As outlined in the Government response to the consultation on Electrical Safety in the Private Rented Sector, published on 29 January 2019, we are working with industry to produce guidance for landlords setting out the skills and qualifications relevant to determining competence of those carrying out electrical inspections. 	answer	answer is ministerial correction date of answer 17/05/2019 answer text <p>We have taken steps to address design quality through the revised National Planning Policy Framework and are in the process of reviewing associated guidance. We have also hosted two National Design Conferences, each attended by around 400 representatives of the sector, and we have launched the Building Better, Building Beautiful Commission; to advise the Government on how to promote and increase the use of high-quality design for new build homes and neighbourhoods. The Commission will report back in December 2019.</p><p>In relation to build quality, we have announced our intention for a New Homes Ombudsman to be established and are considering options for a shadow ombudsman. Furthermore, our building regulations set requirements on a range of issues including health and safety, sustainability and access. The regulations are supported by statutory guidance in Approved Documents. Legislation is already in place specifying the governance of ownership certificates and their use in support of planning applications. Applicants are legally required to notify the owners of a site when they submit their planning application, so that they have the opportunity to comment. An ownership certificate confirming that other owners have been appropriately notified must be signed when submitting a planning application. This is to reassure the bereaved, survivors and wider community that any environmental risks to public health will be fully assessed and appropriate action taken. The programme is being coordinated by the Ministry of Housing, Communities and Local Government, who have established a Multi-Agency Partnership to provide the relevant expertise to oversee the design and delivery of the additional environmental checks, assess risks to public health and advise health partners on any additional health monitoring and treatment options for residents, should these be required. 	answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>The Government recognises that the community-led housing sector – of which Community Land Trusts are an important part – offers significant potential for helping to meet housing need across England, especially in rural areas. In addition to helping increase the rate of delivery of new housing, the sector will help deliver a range of benefits including diversifying the housebuilding sector, improving design and construction quality, developing modern methods of construction, and sustaining local communities and local economies. The support and close involvement of the local community enables the community-led approach to secure planning permission and deliver housing that could not be brought forward through speculative development.</p><p>The principal means by which my Department supports Community Land Trusts is through the annual £60 million Community Housing Fund. This fund makes revenue and capital grant available to support community-led housebuilding schemes, and supports a programme of training and development for organisations providing technical advice and guidance to community-led housebuilding groups.
