star this property answer text <p>DWP has contingency plans in place that prioritise activities to protect payments to claimants and access to new claims when capacity is compromised.</p><p> </p><p>Our jobcentre staff gauge claimants’ financial need and as part of this, every claimant can access an advance of up to 100% of the total expected monthly award, which they can pay back over a period of up to 12 months.</p><p> </p><p>Proposed repayments of the advance are explained, and all claimants are advised to request a level of advance which is manageable both now and when considering the repayments required. We have announced that from October 2021, the repayment period for these advances will be extended further, to 16 months.</p><p> </p><p>Claimants can discuss queries about how fluctuating income effects Universal Credit with jobcentre staff and case managers, who can also signpost to services appropriate to the individual circumstances.</p><p> </p><p>Universal Credit takes earnings into account in a way that is fair and transparent. The amount paid reflects, as closely as possible, the actual circumstances of a household during each monthly assessment period. This allows Universal Credit awards to be adjusted on a monthly basis, ensuring that if claimant’s incomes falls, they do not have to wait several months for a rise in their Universal Credit award. Currently there are no plans to change assessment periods.</p>

star this property answer text <p>The guidance already applies to secure children's homes.</p><p> </p><p>The safety and welfare of children held in youth custody, including secure training centres (STCs), is our highest priority and we take any incident in which a child is restrained very seriously. In STCs, restraint is only ever to be used in accordance with the Secure Training Centre Rules 1998 and as a last resort where there is a risk of harm and no other form of intervention is possible or appropriate.</p><p> </p><p>The guidance for STCs, Minimising and Managing Physical Restraint, has been specifically developed to help staff avoid physical restraint as far as possible by using a range of de-escalation, diversion and behaviour management techniques.</p> more like this

star this property answer text <p>The Government has already taken significant steps to improve the welfare of domestic and other animals. The Animal Health and Welfare Framework has been produced to help county councils, unitary authorities and metropolitan boroughs in England deliver their statutory duties in relation to the health and welfare of farmed animals. Published in May 2021, our Action Plan for Animal Welfare sets out an ambitious programme of future reforms which will strengthen our position as a world leader in this field.</p><p> </p><p>The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 were developed to help improve standards and enforcement across a range of animal activities licensed by local authorities; for example, modernising the regulation of dog breeding, pet selling and animal boarding. Local authorities are responsible for enforcing the requirements of licenses in these areas and have access to appropriately trained officers. Statutory guidance aims to improve consistency with the interpretation and application by local authorities of the regulatory regime across England. Ultimately, however, it is for local authorities themselves to decide how best to use the powers of inspection and licensing available to implement the regime and deal with individual cases.</p>

star this property answer text <p>In July 2018 the Government published statutory guidance on inter-agency working to safeguard and promote the welfare of children. The ‘Working Together to Safeguard Children’ guidance is intended for and should be read and followed by frontline practitioners and strategic leaders in local authorities, together with other organisations and agencies that commission and provide services for children and families. The guidance specifically highlights the risk to children from exploitation by criminal gangs and organised crime groups such as county lines. It also makes clear that children who may be alleged perpetrators should also be assessed to understand the impact of contextual issues on their safety and welfare.</p><p>The Government is committed to increasing awareness of county lines exploitation amongst those best placed to spot it and published guidance for frontline professionals in July 2017, which was reviewed and updated in September 2018, on how to identify potential victims of county lines and appropriate referral routes.</p>

star this property answer text <p>The Independent Review of the Modern Slavery Act 2015 considered the definition of exploitation under the Act and found it is sufficiently flexible to meet a range of new and emerging forms of modern slavery.</p><p>The Government welcomes this finding and continues to work with the police and the Crown Prosecution Service to take full advantage of powers in the Modern Slavery Act. We note that there have been recent prosecutions under the Modern Slavery Act for cases of child criminal exploitation.
