We continue to monitor the impact of COVID-19 on disabled people using existing and new data sources.</p><p> </p><p>The Minister for Disabled People, Health and Work has had discussions with charities, disabled people's organisations and individuals to understand the range of experiences disabled people have had during the COVID-19 pandemic and to identify the support needed as lockdown restrictions are eased.</p><p> </p><p>We are ensuring that disabled people continue to have access to disability benefits, food, medicines, essentials, accessible communications, updated guidance, including workplace and transport related guidance, as well as financial and other support during the COVID-19 outbreak.</p><p> </p><p>The Government continues to provide disability employment support through initiatives such as Access to Work, Disability Confident, the Work and Health Programme, Intensive Personalised Employment Support, and other forms of support that disabled people need to retain, adapt and move into employment.</p><p> </p><p>The Cabinet Office Disability Unit continues to work with disability stakeholders and across Government Departments to ensure that the needs of disabled people are considered in the UK Government’s response to COVID-19. We are clear that consideration of equality impacts must be integral in all key policy decisions. All equality and discrimination laws and obligations continue to apply during the COVID-19 pandemic.</p><p> </p><p>We will publish the National Strategy for Disabled People taking into account the impacts of the pandemic on disabled people. The consultation set out proposals to encourage all employers to take positive action to support employees who are managing health conditions in work, and to manage sickness absence more effectively.</p><p><strong>Background</strong></p><p>The consultation closed in October 2019. We have received a good response from a range of stakeholders and we are currently reviewing the detailed responses to inform decisions on next steps.</p><p> </p><p>The consultation included proposals across four major policy areas:</p><p>1. Amend the legal framework to encourage early action to support individuals when they are absent from work and to facilitate more conversations to agree effective workplace modifications;</p><p>2. Reform of Statutory Sick Pay (SSP) so that it is better enforced, more flexible, and support the lowest paid employees;</p><p>3. Measures to improve availability of high-quality, cost-effective occupational health (OH) services for employers; and</p><p>4. Improving Lives: the Future of Work, Health and Disability is our strategy for helping people with disabilities or health conditions enter and remain in employment. It includes details of several initiatives that will help support disabled people, including people with autism, in making a successful transition to employment. For example:</p><p> </p><ul><li>The Work and Health Programme will provide innovative support for around 275,000 people over five years. The majority of people of starting on the programme (around 220,000) will be disabled people, including people with autism, who can volunteer for the programme at any time.</li></ul><p> </p><ul><li>The Personal Support Package for people with health conditions and disabilities, with a range of new interventions and initiatives designed to provide support that is tailored to the individual needs of claimants, including people with autism</li></ul><p> </p><ul><li>Access to Work is a demand-led, discretionary grant scheme which offers advice and in-work support to disabled people, including those with autism, above the level of statutory reasonable adjustments. An Access to Work customer may receive an award of up to £59,200 p.a. to pay for support to help them to enter or retain employment. This can include help with getting to work.</li></ul><p> </p><ul><li>Through the Disability Confident scheme, DWP is engaging with employers, offering online guidance and helping to promote the skills, talents and abilities of disabled people, including people with autism and associated hidden impairments</li></ul><p> </p><ul><li>We are also continuing to build on local initiatives in jobcentres, to ensure that we deliver a consistently supportive service across Jobcentre Plus. In doing so, we have balanced the need to provide additional support for employees who are sick, self-isolating or shielding due to coronavirus and are unable to work as a result, with considerations about the burden on employers.</p><p> </p><p>Temporarily suspending waiting days ensures SSP is payable from day one of a period of absence, rather than day four, to encourage people to follow government advice to prevent the spread of coronavirus.</p><p> </p><p>We consulted last year on a range of measures, including reform of SSP, designed to reduce ill-health related job loss. We will bring forward proposals on next steps later this year.</p><p> </p><p>SSP is just one part of the government’s safety net. 	answer	answer is ministerial correction date of answer 03/02/2021 answer text <p>Government has worked with large employers and expert partners to develop a voluntary reporting framework (VRF) to support organisations to record and voluntarily report information on disability, mental health and wellbeing in the workplace; thereby encouraging employers to be more transparent and start having open conversations about disability and health at work. We continue to work with employers and expert partners to promote its usage, including requiring new and renewing Disability Confident Leaders (Level 3) to use it. 	answer	answer is ministerial correction date of answer 20/01/2020 answer text <p>We continue to raise awareness of Access to Work throughout the country, including Scotland, using a targeted marketing approach; focusing on previously underrepresented groups such as young people, people with mental health conditions and people with learning disabilities.</p><p> </p><p>Access to Work funding is not allocated on a regional basis. The scheme is available for anyone aged 16 or over who lives in England, Scotland or Wales and who has a disability or health condition (physical or mental) that makes it hard for them to do parts of their job or get to and from work. 	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>The new Health and Work Conversation allows work coaches to build engagement with claimants with disabilities and health issues. Work Coaches are given comprehensive training to build their empathy skills and help them to actively listen to claimants. In addition, two new specialist job roles were introduced into Jobcentres from April 2019 - a revised Disability Employment Adviser role, bringing together the current role and incorporating elements of the Community Partner and Small Employer Adviser roles, and a new Disability Employment Adviser Leader role. These new roles will be instrumental in driving the government’s commitment to providing high quality support to disabled people and those with health conditions, including autism spectrum conditions. In total, more than 800 people will be employed in these new roles.</p><p> </p><p>Work Coaches can refer individuals to a range of personalised support, which can include specialist interview training, through programmes like The Work and Health Programme. Work and Health Programme providers have links to organisations with extensive knowledge of autism spectrum conditions, including Autism Plus, Triple A (All About Autism), Autism Anglia, Autism Spectrum Connections CYMRU (ASCC), Gwent Integrated Autism Service, and The Autism Directory.</p><p> </p><p>By the end of 2019 we will have rolled out our new Intensive Personalised Employment Support Programme, which will provide highly personalised packages of employment support for disabled people, including people with autism spectrum conditions, who are at least a year away from moving into work.</p> answering member constituency North Swindon answering member printed Justin Tomlinson question first answered 23/07/2019 10:10:39 answering member 4105 label Biography information for Justin Tomlinson

Specifically, the Equality Act requires employers to make reasonable adjustments in relation to the disabled employee’s job or application for a job.</p><p> </p><p>The Government plans to publish a National Strategy for Disabled People this year to ensure that all disabled people can play a full role in society. As a signatory to the convention, the UK remains committed to the progressive realisation of the rights for disabled people that it sets out. The Equality Act 2010 enshrines the rights of people in England, Scotland and Wales with any of nine protected characteristics to live free from discrimination, harassment or victimisation and have equal opportunities in domestic law.
