The group met in Belfast in March, and will meet again next month to continue discussions with stakeholders.<p> </p><p>For domestic journeys, airlines are liable on both outward and return leg domestic journeys as APD applies to all departures from a UK airport. These ATMs are owned and operated by banks and building societies (40%), in addition to independent ATM operators (60%). According to the Access to Cash Review, of the estimated £5bn annual cost of the UK’s cash infrastructure, £1bn of this relates to the running and maintenance of ATMs.<p> </p><p>Regarding specific discussions, Treasury Ministers and Officials have meetings with a wide variety of organisations in the public and private sectors as part of the process of policy development and delivery. The Regulations instead require banks to take a proportionate approach to applying customer due diligence checks commensurate with the risk of money laundering. The legal requirements on banks to carry out customer diligence for existing customers are set out in Regulations 27(8)(9) and 29(7). The Joint Money Laundering Steering Group’s guidance provides further detail on applying these requirements.<p> </p><p>The impact assessment for the transposition of the 4th EU Money Laundering Directive (which led to the most recent revision of the regulations) estimates the total cost of the changes made, while concluding that industry has difficulty in identifying costs caused by the money laundering regulations. This is particularly the case for customer due diligence as many of these are costs that a prudent business would take on in any case as a matter of commercial practice, to comply with UN or EU sanctions, or to protect themselves and their customers from fraud. It has also set out its plans for English agriculture policy after we have left the EU, including phasing down direct payments from 2021 over seven years. Agriculture is a devolved matter, so it is for the Welsh Government to decide whether to continue with direct payments in Wales. We will continue to engage with the Welsh Government on arrangements for domestic replacement funding after 2022, but have already committed not to simply apply the Barnett Formula to agriculture funding in England.
