Though we have no plans to raise the Joint Declaration in the Security Council, the UK did raise the Sino-British treaty in our national ‘item 2’ statement at the 42nd session of the UN Human Rights Council in September. In the statement, we re-iterated our support for and call for all to respect the ‘One Country, Two Systems’ framework, including the rights and freedoms in the Joint Declaration. The UK has no consular presence within Syria from which to provide assistance. This makes it difficult to help but we will take a case-by-case approach to any requests for assistance. Outside of Syria, we would of course respond to requests for consular assistance regarding British children, subject to national security concerns.</p><p>Our advice to any British national abroad who needs emergency help from the British Government is to contact the nearest British Embassy or Consulate, which in this case will be outside Syria. If a minor is unable to do so, a request can be made on their behalf. British nationals can also call the Foreign and Commonwealth Office (FCO) in London 24 hours a day 7 days a week. The presence of organised armed groups, fighting for control of illicit economies, disproportionately affects a number of Afro-Colombian and indigenous communities. Our Embassy regularly raises concerns about specific communities with the relevant state actors in Colombia. We support the Colombian government's deployment of further security forces to attempt to guarantee security. We support the Colombian government's efforts to root out any such collaboration, including via our specific programme work to foster good governance and tackle corruption in security forces.</p><p>Colombia has made significant progress in its efforts to end the influence of paramilitary groups. Although this region is not the focus of our programming, the United Kingdom has implemented some climate change-related projects in the region, as well as some Newton Fund research projects on biodiversity and sustainability.</p><p>We are aware of reports of violence affecting certain areas in this region, and of the continuing presence of organised armed groups competing for control of illicit economies.</p><p>The British Government takes into careful consideration such factors when designing projects and deciding which to fund, and we continually monitor the effect of such risks on our programme work in consultation with colleagues working in Colombia. We also welcome the commitment of the Greek Cypriot and Turkish Cypriot leaders, as announced following their meeting on 9 August, to finalise Terms of Reference to enable results-oriented negotiations leading to a settlement with a sense of urgency; and the next steps agreed to achieve this.</p><p>It is for the sides to agree on the details of any final deal. The noble Lady also asked about Mayday Rescue, which is an implementing partner for the Government's Conflict, Stability and Security Fund. We work closely with all our implementing partners, including Mayday Rescue, to ensure they meet the tests for spending public money; this includes by ensuring that audits are commissioned on at least an annual basis.
