Although the aim is the voluntary return of the refugees to Myanmar, the current conditions and continued conflict in Rakhine State preclude this.</p><p> </p><p>As the crisis moves into a protracted phase, we will remain a leading donor to the humanitarian operation and increase our support to the development needs of affected communities in Cox’s Bazar. This requires working with the UN, World Bank and others to help the Government develop and finance medium-term plans for the district. It also requires continuous consultation with the refugees to make sure that their needs and aspirations are, as far as possible, met. Education and livelihoods are an important part of this. The International Development Secretary discussed the Rohingya crisis with the Bangladesh Government in Dhaka in February, including the need to improve refugees’ access to education, skills and livelihoods. The Minister for Asia and the Pacific held similar discussions with the Government during his visit in April.</p><p>We are funding UNICEF, both directly and through Education Cannot Wait, to increase the learning opportunities for refugee children and adolescents. Our £25million What Works to Prevent Violence programme is the largest global investment in research into prevention of violence against women and girls and I am committed to maintaining the UK’s global leadership in this area.</p><p> </p><p>At the Ending Sexual and Gender-Based Violence (SGBV) in Humanitarian Crises Conference the UK committed £7 million of support to tackle SGBV in Syria through our partnership with the United Nations Population Fund (UNFPA) and reaffirmed our commitments made under the Call to Action on Protection from Gender Based Violence in Emergencies.</p><p> </p><p>Work to prevent and respond to GBV in emergencies in DFID consists of standalone programmes and GBV prevention and response integrated into broader conflict prevention, humanitarian and sector wide interventions in education, women’s economic empowerment and social protection. During humanitarian emergencies, violence against women and girls can increase in both frequency and severity. DFID funded ‘What Works to Prevent Violence’ research in South Sudan revealed that over 73% of girls and women experienced intimate partner violence.</p><p> </p><p>The UK is an active member of the Call to Action on Protection from Gender-based Violence in Emergencies, which brings together governments, UN agencies, international NGOs and civil society organisations to share best practice and report on progress against shared commitments on preventing and responding to GBV. Baroness Sugg represented the UK at the conference and reiterated the UK’s strong leadership on ending all forms of SGBV, announcing UK political commitments which included ensuring access to life-saving sexual and reproductive health services for women and girls in humanitarian crises and £7 million of support to tackle SGBV in Syria through our partnership with the United Nations Population Fund (UNFPA).</p><p> </p><p>The UK reaffirmed our commitments made under the Call to Action on Protection from Gender Based Violence in Emergencies. Through initiatives such as Preventing Sexual Violence in Conflict (PSVI) and the Ending Sexual and Gender-Based Violence (GBV) in Humanitarian Crises Conference (Oslo Conference) we are continually challenging ourselves and others to step up and do more to tackle the problem.</p><p> </p><p>At the Oslo Conference the UK announced an additional £7 million in funding for GBV in Syria. We are committed to continuing to step up our GBV prevention and response but these efforts are not limited to DFID funding. UK leadership includes advocating for all humanitarian actors to recognise SGBV as a shared priority and investing in evidence that demonstrates both the scale of the problem and effective interventions to address SGBV. Currently the CSSF supports the National Crime Agency-led Organised Immigration Crime Taskforce which, in the last 12 months, has supported the development of a Libyan-owned serious organised crime strategy, sharing best practice with the Libya Attorney-General's Office, and building niche law enforcement capabilities with trusted Libyan partners to tackle modern slavery and organised immigration crime threats. 	answer	answer is ministerial correction date of answer 19/06/2019 answer text <p>​The UK is part of a longstanding European Union - East African partnership on managing migration, combatting organised immigration crime and addressing the devastating effects of trafficking in the Horn and North Africa. Discussions occur through mechanisms including the Khartoum Process, of which the UK is a member of the Steering Committee. The last senior officials meeting of the Khartoum Process took place in Nairobi on 8-9 May 2018. British officials in Sudan frequently engage with EU counterparts on a variety of issues, including migration control and border security. Part of EU-African joint efforts to tackle organised immigration crime in the Horn of Africa is delivered through the 'Regional Operations Centre Khartoum' (ROCK), to which the UK has contributed funding for a specialist expert in the past. However, due to recent events in Sudan, EU funded work on the ROCK is suspended.
