Member in the time available before Prorogation.</del></p><p><ins class="ministerial">There are a range of sensitive policy issues to carefully work through in order to deliver regulations to provide access to abortion services in Northern Ireland by 31 March 2020 in Northern Ireland. This duty will come into effect if the Northern Ireland Executive is not restored by 21 October 2019. </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Government officials including from the NIO have met some representatives of the medical profession and other stakeholders and will continue to do so in the weeks ahead.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">There will also be a period of consultation throughout this process for individuals in Northern Ireland as well as relevant organisations to provide input and views. 	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>Children who are victims or potential victims of trafficking and those who are separated often face great anxiety and uncertainty about their futures, as well as needing to navigate a number of unfamiliar processes to reach durable solutions about their future.</p><p> </p><p>I am aware of the regional service launched by the Northern Ireland Health and Social Care Board in early 2018 to support children in Northern Ireland who are victims of human trafficking and children who are separated from their families and their home countries. The Human Trafficking and Exploitation Act (NI) 2015, which was introduced to provide protection from traffickers and tackle modern slavery and exploitation, included a duty for the Health and Social Care Board to establish such a service and the service is delivered by Barnardo’s NI.</p><p> </p><p>The regional Independent Guardian Service is intended to strengthen the safeguarding arrangements to such children and specifically to assist, represent and support such children by listening to their views and making representation to, and liaising closely with all other agencies that fulfil key functions in the arrangements for their immediate and future care and protection.</p><p> </p><p>This issue is wholly devolved in Northern Ireland, and so it would not be appropriate to carry out an assessment or comparisons of the merits of the system.</p><p> </p><p> </p> answering member constituency Skipton and Ripon answering member printed Julian Smith question first answered 09/09/2019 13:13:35 answering member 4118 label Biography information for Julian Smith

Member in the time available before Prorogation.</del></p><p><ins class="ministerial">Policing is a devolved matter in Northern Ireland and operational capability is a matter for the Chief Constable. The PSNI’s main budget is allocated by the Department of Justice from the Northern Ireland block grant.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The UK Government has provided the PSNI with the additional security funding it has asked for and needs to ensure that they have the resource (including officers) to tackle the SEVERE threat from Northern Ireland related terrorism (NIRT). This additional security funding boosts PSNI’s ability to tackle the terrorist threat while ensuring day-to-day policing isn’t compromised.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">PSNI received £230m additional security funding in the last parliament and £160m in this one. In addition, the UK Government has provided PSNI with over £16.5m to help prepare for EU exit.
