We know that domestic abuse affects a wide and disparate group and that a “one size fits all” approach is not appropriate to support all victims, especially those with specific needs and vulnerabilities, including ethnic minority victims.</p><p> </p><p>The College of Policing’s Authorised Professional Practice on domestic abuse sets out that victims may have specific needs or issues relating to their cultural background or immigration status which should be considered when understanding risk and vulnerability of the victim. The Government continues to encourage forces to take on the College of Policing’s Domestic Abuse Matters training, which includes specific training on intersectionality and the different impacts of domestic abuse on black and minority ethnicity communities. It will also make recommendations for the future.</p><p>The process for the appointment of the Independent Reviewer of Prevent was published on 27 April 2020. A fair and open competition to appoint the next Independent Reviewer invited applicants to demonstrate their independence, expertise, credibility, written and analytical skills, and resilience. A panel, led by an independent chair, convened to assess each application against the essential criteria and decide who to recommend to Ministers for interview.<em> </em>Following the interviews, the panel’s advice on the appointable candidates was sent to Ministers for a decision on who to appoint. Ministers found that Mr Shawcross met these criteria and possessed the right range of skills and experience to conduct this important Review. To protect the confidentially of candidates, details of applications are only shared with relevant stakeholders in the recruitment process. The appointment was completed in accordance with the Governance Code on Public Appointments, which sets out the regulatory framework for public appointments processes. It is not part of that process to consult external bodies in advance of the appointment being made.</p><p>As Mr Shawcross has accepted the appointment, he is responsible for the conduct and recommendations of the Independent Review. A comprehensive assessment of the ethnic population across the criminal justice system, including in prisons, published on 2 December, can be found in the <em>Ethnicity and the Criminal Justice system</em>. This now includes data-sharing on the educational background of offenders, broken down by ethnicity. The Youth Justice Board’s report <em>Understanding Racial Disparity </em>was also published on 2 December.</p><p> </p><p>Operational agencies covering criminal justice undertake their own analysis and develop measures to address differences where they cannot be explained or justified by other factors, such as offence type or geography. 	answer	answer is ministerial correction date of answer 14/09/2021 answer text <p>We are committed to driving down rural crime, which is why the Government provides funding for the police’s National Wildlife Crime Unit and fully supports the National Police Chiefs’ Council’s Rural Affairs Strategy, which helps provide a better rural focus in policing. Delivery of the Strategy is supported by the Government’s recruitment of an additional 20,000 police officers over the next three years to ensure that the public are protected against crime, including rural crime. 	answer	answer is ministerial correction date of answer 20/01/2022 answer text <p>The Government takes the supply of substances for their psychoactive effect seriously. There are legitimate uses for nitrous oxide, such as in medicine, dentistry and as a propellant for whipped cream canisters, but those who supply nitrous oxide who know, or who are reckless as to whether, it will be used for its psychoactive effect may be subject to a maximum sentence of seven years’ imprisonment, an unlimited fine, or both under the Psychoactive Substances Act 2016.</p><p>On 3 September, the Government asked the independent statutory advisory body, the Advisory Council on the Misuse of Drugs, to provide an updated assessment of the harms of nitrous oxide, including whether it should be controlled under the Misuse of Drugs Act 1971. The ACMD is independent of Government and provides a broad range of recommendations, including advice on legislative changes.
