable responsibility-sharing and more effective international cooperation in refugee responses. The UK actively engaged in its development, including through five Thematic Meetings and six Formal Consultations between Member States in Geneva over 2017 and 2018.</p><p> </p><p>The UK remains steadfastly supportive of the aims of the Compact. We continue to urge all states to back it and consistently emphasise the shared responsibility in addressing forced displacement and the importance of other donors stepping up.</p><p> </p><p>The Global Refugee Forum at the end of this year will be an important opportunity to further broaden the support base and we will play our part in this process in full.</p>

Between 2015 and 2018, DFID supported 17.5 million people in Africa to access clean water and/or better sanitation. star this property answer text <p>The UK remains extremely concerned by constrained humanitarian access within Yemen, including road blockages such as the ongoing closure of the direct Hodeidah to Sana’a road and recent insecurity causing disruption to Aden to Sana’a routes.</p><p> </p><p>We regularly raise obstructions to humanitarian access with all parties, including at the highest levels. The UK also calls on all parties to comply with the UN Security Council Resolution 2451 and support the unhindered flow of humanitarian supplies across Yemen.</p><p> </p><p>UK aid is also supporting the UN Verification and Inspection Mechanism (UNVIM), UN Office for the Coordination of Humanitarian Affairs (OCHA) and the UN Humanitarian Air Service (UNHAS) to improve humanitarian and commercial access across the country.</p> more like this

We do not hold comprehensive data on the exact number of aid trucks being prevented from accessing areas in need of humanitarian assistance, however the UN has reported that four million Yemenis in need of humanitarian assistance were affected by the interruption of services or delays in delivery in April and May this year.</p><p> </p><p>Administrative restrictions imposed on humanitarian agencies by both parties remain a principal driver of access constraints. This includes recent delays enforced by Houthi authorities on aid trucks at the border between Government of Yemen and Houthi controlled areas.</p><p> </p><p>We regularly raise obstructions to humanitarian access with all parties, including at the highest levels. The UK also calls on all parties to comply with the UN Security Council Resolution 2451 and support the unhindered flow of humanitarian supplies across Yemen.</p> more like this

star this property answer text <p>Yemen relies on imports to meet 90% of its basic needs like food and fuel. Before the conflict, an estimated 80% of these imports entered Yemen through the critical Red Sea ports of Hodeidah and Saleef.</p><p>We are unable to provide a more direct response given the difficulty of obtaining specific data from Yemen.</p><p>We welcome the redeployment of Houthi forces away from these ports. It is vital that imports continue to flow into Hodeidah and Saleef and that vital onward supply routes remain open; both sides must facilitate the unhindered flow of essential supplies throughout the country.</p> more like this

star this property answer text <p>The World Food Programme (WFP) is playing a vital role in Yemen, delivering food aid to millions of those in need across the country. We are providing WFP with £35 million in support this financial year (2019/20) and provided £35 million last financial year (2018/19). This support has been used exclusively to provide cash and vouchers to vulnerable people to buy food in local markets, and as such 0% of UK Aid has been spent on food imports over the 2018/19 and 2019/20 financial years.</p><p> </p><p>In the 2017/18 financial year, the UK spent £65 million on imported food, vouchers and nutritional assistance through WFP, approximately 32% of our overall funding over the period.</p><p> </p><p>Over the financial years 2015/16 and 2016/17, the UK spent £10 million on imported food through WFP, approximately 5% of our overall funding over the period.</p> more like this

star this property answer text <p>Restrictions on movement and access imposed by the Israeli authorities on Gaza have resulted in a worsening of the already poor humanitarian situation. In May, 2,206 permit applications were made to the Government of Israel to enter Israel at the Erez crossing for healthcare, with 61% approved, 8% denied and 31% delayed. In the same month, 2,426 patient companion applications were made with 47% approved, 13% denied and 40% pending. The UK regularly raises and will continue to call on the Israeli government to ease access restrictions further and for Israel and the Palestinian Authority to work together to ensure a durable solution for Gaza. In addition to our diplomatic efforts, we have recently announced a new £1.6 million package of support to be delivered through the World Health Organisation which will help to provide life-saving treatment to more than 380,000 people in Gaza, including a new limb unit.</p> more like this

star this property answer text <p>The UK is the third largest donor to the Global Polio Eradication Initiative (GPEI) and has committed £1.3 billion in total since 1995. In Afghanistan and Pakistan GPEI are working to reach children in inaccessible regions that have been missed by vaccination campaigns. They are also tackling misinformation campaigns that severely affect vaccine uptake. UK funding contributes significantly to these efforts.</p><p> </p><p>The UK are observers on the Polio Oversight Board and represent all state donors on the Strategy Committee, which gives us a position from which to influence the activities of the programme at a strategic level. We regularly review progress in the endemic countries, including Afghanistan and Pakistan and DFID country offices in each of these countries also have valuable insight by engaging with the programme in country.</p> more like this

star this property answer text <p>We are deeply concerned by the report of attacks on health workers in Gaza. The UK is clear that no health workers or aid workers should be at risk of violence, and that they must have the protection they need from the responsible authorities to allow them to do their jobs in safety. While we recognise Israel’s right to security, we have repeatedly made clear to Israel our longstanding concerns about the way Israel Defence Forces (IDF) police protests and the border areas in Gaza, including our concerns about the use of live ammunition and excessive force by the IDF. We regularly raise with the Government of Israel the urgent need to ease all access and movement restrictions on Gaza, including for health workers.</p><p> </p><p>The UK continues to strongly support the delivery of humanitarian assistance in Gaza. In 2019, the UK is supporting urgent medical needs through the International Committee for the Red Cross and the World Health Organisation. We are also providing support to the UN Access Coordination Unit, which works to facilitate humanitarian access for UN and NGO workers into Gaza.</p>

In a conflict context, where the state authorities are unable or unwilling to do this, international accountability mechanisms may be invoked, as appropriate. The UK supports international mechanisms such as the International Criminal Court or <em>ad hoc</em> tribunals acting within their mandates when grave violations of international humanitarian law are suspected, and the state is genuinely unable or unwilling to investigate or prosecute.</p> more like this
