We have undertaken significant work, and prepared legislation, in order to ensure that technical, operational and legal arrangements are in place to seek to maintain the Single Electricity Market whatever the circumstances. We recognise the need to have in place a common set of rules across the Single Electricity Market that govern the arrangement. The exact nature of these is still to be agreed as part of the negotiations.</p><p> </p><p>Once the UK leaves the EU it will no longer participate in or contribute to the EU institutions including the Court of Justice of the European Union (CJEU). We were the first major economy to legislate for a net zero target and have already made great progress towards it. Since 1990 we have reduced emissions by 42% while growing our economy by 72%.</p><p>The Government’s Clean Growth Strategy and Industrial Strategy set out strong frameworks to deliver the target in a way that maximises the economic benefits of our transition to net zero. This includes building on our strengths in electric vehicles and offshore wind. In 2018, 1 in 5 battery electric cars sold in Europe were built in the UK[1] and we are spending nearly £1.5 billion out to 2021 to support the take-up of ultra low emission vehicles. The UK has the largest offshore wind capacity in the world, with 34% of global capacity[2]. At the latest contracts for difference allocation round, 12 renewable electricity projects won contracts at record low costs. The auction has delivered enough energy to power 7.2m homes by 2025.</p><p>On 15 October, the Government published its response to the CCC’s latest annual Progress Report, setting out the suite of recent announcements made in support of our net zero target, and describing further actions that the Government will take to deliver net zero and meet our carbon budgets. 	answer	answer is ministerial correction date of answer 23/10/2019 answer text <p>Sustainable biomass is currently eligible for support under the Contract for Difference (CFD), the Smart Export Guarantee (SEG) and the Renewable Heat Incentive (RHI).</p><p> </p><p>We have announced that all support for coal to biomass conversions will end in 2027.</p><p> </p><p>The consultation on ‘Renewable Heat Incentive: biomass combustion in urban areas’ included the question of excluding new biomass installations in urban areas on the gas grid. A government response will be published in due course. 	answer	answer is ministerial correction date of answer 17/10/2019 answer text <p>This Government is committed to delivering net zero emissions by 2050 which will require significant effort in all sectors. We are currently considering next steps in the light of the recent commitment to net zero. In power, we have made great progress in decarbonising electricity generation whilst meeting demand, and over half our electricity generation was from low-carbon sources last year, up from 23% in 2010.</p><p> </p><p>As we continue to reduce emissions the exact mix of the electricity system will be affected by the approach to decarbonisation in other sectors, technology costs and the emergence of new technologies. It is not for government to prescribe the proportion of generation that will come from any specific technology in 2050; rather the role of government will be to enable the market to deliver the levels of deployment required whilst minimising both emissions and systems costs.</p><p> </p><p>A diverse mix is likely to be required. We agree with the CCC Net Zero report that the falling cost of renewables means that they are likely to provide the majority of capacity in any low cost, low carbon system. Renewable generation would be complimented with firm low-carbon generation provided from sources such as nuclear and gas or biomass generation with carbon capture, usage and storage.
