unstar this property answer text <p>The UK is steadfast in its position that all parties must uphold International Humanitarian Law and we call on our friends and partners to do so. Israel has the right to defend itself proportionately and its military operations must be conducted in accordance with International Humanitarian Law. All parties to a conflict must ensure that their actions are proportionate and necessary, affording innocent civilians the protection that is their right under international law. Civilians must be respected and protected. Both the Prime Minister and the former Foreign Secretary have, in their discussions with their Israeli counterparts, emphasised the importance of taking all possible measures to protect civilians. The President of Israel, Isaac Herzog, has stated that Israel will operate in accordance with international law. The UK Government is closely following the security situation in the Middle East and maintains a regular dialogue with international counterparts. The Foreign Secretary and his ministerial team continue to receive legal advice on all matters related to foreign policy, including the situation in Israel and Gaza. We will continue to use all the tools of British diplomacy to sustain the prospects of peace and stability in the region.</p>

unstar this property answer text <p>We have no means of independently verifying numbers and it is difficult for organisations like the UN to accurately verify numbers. The UK, however, remains committed to the safety and security of those in Gaza and our focus right now is getting humanitarian aid into Gaza and to ordinary Palestinians there. Since 7 October, the UK Government has already announced an additional £30 million in humanitarian funding and has sent more than 51 tonnes of emergency relief for civilians in the Occupied Palestinian Territories (OPTs). This funding will support the United Nations Relief and Works Agency (UNRWA) in responding to critical food, water, health, shelter and security needs in Gaza. We further maintain regular contact with both the UNRWA and United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) on a full range of issues relating to conflict in Israel and the OPTs.</p> more like this

unstar this property answer text <p>Three UK flights carrying a total of 51 tonnes of aid have landed in Egypt (on 25 October, 2 November and 3 November). The shipments have included lifesaving items such as wound care packs, water filters and solar powered lights as well as vital equipment including forklift trucks, belt conveyors and lighting towers, specifically requested by UK partners in the region to manage and deliver the aid more effectively. We are reliant on our partners, including the United Nations, to deliver UK aid and cannot currently provide an exact proportion. We are focused on enabling further humanitarian access through the Rafah crossing and other land routes, which is the most effective way of getting humanitarian support in at scale. We are also urging Israel to open other border crossings, such as Kerem Shalom, to enable more humanitarian aid to reach civilians in need. This is still not enough to meet the immediate needs of the population and we have consistently called for humanitarian pauses to allow aid in and hostages out and we welcome the announcement of four-hour pauses in north Gaza as a first step. We continue urgently to explore further diplomatic options and all practical routes, working with the UN and other partners in doing so and the UK continues to stress to all parties the need to protect border crossings to support safe humanitarian access and mitigate harm to civilians.</p>

Each must contain a variety of property types and tenures, sufficient privately rented accommodation and access to facilities for health, education, recreation, banking and shopping.</p><p> </p><p>Rent Officers at the Valuation Office Agency have responsibility for setting broad rental market area boundaries in England. Where rent officers decide that a boundary should be moved, they must carry out a review, consulting with affected local authorities among others, and submit a recommendation to the Secretary of State for the Department for Work and Pensions to make a decision.</p> more like this

Data for York and York Central constituency is unavailable due to insufficient sample size.</p><p> </p><p>Latest statistics for the number of people who are in low income in Yorkshire and the Humber and England, covering 2019/20, can be found at: <a href="https://www.gov.uk/government/statistics/households-below-average-income-for-financial-years-ending-1995-to-2020" target="_blank">https://www.gov.uk/government/statistics/households-below-average-income-for-financial-years-ending-1995-to-2020</a> in population-hbai-timeseries-1994-95-2019-20-tables data table 3.20ts (absolute low income, before and after housing costs) and 3.18ts (relative low income, before and after housing costs).</p><p> </p><p>This Government is wholly committed to supporting those on low incomes, and continues to do so through many measures, including by spending over £110 billion on welfare support for people of working age in 2021/22 and by increasing the National Living Wage by 6.6% to £9.50 from April 2022.</p><p> </p><p>As our recovery gathers pace and with record vacancies, our focus now is on continuing to support parents into and to progress in work. This is because we know that work, particularly where it is full-time, substantially reduces the risks of child poverty and improves long-term outcomes for families and children. Our multi-billion-pound Plan for Jobs, which has recently been expanded by £500 million, will help people across the UK to find work and to boost their wages and prospects.</p><p> </p><p>Universal Credit recipients in work can now benefit from a reduction in the Universal Credit taper rate from 63% to 55%, and an increase in the work allowance by £500 per year meaning that working households will be able to keep substantially more of what they earn. These measures effectively represent a tax cut, worth around £2.2bn a year in 2022-23, for the lowest paid in society and will benefit almost two million of the lowest paid workers by £1000 a year on average.</p><p> </p><p>We recognise that some people may require extra support over the winter, which is why vulnerable households across the country are now able to access a new £500 million support fund to help them with essentials. The Household Support Fund provides £421 million to help vulnerable people in England with the cost of food, utilities and wider essentials. The Barnett Formula applies in the usual way, with the devolved administrations receiving almost £80 million (£41m for the Scottish Government, £25m for the Welsh Government and £14m for the NI Executive), for a total of £500 million. City of York Council are receiving £1,037,906.47of this funding.</p><p> </p><p>To support low-income families further we have also increased the value of Healthy Start Food Vouchers from £3.10 to £4.25, helping eligible low income households buy basic foods like milk, fruit and vitamins, and we are investing over £200m a year to continue our Holiday Activities and Food programme, which is already providing enriching activities and healthy meals to children in all Local Authorities in England.</p>

This is because we know that work, particularly where it is full-time, substantially reduces the risks of child poverty and improves long-term outcomes for families and children. Our multi-billion-pound Plan for Jobs, which has recently been expanded by £500 million, will help people across the UK to find work and to boost their wages and prospects.</p><p> </p><p>Universal Credit recipients in work can now benefit from a reduction in the Universal Credit taper rate from 63% to 55%, and an increase in the work allowance by £500 per year meaning that working households will be able to keep substantially more of what they earn. These measures effectively represent a tax cut, worth around £2.2bn a year in 2022-23, for the lowest paid in society and will benefit almost two million of the lowest paid workers by £1000 a year on average.</p><p> </p><p>We recognise that some people may require extra support over the winter, which is why vulnerable households across the country are now able to access a new £500 million support fund to help them with essentials. The Household Support Fund provides £421 million to help vulnerable people in England with the cost of food, utilities and wider essentials. The Barnett Formula applies in the usual way, with the devolved administrations receiving almost £80 million (£41m for the Scottish Government, £25m for the Welsh Government and £14m for the NI Executive), for a total of £500 million. City of York Council are receiving £1,037,906.47of this funding.</p><p> </p><p>To support low-income families further we have also increased the value of Healthy Start Food Vouchers from £3.10 to £4.25, helping eligible low income households buy basic foods like milk, fruit and vitamins, and we are investing over £200m a year to continue our Holiday Activities and Food programme, which is already providing enriching activities and healthy meals to children in all Local Authorities in England.</p>

unstar this property answer text <p>Deductions from benefit can be taken for a number of reasons, such as repayment of benefit overpayments or to cover the cost of an advance; deductions are also made to ensure claimants avoid the consequences of not paying priority debts, for example: eviction; and ensuring social obligations are met, such as child maintenance payments or court fines.</p><p> </p><p>We reduced the normal maximum rate of deductions in Universal Credit from 40% to 30% to 25% of a claimant’s Standard Allowance enabling them to retain more of the award. These changes were implemented from October 2019 to April 2021. These positive measures were put in place to support claimants to manage financial difficulties.</p><p> </p><p>For benefit overpayments, protocols are in place to ensure deductions are manageable and customers can contact DWP Debt Management if they are experiencing financial hardship to discuss a reduction in their rate of repayment, or a temporary suspension, depending on financial circumstances. We encourage anyone unable to afford the proposed rate of overpayment recovery to contact Debt Management - all notifications advise how to get in touch. We seek to do as much as we are able to support claimants through the recovery of their overpayments.</p><p> </p><p>Information for third party deductions in Working Age legacy benefits and Pension Credit is not readily available and to provide it would incur disproportionate cost.</p><p> </p><p>The available information is provided in the attached spreadsheet.</p><p> </p>

According to available records, this has led to the successful criminal prosecution of 25 masters/ owners of vessels for such activity since 2014. Upon a successful prosecution the masters and their crews are served with removal orders to leave the Territory, and there have been 25 of these issued since 2014 to masters of their vessels and their crews. Prosecutions were brought under The British Indian Ocean Territory Fisheries (Conservation and Management) Ordinance 2007.</p> more like this

We take the issue of food security seriously and understand the data limitations in this area, and thus from April 2021 we introduced a set of questions into the Family Resources Survey (FRS) to measure and track food bank usage.</p><p> </p><p>We understand that with inflation rising, some people will be concerned about the cost of living. That is why this government is continuing to take action to support living standards by spending over £110 billion on welfare support for people of working age in 2021/22 and by increasing the National Living Wage by 6.6% to £9.50 from April 2022.</p><p> </p><p>Universal Credit recipients in work can now benefit from a reduction in the Universal Credit taper rate from 63% to 55%, and an increase in the work allowance by £500 per year meaning that working households will be able to keep substantially more of what they earn. These measures effectively represent a tax cut, worth around £2.2bn a year in 2022-23, for the lowest paid in society and will benefit almost two million of the lowest paid workers by £1000 a year on average.</p><p> </p><p>To support low-income families further we have also increased the value of Healthy Start Food Vouchers from £3.10 to £4.25, helping eligible low income households buy basic foods like milk, fruit and vitamins, and we are investing over £200m a year to continue our Holiday Activities and Food programme, which is already providing enriching activities and healthy meals to children in all Local Authorities in England.</p><p> </p><p>We recognise that some people require extra support over the winter, through the final stages of recovery, which is why vulnerable households across the country are now able to access a new £500 million support fund to help them with essentials. The Household Support Fund is providing £421 million to help vulnerable people in England. The Barnett Formula applies in the usual way, with the devolved administrations receiving almost £80 million (£41m for the Scottish Government, £25m for the Welsh Government and £14m for the NI Executive), for a total of £500 million.</p><p> </p><p> </p><p> </p><p><strong> </strong></p><p />

unstar this property answer text <p>No such assessment has been made of the potential impact of rising energy costs on levels of poverty.</p><p> </p><p>The Government continues to monitor and publish trends in poverty across the UK. The latest poverty figures (2019/20) demonstrate that absolute poverty rates (both before and after housing costs) have fallen since 2009/10. In 2019/20, 14% were in absolute poverty (before housing costs), compared to 16% in 2009/10.</p><p> </p><p>This Government is wholly committed to supporting those on low incomes, and continues to do so through many measures, including by spending over £110 billion on welfare support for people of working age in 2021/22.</p><p> </p><p>With the success of the vaccine rollout and record job vacancies, our focus now is on continuing to support people into and to progress in work. The UK opposes the death penalty in all circumstances and will challenge the Iranian regime's violent response to protests. On 14 November, the UK sanctioned 24 individuals for violations of human rights in the repression of protests. This is on top of sanctions on 10 October against Iran's so called &quot;morality police&quot; and seven security officials. On 24 November, the UK supported a successful Human Rights Council resolution to establish a UN investigation into the regime's appalling human rights violations during the protests.</p> more like this

unstar this property answer text <p>The FCDO Blue Belt Programme supports the Government of the Pitcairn Islands to manage the large Marine Protected Area, which covers the Territory's waters including Henderson Island. Scientific surveys to Henderson Island have assessed marine litter, coral reefs, and fish and cetacean species. The Conflict Security and Stability Fund has funded a new marine science base on Pitcairn. In addition, the Defra Darwin Plus scheme is funding several projects of benefit to Henderson Island, including one on the feasibility of removing rodents, and one on understanding the importance of the Marine Protected Area for an endangered population of humpback whales.</p> more like this

unstar this property answer text <p>Individual Overseas Territories have twinned with places in the United Kingdom, such the city of Stanley which is twinned with Whitby and Portsmouth. The FCDO has been working to build working partnerships between the public services in each Overseas Territory and their counterparts in the United Kingdom, notably in the field of policing and social services. In the case of Montserrat, successful partnerships have been built up between the local social services and police with their counterparts in Suffolk. The FCDO are working to expand these partnerships across the Overseas Territories and the increase the range of sector they include.</p> more like this

Suspension of benefit is a last resort and is based on the risk that a person may not be entitled to benefit.</p><p> </p><p>Where a claim is suspended, we are unable to make any alternative payments. In law, there is no right of appeal against a decision to suspend payment of benefit.</p><p> </p><p>If it is determined there is entitlement to Universal Credit, following the receipt of additional information and evidence from the claimant, the suspension would be lifted immediately and we would always aim to pay benefits at the earliest opportunity, including any arrears that may be due.</p><p> </p><p>Where a review determines there is no entitlement to Universal Credit an outcome decision will be made to that effect. This decision can be appealed.</p><p> </p><p>We make all claimants aware of the evidence we need and the consequence of failing to provide it within prescribed timescales. For any Universal Credit claim that is suspended as a consequence of the Risk Review Team activity, the claimant is notified by journal and text messages, along with a means by which they can contact the Department and speak to the agent responsible for that case. At no time should claimants be unaware of the action they need to take and how they may contact us to provide evidence.</p><p> </p><p>The length of time a review may take to complete is largely dependent on the engagement of the claimant and the timely provision of any information requested. In law, there is no right of appeal against a decision to suspend payment of benefit.</p><p> </p><p>If it is determined there is entitlement to Universal Credit, following the receipt of additional information and evidence from the claimant, the suspension would be lifted immediately and we would always aim to pay benefits at the earliest opportunity, including any arrears that may be due.</p><p> </p><p>Where a review determines there is no entitlement to Universal Credit an outcome decision will be made to that effect. This decision can be appealed.</p><p> </p><p>We make all claimants aware of the evidence we need and the consequence of failing to provide it within prescribed timescales. For any Universal Credit claim that is suspended as a consequence of the Risk Review Team activity, the claimant is notified by journal and text messages, along with a means by which they can contact the Department and speak to the agent responsible for that case. At no time should claimants be unaware of the action they need to take and how they may contact us to provide evidence.</p><p> </p><p>The length of time a review may take to complete is largely dependent on the engagement of the claimant and the timely provision of any information requested. Claimants are asked to provide requested information within a 14-day window for digital submissions, extended to 28 days if they have indicated a postal submission. Once a customer engages with us, the time taken to complete a review is case specific, dependant on the information provided. Once entitlement is established, payments are put into payment as soon as possible.</p>
