star this property answer text <p>Prevent plays an essential role in stopping vulnerable people being drawn into terrorism.</p><p>The Independent Review of Prevent will look at the effectiveness of the Government’s strategy to protect vulnerable people from being drawn into terrorism. It will also make recommendations for the future.</p><p>The process for the appointment of the Independent Reviewer of Prevent was published on 27 April 2020. A fair and open competition to appoint the next Independent Reviewer invited applicants to demonstrate their independence, expertise, credibility, written and analytical skills, and resilience. A panel, led by an independent chair, convened to assess each application against the essential criteria and decide who to recommend to Ministers for interview.<em> </em>Following the interviews, the panel’s advice on the appointable candidates was sent to Ministers for a decision on who to appoint. Ministers found that Mr Shawcross met these criteria and possessed the right range of skills and experience to conduct this important Review. To protect the confidentially of candidates, details of applications are only shared with relevant stakeholders in the recruitment process. The appointment was completed in accordance with the Governance Code on Public Appointments, which sets out the regulatory framework for public appointments processes. It is not part of that process to consult external bodies in advance of the appointment being made.</p><p>As Mr Shawcross has accepted the appointment, he is responsible for the conduct and recommendations of the Independent Review. The Home Secretary cannot predetermine the findings of the Review.</p>

star this property answer text <p>In the recently published end-to-end rape review the Government set out its position that victims of rape should feel confident that only data that is relevant to their investigation will be taken from their digital devices.</p><p>We will enable this by providing strong protections for victims’ most sensitive personal information in law, enabled by the appropriate technology.</p><p>The information extraction clauses under Chapter 3 of the Police, Crime, Sentencing and Courts Bill will ensure that only information that is necessary and proportionate for an investigation is asked for from a victim.</p><p>The Code of Practice that will accompany the PCSC Bill provides detailed guidance on when and how these powers should be used. The code makes clear that device users have the right to refuse, and it also contains specific guidance on the use of the powers with victims who may be vulnerable due to the trauma they may have experienced and who may need more support.</p><p>However, legislation is only part of the solution. Whilst there are some promising new technologies, existing data extraction technology does not always provide the ability to limit appropriately what is being taken from a digital device.</p><p>To directly tackle this challenge, we will be bringing the Criminal Justice System and industry together through a joint Ministerial led technology summit to develop rapid, innovative, technological solutions. With digital evidence increasing in volume and prevalence, it is vital that we harness technology to find solutions to challenges in capacity and in our capability to effectively extract, analyse and review only relevant data from digital devices in a way which fast and not intrusive for the victim,</p><p>Using the Summit to identify innovative solutions, we will work with the policing sector to trial technologies through via Operation Soteria to identify where innovations can be scaled up at pace to make a difference for victims. The Summit will also build valuable, sustainable partnerships to ensure we continue to innovate, at pace, as threats and challenges evolve.</p>

These changes were implemented on 01 April for new applicants and come into effect on 01 October 2021 for any existing licence holders seeking to renew their licence.</p><p>These changes were proportionate and measured. The SIA conducted robust research across the industry on the necessary skills and training standards, working with front line industry experts to frame the specifications, and carried out two rounds of public consultation on the qualification specifications. Home Office Ministers accepted the SIA’s proposals and advice on standards and impact and are content the SIA has considered all necessary aspects regarding the operational impact on businesses/ employers and individual licence holders. In addition, the SIA are engaging in a continuous communications campaign to ensure that licence holders and private security businesses are aware of the requirements for additional safety-critical training, which will continue up until and after the 01 October.</p><p>Licensing is by application from individuals, therefore a final assessment of the full impacts on individual licensing and the sector will be considered by the SIA in due course. All other commercial considerations are for businesses/ employers and are not regulated by the SIA. However, as the regulator, the SIA continues to work closely with the private security industry and individuals on all aspects of licensing standards and will consider any further evidence raised by the private security sector.</p>
