	answer	answer is ministerial correction date of answer 31/07/2019 answer text <p>I have proposed, subject to Parliamentary time, amending legislation be made in autumn that will extend the Minimum Wage to all seafarers working domestically in the UK and this will include all ferries that are working domestic routes in the UK.</p><p> </p><p>The amending legislation will be subject to the affirmative process and it is expected to enter into force in April 2020. 	answer	answer is ministerial correction date of answer 31/07/2019 answer text <p>I have received several representations from unions on staff being paid less than the Minimum Wage on ferries operating from the UK on specific routes, including those being operated by UK registered operators. The vessels are operating domestic and international destinations. Where specific vessels have been referenced by the unions these were not registered on the UK ship register.</p><p> </p><p>The current legislation applies to all seafarers working in the UK internal waters and who is a worker as per the definition in the National Minimum Wage Act 1998. It also applies to those working outside the internal waters if they are working on a UK registered vessel and are ordinarily resident in the UK and some of their work is in the UK. Seafarers who are not resident in the UK and are working outside the UK internal waters are not covered by the legislation. The proposed amendments will extend the protections of the National Minimum Wage Act to all seafarers working domestically in the UK territorial waters on all vessels.</p><p> </p><p>If a seafarer is entitled to the Minimum Wage than this should be raised immediately with the HMRC enforcement team. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The UK is a strong supporter of action to improve the international standards for ship recycling.</p><p> </p><p>The Hong Kong Convention is not expected to enter into force internationally in the near term, so the UK alongside other states, has implemented a Europe wide regime that seeks to immediately improve standards in ship recycling.</p><p> </p><p>The EU Ship Recycling Regulation (EU) No 1257/2013 – which will be retained in UK law after we leave the EU – entered into force on 1 January 2019. It establishes a list of acceptable yards for ship recycling, and creates controls on ships flagged to, or calling at, the UK that are intended for recycling.</p><p> </p><p>The deadline for States to become a signatory to the Hong Kong Convention passed in August 2010. The needs of all public transport users must be taken into account when considering how to manage the different public transport networks. Changes at one station or location may benefit passengers there but may be a disadvantage to passengers further along the route.</p><p> </p><p>The Department is currently in the process of building the Bus Open Data Digital Service which will serve as a platform for bus operators to provide their route, timetable, location, and fares data. 	answer	answer is ministerial correction date of answer 05/08/2019 answer text <p>The Bus Services Act 2017 provides the tools local authorities need such as Enhanced Partnerships and Franchising to improve local bus services and increase passenger numbers. Our forthcoming Bus Open Data Digital Service will transform the experience for passengers by making it easier for them to work out the best options available.</p><p> </p><p>The Government has committed to provide £150 million of funding to support the delivery of smart and integrated ticketing across local transport and rail services in the north. Transport for the North, working closely with my Department, is in the final stages of procuring a digital platform that would make data on fares available online.</p><p>The Government has introduced a requirement for new franchises to introduce ‘one-click’ automated Delay Repay compensation, to make it easier for passengers to claim compensation when they have suffered delays.</p><p> </p><p>The Government has also rolled out smart ticketing on rail - smart tickets are now accepted at rail stations across almost all of the network, with all franchised operators offering smart cards and/or barcode ticketing.</p><p>We now want to ensure that across regional and urban commuter areas, smart ticketing can deliver the kind of pay-as-you-go structure that is used in London and make journeys easier.</p><p> </p> answering member constituency Wealden answering member printed Ms Nusrat Ghani question first answered 05/08/2019 15:10:32 answering member 4460 label Biography information for Ms Nusrat Ghani

Successful prosecution depends on the police sighting the vehicle on the public highway and establishing that an offence has been committed. Number plate offences are also included in the Home Office’s fixed penalty system. This provides the police with a practical and effective means of enforcement.
