star this property answer text <p>HM Courts &amp; Tribunals Service is currently investigating how to appropriately evaluate optimum utilisation rates for courts and tribunals, looking at past data on utilisation and performance. We anticipate that this analytical work will be completed prior to the publication of any further proposals regarding the court or tribunal estate.</p><p> </p><p>Maintaining effective access to justice will be the top priority when making decisions about the future of courts and tribunals buildings.</p><p> </p><p>The closure of any court is not taken lightly and, where a service is moved outside the local area, will only follow a full public consultation. To date, courts that have closed have been dilapidated, too close to another or underused. All money raised from the sale of buildings since 2016 has been reinvested back into the justice system.</p> more like this

star this property answer text <p>Since the start of the reform programme in 2015/16, approximately £130m has been raised from the sales of surplus buildings. We are reinvesting every penny into modernising the justice system to provide swifter and easier access to justice for all.</p><p> </p><p>The closure of any court is not taken lightly – it only happens following full public consultation and when communities have reasonable access to alternative courts. Courts that have closed were either underused, dilapidated or too close to one another.</p><p> </p> more like this

star this property answer text <p>I can confirm that Her Majesty’s Courts &amp; Tribunals Service spend on (a) the development of the Common Platform was £37.3m (this includes both Crown and Magistrates systems) and (b) £5.2m on other digital projects in relation to the Crown Court in the financial year 2018-19. This excludes ongoing support charges.</p><p> </p><p>The Common Platform is intended to deliver a unified way of digital working for HMCTS and CPS staff and the wider participants in the criminal case management process. Through digital working, we will improve the experience for court users and those working within the criminal justice system, whilst reducing cost and maintaining transparency.</p> more like this

star this property answer text <p>The HMCTS estate consists of more than 350 buildings, many of which are large and historic. It is not unusual for an estate of this size and nature to require regular repair and maintenance. Repair requests are logged with our Facilities Management provider – Equans, and typically more than 2,000 urgent repairs are being completed across the estate each month with an average completion time of 7 days.</p><p> </p><p>Last year this Government provided £105m in additional capital funding for building improvements, taking total capital spend on the court estate to over £150m. This year HMCTS are budgeting to spend £105m on capital maintenance and estate projects, to enhance the resilience of our estate and maintain capacity to help our courts recover.</p><p> </p><p>Below is a list of court buildings that currently have the highest number of urgent repair requests to be completed, although this can change regularly.</p><p> </p><ol><li>Southwark Crown Court</li><li>Snaresbrook Crown Court</li><li>Inner London Crown Court</li><li>Croydon Magistrates’ Court</li><li>Royal Courts of Justice – Main Building</li><li>Isleworth Crown Court</li><li>Nottingham Magistrates’ Court</li><li>Manchester Crown Court (Crown Square)</li><li>Manchester Civil Justice Centre</li><li>Liverpool QE2 Crown Court</li></ol><p>The three most common type of repair works across our estate are lighting faults, cooling and heating.</p><p><br> The average completion time for urgent repair works is one week.</p><p><br> The HMCTS estate is kept under regular review; spending is prioritised to ensure that buildings are safe, secure, meet statutory requirements and protect continuity of service.</p>

star this property answer text <p>Building Champions play an important role in how our court and tribunal buildings are maintained. Acting as a central contact for staff and the judiciary at every HMCTS site, they monitor the condition of their building, and initiate repair works with our Facilities Management provider, alongside their day to day roles.</p><p> </p><p>Working with staff and judiciary they ensure potential impacts on court users are minimised. They also ensure that maintenance tasks are given an appropriate level of priority. Since building champions have been established, they have significantly improved the way that repair works are identified, prioritised and delivered.</p><p><br> Repair requests are logged with our Facilities Management provider – Equans, and typically more than 2,000 urgent repairs are being completed across the estate each month with an average completion time of 7 days. There are no plans to publish this information regularly.</p> more like this

star this property answer text <p>In some instances, the failure of a key system such as heating or cooling has made it necessary to close a court or tribunal building to conduct critical maintenance or repair works.</p><p>When planning all necessary repair and maintenance works, minimising impacts on court users is paramount. The scheduling of repair and maintenance works is developed in consultation with local judiciary and court &amp; tribunal staff to remove or minimise impacts to the operational business. This can be achieved by conducting works outside of business hours or staging works across different areas of a building to avoid a complete closure.</p><p>The HMCTS estate is kept under regular review; spending is prioritised to ensure that buildings are safe, secure, meet statutory requirements and protect continuity of service.</p> more like this

star this property answer text <p>The health, safety and wellbeing of all HMCTS colleagues is taken extremely seriously. For our Common Platform programme, we have assessed risk throughout, and continue to keep it under review. At an organisational level, that assessment has been documented through a Change Impact Assessment, Public Sector Equality Analysis and a Workforce Equality Analysis, which remain under regular review. At a local/site level, risk assessments for particular areas of risk are documented using standard organisational templates where required. This meets the obligations we hold, and satisfies us that risks are suitably and sufficiently managed.</p> more like this
