	answer	answer is ministerial correction date of answer 29/01/2020 answer text <p>The UK Government supports UN Global Sustainability Goals on road safety and has supported research to improve road safety and reduce the impact of road crashes on poor people in developing countries. The UK Government has invested £20 million through the Global Road Safety Facility through DFID and the Department of Health and Social Care. This facility has generated new evidence on road safety, and has influenced World Bank investments in roads. The facility succeeded in including Road Safety as a criteria in the Bank’s corporate Safeguarding Framework. Several other Multilateral Development Banks are now using this as a model. It is estimated by the World Bank that as a result of this work over 2,100 road deaths and injuries were avoided in developing countries in 2017.</p><p>DFID also works to share UK expertise on road safety with developing country governments including Nepal, Tanzania and Uganda. This includes UK support for the implementation of the African Union’s COVID-19 Continental Strategy. UK aid funding of £20 million will help strengthen healthcare systems and save lives in the African Union’s 55 member states by providing training for healthcare workers, supporting the deployment of African experts, and helping to tackle misinformation around COVID-19.</p><p>The UK has provided public health experts to support Africa Centres for Disease Control through the Department of Health and Social Care International Health Regulations Strengthening Project and the UK Public Health Rapid Support Team. 	answer	answer is ministerial correction date of answer 03/06/2020 answer text <p>The number of confirmed cases of COVID-19 is currently increasing more rapidly in Africa today than many other regions in the world. Currently cases in Africa are growing by approximately 5% each day compared with 3% in Asia and 1% in Europe. Cases continue to rise in Africa and while overall it took 52 days to reach the first 10,000 cases, it took only 11 days to move from 30,000 to 50,000 cases, and Africa now has over 100,000 cases.</p><p>However, confirmed cases of COVID-19 are growing at a slower rate than was the case in Europe and Asia at the same stage of their epidemics. This slower growth in Africa may be explained by under-reporting due to low testing rates. For example, as of 7 May, an average of 69 tests were carried out in Africa per 100,000 people compared to over 30 times this rate in Europe. It is possible that the lower mortality to date could be as a result of Africa being the youngest continent demographically, with a lower proportion of older people who are at higher risk of death. It is important to remain vigilant for the potential increase in cases that Africa could see in the coming months. Africa is also likely to see disproportionate indirect impacts of COVID-19 on wider health, economic, and social outcomes, which will be important to mitigate.</p><p>So far, the UK has pledged £764 million of UK aid to help end this pandemic as quickly as possible. This includes support to Imperial College London and the London School of Hygiene and Tropical Medicine to model the future trajectory of the pandemic in low- and middle-income countries. 	answer	answer is ministerial correction date of answer 06/08/2020 answer text <p>Many bilateral and multilateral aid programmes across Africa have been redirected, prioritising health, humanitarian, growth and trade as well as education and nutrition, recognising that these components are vital both for the immediate response to COVID-19, and for longer-term recovery. The UK has successfully pivoted huge amounts of programming to support nimble and innovative responses in African countries.</p><p><br>For example, in South Sudan, the UK is making a significant contribution to government-led efforts to prevent and respond to cases of COVID-19, including through support for infection prevention and control as well as water, sanitation and hygiene activities. The UK’s flagship Sexual and Reproductive Health Programme (WISH) has been adapted in 24 countries across Africa to ensure the continuation of lifesaving services to marginalised women and girls despite COVID-19. Multilaterally, £20m has been provided towards the African Union’s new COVID-19 response plan which funds and deploys health workers, clinical equipment, and capacity building training to all 55 AU Member States. The UK has responded to localised flood impacts through the START Network, including provision of relief items and recovery programming.</p><p>We are deeply concerned about the food security situation. Heavy rains in the region have provided conditions conducive to the unprecedented locust outbreaks, which will affect the food security situation even further. The UK is supporting the Food and Agriculture Organisation’s (FAO) emergency appeal to help to control the increase of locusts across East Africa, as well as reduce the risk of swarms spreading into the Sahel.</p><p>The humanitarian situation will be exacerbated by the impact of COVID-19. Indirect impacts will be the result of disruption to, and a reduction in, health service delivery.</p><p>In response, we are flexing our funding and programming. We are building on our long-term investments to mitigate the threat of indirect impacts on various services and goods. These include reproductive health services and commodities as well as essential primary health care services, such as immunisation. We also aim to increase access and reduce prices for essential health commodities.</p><p>The UK Government is working with governments to ensure that essential malaria services continue, malaria patients are protected from COVID-19 and malaria programmes make good decisions about redeploying resources to national COVID-19 programmes in a sustainable way. Immediate harvest prospects are favourable in some countries and for some commodities, but distribution is a challenge in many vulnerable areas, even at the best of times. COVID-19 related disruptions to supply chains threaten price rises at the same time as secondary impacts are dramatically reducing the purchasing power of the poor and of farmers who cannot afford inputs for the next planting season. To tackle the factors driving COVID-19 induced food insecurity, the UK is repurposing programmes in agriculture, social protection and humanitarian assistance, for example, our bilateral Commercial Agriculture for Smallholders and Agribusiness and multilateral Global Agriculture and Food Security Program. We are also supporting other UN Agencies with a mandate to address the risk of food insecurity such as the Food and Agriculture Organisation and the International Fund for Agricultural Development and promoting synergic and coordinated programmes to maximise efficiencies and outcomes.</p><p>Our support to the World Food Programme includes financial support both from the centre and at country level (in 2019 we supported World Food Programme programmes in 26 countries, 18 of which are in Africa), including on preparedness to better deal with extreme weather events, and agricultural issues. We also assist with policy steer and advocacy, as we lead on global efforts against the fall-army worm, assessments on early warning systems and climate change. 	answer	answer is ministerial correction date of answer 12/05/2020 answer text <p>UK funding for the World Health Organisation (WHO) and UNICEF is helping them work with governments to identify requirements and ensure supplies reach those in need, including the critical medical equipment for oxygen therapy. Ventilators are one part of a wider oxygen therapy package, as illustrated in the WHO emergency global supply chain catalogue.</p><p>Since mid-March, DFID’s Frontier Technologies Hub has been leading a project called COVIDaction in collaboration with the UCL Institute of Healthcare Engineering, to identify frugal innovation in a range of COVID-19 areas, which included an early focus on ventilators and oxygen therapy, designed for emerging markets that can be used globally in the fight against COVID-19. Designs used in resource constrained environments could be adapted for rapid manufacturing because they are often easier and cheaper to build and are often designed to be operated without highly specialist medical training.
