	answer	answer is ministerial correction date of answer 07/06/2019 answer text <p>We have checked the records that the department has kept since the introduction of the Cabinet Office guidance on settlement agreements on 1 February 2015 and confirm that we have one record, of using an NDA with a departmental staff member in July 2015.</p><p>The use of this NDA was unintentional i.e. the standard NDA paragraph was accidently left in the template by mistake. We are not aware of the Home Office using NDA for departmental staff other than this since the new guidance was introduced. However, the records examined were cross-matched from several different data sets, assembled for different purposes. 	answer	answer is ministerial correction date of answer 24/05/2019 answer text <p>In February 2013, the Permanent Secretary commissioned an investigation into information the Home Office received in relation to child abuse allegations, between 1979 and 1999. That investigation was unable to locate 114 potentially relevant Home Office files.</p><p>On 7 July 2014 the Home Secretary appointed Peter Wanless and Richard Whittam QC to carry out an independent review of the 2013 investigation.</p><p>On 29 July 2014, the Home Office Permanent Secretary directed that a physical search targeted on specific areas of the Department be undertaken to see if any of the 114 missing files could be located. This did not uncover any of the 114 missing files, though one was found prior to this exercise. As part of their Review, Wanless and Whittam interrogated what was known about each of the 114 files. We believe that this transparency is motivating employers to take action, but these regulations are new and we will be monitoring them closely.</p><p> </p><p>We continue to urge employers to go beyond the reporting requirements by publishing an action plan, setting out the steps they are taking to improve gender equality, just under half of employers did this in the first year. Since the European Social Charter came into force in the UK we have introduced a number of policy and legislative reforms that provide equivalent or greater protections for individuals in the field of equal pay.</p><p> </p><p>We have also ratified a number of international conventions which provide equivalent protections and which the UK has implemented via national legislation.</p><p> </p><p>We are fully committed to the Equal Pay protections in the Equality Act 2010. In 2014, we introduced equal pay audits for when employers are found to have breached equal pay law and in 2017 we introduced gender pay gap reporting.</p><p> </p><p>Our equal pay legislation complies with EU requirements, which are reflected in Article 4.3 of the European Social Charter. These absences include those relating to stress, as well as other mental health issues such as anxiety and depression. These conditions can be triggered by various factors.</p><p>We are committed to breaking down barriers and reducing stigma for employees living with mental health conditions. 	answer	answer is ministerial correction date of answer 07/06/2019 answer text <p>The department has been continually assessing the resourcing levels required to prepare for EU Exit across all possible scenarios, developing contingency plans in line with government policy. It is not possible to provide the number of staff who have been moved from normal duties. This is because staff are generally engaged across a range of workstreams, which will include business as usual activity as well as EU Exit preparations, across all scenarios.</p><p>To release existing capacity on to specialist roles to support the UK’s exit from the EU in an orderly manner, the Home Office took a number of reprioritisation choices in early 2019 to release capacity on to critical EU Exit roles. This was undertaken as part of a cross-government reprioritisation exercise.</p><p>As a general principle, reprioritisation decisions within the Home Office focussed on areas of its domestic work which could be scaled back or slowed, thus alleviating the need to halt these areas of work in their entirety whilst fulfilling the need to release the required numbers of specialist resource on to critical EU Exit roles.</p><p>To minimise the overall demand for internal reprioritisation, the Home Office also sought to secure resource through the Cabinet Office clearing hub, a government-wide initiative set up to meet the demands of EU Exit through cross-departmental redeployment of resource across policy and operational delivery roles.</p> answering member constituency Louth and Horncastle answering member printed Victoria Atkins question first answered 07/06/2019 13:33:23 answering member 4399 label Biography information for Victoria Atkins

	answer	answer is ministerial correction date of answer 07/06/2019 answer text <p>The Government’s Serious Violence Strategy sets out 61 actions and commitments to tackle serious violence. It places an emphasis on prevention and early intervention to tackle the root causes and steer young people away from crime in the first place alongside a robust law enforcement response.</p><p>Action delivered through the Strategy to date includes:</p><p>• Our Early Intervention Youth Fund of £22m which is already supporting 29 projects in England and Wales to deliver interventions to young people at risk of criminal involvement, gang exploitation and county lines;<br>• A new National County Lines Co-ordination Centre to tackle violent and exploitative criminal activity associated with county lines;<br>• The new Offensive Weapons Act which strengthens legislation on firearms, knives and corrosive substances;<br>• Delivering our national knife crime media campaign - #knifefree - to raise awareness of the consequences of knife crime among young people.</p><p>On 2 October 2018 the Home Secretary also announced further measures to address violent crime in the UK including:</p><p>• The £200 million Youth Endowment Fund, which will be delivered over the next 10 years to support interventions with children and young people at risk of involvement in crime and violence, focusing on those most at risk. The charity Impetus, working in partnership with the Early Intervention Foundation and Social Investment Business, is now operating the Fund</p><p>• An Independent Review of Drug Misuse, to be chaired by Dame Carol Black, which will look into ways in which drugs are fuelling serious violence. <br>• A consultation on a new legal duty to underpin a ‘public health’ approach to tackling serious violence. This consultation launched on 1 April 2019 and closes on 28 May.</p><p>The Home Office has funded five knife crime prevention projects in Nottinghamshire through the Anti-Knife Crime Community Fund since 2017 to support those most at risk of involvement in knife crime. The Home Office has also provided funding to the charity Redthread to support the expansion of their youth violence intervention scheme in hospital emergency departments and we have supported the development of this service at the Queen’s Medical Centre, Nottingham.</p><p>On 13 March, the Chancellor of the Exchequer announced an additional £100 million to tackle serious violence, which includes £80m of new funding from the Treasury. The majority of the investment will go towards supporting the police forces most affected by the violence we are seeing, but the funding will also support Violence Reduction Units, bringing together a range of agencies, including health, education, social services and others, to develop a multi-agency approach to preventing serious violence. £63.4 million of this funding has been allocated to 18 police forces most affected by serious violence to pay for surge operational activity, including increased patrols, and £1.6 million to help improve the quality of data on serious violence, particularly knife crime, to support planning and operations. 	answer	answer is ministerial correction date of answer 07/06/2019 answer text <p>Following our public consultation last year, on 21 January we published a landmark draft Domestic Abuse Bill, consultation response and research on the societal costs of domestic abuse. This work contains a ground-breaking series of measures to transform our response to all forms of domestic abuse – including economic abuse – by promoting awareness, supporting victims, tackling perpetrators and improving services.</p><p>We are explicitly including economic abuse in the proposed new statutory definition of domestic abuse in the draft Bill to acknowledge the life-changing impact that economic abuse can have on a victim’s life and to raise awareness of this issue amongst criminal justice agencies and frontline professionals.</p><p>In our Government consultation response published alongside the draft Bill we set out our commitment to fund the National Skills Academy £200,000 to develop and deliver financial capability training for frontline workers to support individuals who are experiencing economic abuse. We are also providing approximately £250,000 until 2020 to create a national advice service for banks and building societies, increase the capacity of existing telephone casework services for victims of domestic abuse and develop resources to help people identify if they are experiencing economic abuse.</p><p>In addition, we are working closely with UK Finance to support their work to encourage banks and the wider financial services sector to improve the support they provide to victims of domestic abuse accessing their services, such as the voluntary Code of Conduct for banks to sign up to and a Consumer Information Pack setting out for victims what support they can expect from their bank. Work to determine the cost of implementation is proceeding and an announcement will be made in due course.</p><p> </p><p>The Equality and Human Rights Commission (EHRC), which enforces the Equality Act, recently delivered a Legal Support Project to increase access to justice for people experiencing disability discrimination. Where the service is available, all children that are potential victims of trafficking are eligible for support.</p><p>The Independent Review of the Modern Slavery Act led by Frank Field, Baroness Butler-Sloss and Maria Miller has recently considered Section 48 of the Modern Slavery Act 2015, which makes provisions for ICTAs. The Serious Violence Strategy sets out the Government’s approach, which depends on a multi-agency approach working across several sectors and stresses the importance of early intervention to tackle the root causes.</p><p>Since launching the Strategy in April last year, we have progressed in deliver-ing on our key commitments which support early intervention and prevention <br>including: <br>• delivery of the Early Intervention Youth Fund of £22m which is supporting 29 projects in England and Wales, with over £4m of funding to <br>London projects including a Pan London rescue and response county lines project which targets young people up to the age of 25 who are <br>being exploited, or at risk of exploitation, through county lines;<br>• delivery of the anti-knife crime Community Fund which provided £1.5m in 2018/19 to support 68 projects, with a continued focus on local multi-strand partnership approach to tackling serious violence. The Immediate Theatre, Hackney received £30k from the 2018/19 Fund to deliver <br>positive community activities to people living in an area of high crime; and <br>• delivery of the national knife crime media campaign – #knifefree - to raise awareness of the consequences of knife crime.</p><p>In addition, on 1 April we launched a public consultation on a new legal duty to support a ‘public health’ multi-agency approach to preventing and tackling serious violence. This statutory duty would make serious violence a top priority for all key partners, ensuring that they are working together to prevent young people being caught in the criminal cycle. The consultation, closes on 28 May, can be found on the Gov.UK website at: <a href="https://www.gov.uk/government/publications?departments%5B%5D=home-office&amp;publication_filter_option=consultations" target="_blank">https://www.gov.uk/government/publications?departments%5B%5D=home-office&amp;publication_filter_option=consultations</a></p><p>On 13 March the Chancellor of the Exchequer announced a further £100m funding in 2019/20 to help in the police’s immediate response to the rise in serious knife crime, enabling priority forces to immediately begin planning to put in place the additional capacity they need. £63.4m of this funding has already been allocated to 18 police forces worst affected by serious violence to pay for surge operational activity, such as increased patrols. This includes £20.84m to the Metropolitan Police Service. £35m of this Serious Violence Fund will support the setting up of Violence Reduction Units (VRUs) and associated preventative activity in areas most affected by serious violence.</p><p>In October 2018 the Home Secretary announced a ten-year £200m Youth Endowment Fund, focused on targeted early intervention with those children and young people most vulnerable to involvement in serious violence. This will form an important part of the multi-agency, public health; approach to serious violence.</p><p>On 1 April 2019 the Prime Minister hosted a Serious Youth Violence Summit at 10 Downing Street, with the support of the Home Secretary and Secretaries of State. The central aim of the summit was to ensure a shared understanding and commitment to a multi-agency, ‘public health’ approach to tackling knife crime and serious violence more generally. An outcome of the Summit is the creation of a new Ministerial Taskforce, chaired by the Prime Minister, to drive cross-government action. The prime contractor for the Victim Care Contract, The Salvation Army, is responsible for ensuring that all subcontracted provision meets the needs of victims. The Salvation Army conducts regular safeguarding reviews and it has a duty to escalate to the Home Office any safeguarding concerns that it finds. This is why it is vital that we continue to work closely with retailers, the police and others to tackle these crimes.</p><p>The Home Office Commercial Victimisation Survey (CVS) is a survey of the extent of crime against business premises in England and Wales and includes a specific focus on crimes against wholesale and retail premises. Compared to the 2016 survey results, the 2017 CVS showed a statistically significant increase in assaults and threats (up from 524 incidents per 1,000 premises to 1,433 incidents per 1,000 premises).</p><p>To address this issue I chair the National Retail Crime Steering Group (NRCSG) which brings together partners including the police, trade bodies and retailers and oversees a range of work to tackle retail crime, including violence and abuse towards shop workers.</p><p>In addition, on 5 April the Home Office launched a call for evidence on violence and abuse towards shop staff. The aim of this work is to strengthen our understanding of the issue, including how existing legislation is being applied. Friend the Minister for Women and Equalities has frequent discussions with cabinet colleagues on a range of equalities matters.</p><p> </p><p>The Department for Health and Social Care lead on policy relating to the human papillomavirus (HPV) vaccine. Advice from the Joint Committee on Vaccination and Immunisation is that there may be considerable benefit in offering the HPV to other individuals who have a similar risk profile to that of the men who have sex with men (MSM) population attending Specialist Sexual Health Services and/or human immunodeficiency virus (HIV) clinics. This involves applying for a Gender Recognition Certificate, which can then be used to obtain a new birth certificate. This process is only open to those aged 18 and over.</p><p> </p><p>Medical transition is governed by the NHS, and surgery is not available to those under the age of 18. This sets out that while criminal exploitation is the most common exploitation type within county lines, victims are sometimes subjected to sexual exploitation and these victims are largely female. The assessment also points out the likelihood that females are underrepresented as both victims and perpetrators of county lines criminality. <br> <br>Work is ongoing to protect those who are exploited and target county lines offenders. The Home Office has provided £3.6m to establish the National County Lines Coordination Centre (NCLCC) to enhance our cross border intelligence and activity on county lines and to better safeguard and protect victims of county lines. Non -British victims residing in the UK are able to apply for support from authorities, many of whom will have statutory obligations to support victims.</p><p>For individuals in the UK who are married, or partners of, British or settled sponsors and who claim to be victims of abuse, there is the option of applying for immediate crisis support under the Destitute Domestic Violence Concession (DDVC). In addition, funding has been made available via the tampon tax, to support a range of support networks. In March of this year, a further £1,090,000 was made available to specifically to be used to provide safe accommodation, and other support functions.</p><p>The new Domestic Abuse Bill will be the platform for delivering changes to support victims and will enable victims to have the ability and confidence to report these crimes. We will carefully consider recommendations from the Joint Scrutiny Committee about reviewing the scope of the DDVC and look forward to seeing report from the Joint Committee on the draft Bill. We will also want to consider the evidence – both written and oral – submitted to the Joint Committee on the Draft Domestic Abuse Bill and any recommendations made by that Committee. GEO staff are employees of the Cabinet Office, who are responsible for collecting workforce diversity and inclusion data. GEO does not have access to this data as the size of GEO means that individual members of staff could be identifiable.
