	answer	answer is ministerial correction date of answer 13/05/2020 answer text No individual is excluded from giving blood, platelets or plasma based on sexual orientation. However, all men must wait three months after having sexual contact with another man before donating. This is based on expert advice from the Advisory Committee on the Safety of Blood, Tissues and Organs.<p>The three-month deferral period is to reduce the risk of any very recently acquired infections not being detected on screening and further tests. For that reason, the current donor selection guidelines remain in place for the convalescent plasma donation programme.</p><p>The Equality Act 2010 states that blood services do not contravene anti-discrimination legislation by excluding people from donating blood as long as this exclusion or deferral is based on a reasonable and reliable assessment of risk to the public.</p><p>We recognise that people want to be considered as individuals as much as possible. Separately to the convalescent plasma trial, NHS Blood and Transplant are already working collaboratively with LGBT+ groups on blood donation, through the FAIR (For Assessment of Individualised Risk) steering group. 	answer	answer is ministerial correction date of answer 03/06/2020 answer text NHS dentistry was reorganised in late March along with other NHS primary care services to minimise face to face care to contain the spread of COVID-19 during the peak of the pandemic. Dentists were asked to suspend all routine treatment and instead to offer urgent advice and, where required, prescriptions for antibiotics by telephone. Urgent treatment was made available through urgent dental centres (UDCs) set up in each National Health Service region<p /><p /><p />As of 25 May there are currently over 550 UDCs open. Patients are triaged into UDCs by their own dentistry or through NHS 111. The urgent dental centres are expected to provide, where urgently needed, the full range of dental treatment normally available on the NHS<p /><p /><p />The NHS England and Improvement guidance issued from the Chief Dental Officer on 25 March applied directly only to NHS dental care. When providing private care dentists should consider any advice or guidance issued by regulators, the relevant professional body, Chief Professional Officers, or the NHS, as appropriate. All official guidance should be considered in delivery of private or NHS treatment but guidance issued to the NHS is only binding for NHS care<p /><p /><p>NHS England and Improvement announced on 28 May that NHS dentistry outside urgent care centres will begin to restart from 8 June with the aim of increasing levels of service as fast as is compatible with maximising safety. It set out a clear framework for commissioners to reduce inpatient capacity by developing more community services for people with learning disabilities or autistic people with behaviour considered challenging.</p><p>The NHS Long Term Plan prioritises services for children and young people and commits to achieving at least a 50% reduction in the number of people with a learning disability or autism who are inpatients, compared to the figure in 2015, by the end of 2023/24.</p><p>Developing new models of care for those at the highest risk of being subject to restrictive practice was one of the recommendations made by the Care Quality Commission in the interim report of its thematic review of restraint, seclusion and segregation. We have accepted the report’s recommendations in full. 	answer	answer is ministerial correction date of answer 23/05/2019 answer text <p>‘Building the right support’, published in 2015 by NHS England, the Local Government Association (LGA) and the Association of Directors of Adult Social Services (ADASS) is the national plan in England for reducing the number of people with learning disabilities or autistic people who are inpatients in mental health hospitals. It set out a clear framework for commissioners to reduce inpatient capacity by developing more community services for people with learning disabilities or autistic people with behaviour that challenges. The expectation was for a reduction in inpatient numbers of between 35 and 50% by March 2019.</p><p>By the end of April 2019, inpatient numbers had reduced by 22%. National Health Service planning guidance for 2019/20 requires a 35% reduction in inpatients compared to 2015 no later than the end of 2019/20. The LGA and ADASS, as key delivery partners of the Transforming Care programme, will continue to support work to improve provision of suitable accommodation and services in the community and the Department of Health and Social Care and the Department for Education will remain accountable for ensuring that children and young people receive the support they need.</p><p>The NHS Long Term Plan prioritises services for children and young people, providing a clear focus on improving the health and wellbeing of children and young people with learning disabilities and/or autism, as well as committing to implementing ‘Building the right support’ in full, achieving at least a 50% reduction in the number of people with a learning disability or autism who are inpatients, compared to the figure in 2015, by the end of 2023/24.</p><p>The Long Term Plan sets out specific commitments to achieve this by developing new models of care to provide care closer to home and investing in intensive, crisis and forensic community support. By 2023/24 children and young people with a learning disability, autism or both with the most complex needs will also have a designated keyworker. These will be initially provided to children and young people who are inpatients or at risk of being admitted to hospital.</p><p>Local health systems have been asked to develop plans for implementing the Long Term Plan’s commitments.
