This means that any report based on a view of the service at a given date may well be inaccurate only a short period afterwards.</p><p> </p><p>This is the case with this Child Poverty Action Group (CPAG) report. The report does not take into account recent changes to the Universal Credit Statement which ensures that claimants receive detailed information about any deductions which have been made to their Universal Credit award, including a clear breakdown of what each deduction is for. The Gini coefficient is an international standard technical measure of how incomes are distributed across all individuals. It ranges from 0% (when everyone has identical incomes) to 100% (when all income goes to only one person).</p><p> </p><p>From 2009/10 to 2017/18 income inequality, measured using the before housing cost Gini coefficient, has fallen by 2 percentage points. In April 2019, the department commenced a research project to understand the causes of fire in commercial vehicles.</p><p> </p><p>The department does not have evidence of what role litter plays in these incidents. Where dedicated separate entrances or waiting areas are not available, court staff will make alternative arrangements wherever possible.</p><p> </p><p>(2) In the family court over 300 protective screens have been provided over the last two years to ensure that vulnerable parties and witnesses can be shielded from an alleged abuser in the courtroom. Video links may also be used either from a secure location within the court building or from a remote location. Use of these facilities must be approved by the Judge. Use of telephone hearings for without notice Family Law Act injunction hearings is being encouraged to avoid the need for victims of domestic abuse to attend court.</p><p> </p><p>We are determined that the family courts should never be used to further or perpetrate abuse. The Government announced on 21 May 2019 the establishment of an expert panel to gather evidence of how the family courts protect children and parents in cases of domestic abuse and other serious offences. The Ministry of Justice recognises that there are delays in the system and is in the process of recruiting more judicial office holders in order to increase capacity and help to reduce waiting times for appellants. In the Social Security and Child Support (SSCS) jurisdiction, 225 new medical members and 119 disability-qualified members have recently been appointed and are now hearing cases. The SSCS jurisdiction will also benefit from the fact that 250 fee-paid judges and 100 salaried judges are being recruited across tribunals more widely. More than 48,000 foreign national offenders have been removed from the UK since 2010, and in the last financial year more than 5,000 were removed from prisons, immigration removal centres, and the community.</p><p> </p><p>Prisoner transfer is one of the mechanisms used to remove foreign national offenders. Between 1 May 2014 and 31 May 2019, 464 sentenced prisoners were transferred from England and Wales to other countries under international prisoner transfer arrangements. These cover issues such as mutual recognition of conformity assessment in certain sectors. The UK has now completed work to transition these agreements to bilateral UK-US agreements. They are ready to come into effect when the UK leaves the EU.</p><p> </p><p>On 14 February 2019, the UK and US signed a Mutual Recognition Agreement (MRA) on Conformity Assessment to ensure continuity of mutual recognition in the following three sectors: good manufacturing practice for pharmaceuticals, telecommunications equipment, and electromagnetic compatibility. Other agreements, including on wine, spirits and marine equipment have been signed between the UK and US to ensure continuity as the UK leaves the EU.</p><p> </p><p>These agreements do not cover all of UK trade with the US. The US continues to be our single largest bilateral trading partner. We welcome the publication by the US Administration of their negotiating objectives for a free trade agreement with the UK as well as the President’s positive public comments during the recent state visit.</p><p> </p><p>Although we cannot enter into negotiations with the US until we leave the EU, there is still much that we can do to lay the groundwork for an ambitious deal. This includes:</p><p> </p><p>Completing our domestic UK processes so that we are ready to start negotiations;</p><p> </p><p>Continuing our conversations with the Office of the US Trade Representative to prepare for live negotiations. These conversations are well advanced, including through the UK/US Trade and Investment Working Group, which has now met five times since it was established in July 2017. Our position is definitive: the NHS is not, and never will be, for sale to the private sector, whether overseas or domestic. The government will ensure no trade agreements will ever be able to alter these fundamental facts.</p><p> </p><p>The UK’s public services are protected by specific exceptions and reservations in existing EU Free Trade Agreements (FTAs). The IMF recently estimated this to be in the order of -0.5% of global GDP in 2020. The UK is engaging with partners across the globe to seek a resolution. We are clear that nobody benefits from trade wars.</p><p> </p><p>The UK shares some of the US’s concerns with China’s trade practices and believes they should be addressed through structural reform in China and through multilateral cooperation, including ambitious reform of the World Trade Organization (WTO). The UK supports a global rules-based trade system. Our bilateral trade was £6.6bn in 2018, an increase of 16.4% from 2017. UK exports to Taiwan grew by 40% from £1.96bn to £2.76bn (latest [ONS] data). As we leave the EU, we are committed to strengthening our trade partnership with Taiwan, and across Asia Pacific, including through the annual UK-Taiwan Trade Talks – due to take place in London in October. We are working with international partners to monitor the outbreak, and have been a leading donor to the response. UK funding to the World Health Organisation and UNICEF has enabled key activities critical to ending the outbreak including surveillance, contact tracing, infection prevention and control and vaccination.</p><p>As of 27 May 2019, there have been 1,920 confirmed and probable cases and 1,281 deaths. The Framework acknowledges that essential local workers, including teachers, nurses and social workers, are a group that may require access to affordable housing. Local authorities should consider this when setting local policies. Where there is identified need, local authorities may seek to introduce policies that support the delivery of affordable housing for essential local workers.</p><p>The Department for Health and Social Care have taken specific steps to support essential staff in accessing affordable housing in high cost areas.
