Information from previous financial years has been archived in line with the Criminal Injuries Compensation Authority’s (CICA) data retention policy.</p><p> </p><p>Terrorism is not defined for the purposes of the Criminal Injuries Compensation Scheme. Victims are compensated for the injuries they have sustained rather than the nature of the incident (with the exception of sexual assault or abuse).</p><p> </p><p>To support consistent decision-making, CICA does record the nature of the incident where it identifies the potential for multiple applications in relation to the same circumstances. 	answer	answer is ministerial correction date of answer 06/06/2019 answer text <p>The Government is committed to ensuring victims of sexual abuse feel that they can come forward to report abuse, and that they can get the support they need, whether they are a child or an adult. That is why we provide grant funding for victim support services across the country, which victims can access throughout their lifetime.</p><p> </p><p>The nature of this funding has evolved over time to reflect changes in demand and the changing nature of crime; hence we are unable to provide a consistent breakdown of funding since 2010.</p><p> </p><p>Since 2016/17, the Ministry of Justice have provided around £7m per year of ring-fenced funding specifically for provision of support to victims of recent and non-recent child sexual abuse (CSA). In 2018/19, this included £4.7m provided to the Police and Crime Commissioners to locally commission or deliver such services, £1.74m allocated directly to rape support centres and £0.58m allocated to a fund maintained by the Home Office for national and regional organisations supporting victims of recent and non-recent CSA. This funding is not age-restricted; hence we are unable to provide information around how much has been allocated to support individuals under 13.</p><p> </p><p>Victims and survivors of child sexual abuse are also supported by the NHS England-funded Sexual Assault Referral Centres (SARCs), which are open to all victims of sexual violence regardless of age and provide a range of services including crisis worker support and psychological therapy sessions to address any of victims’ immediate needs. The report of the review is due to be published in the Autumn.</p><p> </p><p>No other Tailored Reviews, which are reviews of Arms Length Bodies, are currently underway and there are no plans to conduct any other reviews as part of the current programme which concludes at the end of 2019/20.</p><p> </p><p>The Ministry of Justice does not hold a central record of reviews commissioned by the department. Problem solving approaches are however being employed to address complex needs of offenders and resolve substance misuse/mental health problems in the community:</p><ul><li>We are working with the Department of Health and Social Care, NHS England, HM Prisons and Probation Service and Public Health England on a protocol to support the greater use of community sentences with treatment requirements in courts. The Community Sentence Treatment Requirement protocol is operating across five courts within England (as health is devolved in Wales). These sites are Milton Keynes, Northampton, Birmingham, Sefton and Plymouth.</li></ul><p> </p><ul><li>The roll-out of NHS England’s Liaison and Diversion services also supports our efforts to intervene early for vulnerable offenders and divert them into services that address the underlying causes of offending. This service is currently operating across over 90% of England with full roll-out expected by 2020/21.</li></ul><p>Problem-solving courts and initiatives are in use in family proceedings where families can get help to address their problems and reduce the likelihood of children being taken into care. Family, Drug and Alcohol Courts, which look to address substance misuse and related problems in the home, are operating in a number of local authority areas including London, Southampton, Coventry and Leeds. The strategy launched an ambitious programme of work which will take several years to deliver. So far, we have published a new Women’s Policy Framework, Lord Farmer’s Review for Women and invested £5m to support community provision for female offenders and women at risk of offending</p><p>We are committed to monitoring progress over time and taking action to deliver the outcomes we set out to achieve. 	answer	answer is ministerial correction date of answer 14/06/2019 answer text <p>The Female Offender Strategy recognises the role that holistic community services can play in supporting vulnerable women in contact with or at risk of entering the justice system. These services work to support women to address the often complex needs that underlie their offending behaviour.</p><p>This is why, as part of the Female Offender Strategy, we have invested £5 million of funding over two years in community provision for women. This funding will help to sustain and enhance existing services, and create new services where there is currently a gap. This is in addition to the £1 million invested between 2016 and 2020 to support local areas to respond to the needs of female offenders by adopting a multi-agency approach.</p><p>Services such as women’s centres receive funding from a range of sources. We will continue to look at the scope to increase the sustainability of the sector as we take forward the delivery of the Strategy in its second year.</p><p>In the strategy we also committed to develop a ‘residential women’s centre’ pilot in at least five sites across England and Wales. The aim of the pilot will be to develop an evidence base for how we might reduce the numbers of women entering and re-entering custody for short periods. We want to make sure the models we take forward are sustainable, scalable and appropriate for the local context of each site. We have recently concluded our first phase of consultation with stakeholders, partners and providers to inform our scoping. 	answer	answer is ministerial correction date of answer 14/06/2019 answer text <p>It is for the independent Parole Board to review the detention of those prisoners serving an IPP sentence who have completed their tariff period. The Board will direct the release of these prisoners only if it is satisfied that the levels of risk posed to the general public are reduced enough that the National Probation Service and its partner agencies can safely manage them in the community under supervision. Therefore, whilst every female prisoner serving the IPP sentence should have a sentence plan, it is not possible for an offender manager to include a release date in the sentence plan.</p><p> </p><p>A range of initiatives are in place, as part of the joint action plan, co-owned by HM Prison and Probation Service and the Parole Board, which are having a positive impact on the progression of women serving an IPP sentence. The initiatives include ensuring that there is a sufficient supply of places on offending behaviour programmes, to meet the demand in prisoners’ sentence plans.</p><p> </p><p>On 27 June 2018 we published our strategy for female offenders.
