star this property answer text <p>We are aware that charitable organisations in the UK have launched appeals for donations of emergency funds and goods to provide humanitarian relief in Ukraine. Those charities seeking to take humanitarian supplies by lorry, to Ukraine via the European Union (EU) will need to follow the requirements for all hauliers. These requirements will differ depending on whether the charity is using its own vehicle or is hiring a lorry for the purpose. Guidance for private vehicles driving through the EU can be found at: <a href="https://www.gov.uk/guidance/driving-in-the-eu" target="_blank">https://www.gov.uk/guidance/driving-in-the-eu</a></p><p>Permits are not required to access Ukraine when using vehicles that are EURO V or above, this will include the majority of goods vehicles including HGVs, where further advice is required this can be provided by the International Road Haulage Permits Office (IRHP) which is part of the Driver and Vehicle Standards Agency (DVSA).</p><p>In relation to Ukraine, we strongly advise that all those considering making this type of trip for humanitarian purposes, or otherwise consult the current travel advice provided by the Foreign Commonwealth and Development Office (FCDO) and published on gov.uk for Ukraine, and any countries they propose travelling through as part of their journey. star this property answer text <p>The UK is committed to working with partners, including the EU, as well as humanitarian agencies, to ensure a well-coordinated and well-funded response to the humanitarian crisis in Ukraine and the region.</p><p> </p><p>We have initiated a number of conversations with the EU and its Member States to understand their plans to ease the movement of humanitarian supplies. The EU has been working with Member States on this issue and several are now easing their entry and exit regime to support the humanitarian effort for Ukraine.</p><p> </p><p>The UK Government has also introduced a simplified customs process to support the export of aid goods destined for victims of the humanitarian crisis in Ukraine. More information can be found on the gov.uk website.</p><p> </p><p>Unless an organisation or person has a licence, medicines cannot be exported using this simplified process.</p><p> </p><p>The UK has committed a £220 million humanitarian aid package for Ukraine to help aid agencies respond to the deteriorating situation, creating a lifeline for Ukrainians to access basic necessities and medical supplies.</p>

star this property answer text <p>It is our view that, in the absence of an EU agreement, 21 historic bilateral agreements would revive in full on exit as they have not been expressly terminated. Agreements with Ireland, Denmark, Spain, Belgium and Italy have terminated, but offer a good basis for future discussions.</p><p> </p><p>Some of the revived agreements may need some amendments to make them fit for purpose, which can be done by an exchange of notes between the Parties.</p><p> </p><p>For those agreements that are no longer in force, we would expect to conclude new treaties in the absence of EU-wide arrangements.</p><p> </p> more like this

star this property answer text <p>The UK had an allocation of 1,610 annual European Conference of Minister of Transport (ECMT) permits and 4,824 short-term permits available for hauliers to use in 2019.</p><p> </p><p>In preparation for leaving the EU in March 2019, 2,145 UK goods vehicle operator licence holders applied for 11,976 ECMT annual permits. 774 annual permits were subsequently issued, with many hauliers declining to take up their allocation. As of 30 August 2019, ECMT permits for use in November and December 2019 are available to purchase.</p><p> </p><p> </p><p>If we leave the EU without a deal on 31 October 2019, most journeys will be allowed until at least 31 December 2019 under an EU contingency regulation. A small proportion of journeys are not covered by the regulation. The European Commission has on 4 September 2019 published a proposal to extend the regulation until 31 July 2020. The proposal, when combined with the ECMT system, would ensure that 99% of trips to the EU could continue to operate as they currently do for the first four months of the Regulation.</p><p> </p><p> </p><p>UK hauliers who need to transit the EU/EEA to third countries or who carry out three cross-trade movements within seven days can now apply for short-term permits via the Driver and Vehicle Standards Agency’s digital service for journeys during November and December 2019.</p><p> </p><p>The UK also has historic bilateral agreements and it is our view that the majority of them would revive in an absence of an EU wide measure.</p>

star this property answer text <p>The Government has been clear that it does not intend to rely on ECMT permits after we leave the EU. The EU has agreed a regulation on basic road connectivity which guarantees rights for UK hauliers to continue providing services between the UK and the EU should the UK leave without a deal. As it stands, the Regulation would come into effect if the UK left the EU without a deal and would last until 31 December 2019.</p><p>Going forward, we will be working with Member States to agree on bilateral arrangements. Many old bilateral agreements would become reinstated if we leave without a deal and we are confident that other bilaterals will be agreed swiftly, given it is in the interest of both sides for freight to continue to flow.</p><p>The UK’s allocation of ECMT permits for 2020 is a base quota of 174 which is equivalent to 2,088 annual Euro VI ECMT permits.</p> more like this
