	answer	answer is ministerial correction date of answer 05/06/2019 answer text <p>Table A attached sets out the total funding the Youth Justice Board (YJB) has given to local authorities in each year from 2009/10 to 2017/18 as published in the 2017/18 annual youth justice statistics (published totals for 2018/19 are not yet available). Table B breaks this down by local authority. The majority of this funding helps support the day-to-day business of Youth Offending Teams (YOTs), but it also includes some discrete additional grants for specific projects or initiatives, for example funding for restorative justice. The annual recorded value of the additional grants is set out in Table C.</p><p> </p><p>Due to a change in reporting processes the additional grants given in 2014/15 and 2015/16 were not included in the published totals in the 2017/18 youth justice statistics. Prosecutions in such circumstances would not be considered to be in the public interest, except in “exceptional circumstances”. The presumption measure would not apply to historical alleged offences in Northern Ireland. The Secretary of State for Defence will continue to work with the Northern Ireland Secretary on the proposals for addressing Northern Ireland legacy issues. This means that everyone with the capability to succeed in higher education should have the opportunity to participate, regardless of their background or where they grew up.</p><p>We have made real progress in ensuring universities are open to all, with record rates of disadvantaged 18-year-olds in higher education. However, we know there is further to go to maximise the potential of the talent out there, so it is vital that we build on this progress.</p><p>Higher education providers need to use good quality and meaningful data to identify disadvantage in order to effectively address disparities in access and participation in higher education. We encourage institutions to use a range of measures to identify disadvantage, including individual-level indicators, area data (such as Participation of Local Areas, Index of Multiple Deprivation or postcode classification from ACORN), school data, intersectional data such as Universities and Colleges Admissions Service’s (UCAS) Multiple Equality Measure, and participation in outreach activities. To this end, we are working with the Office for Students (OfS), UCAS and sector representatives to further explore how we can support universities to improve and enhance access to data.</p><p>We want institutions to consider a broad range of information in their offers, including the context in which a student’s results were achieved. 	answer	answer is ministerial correction date of answer 17/05/2019 answer text <p>It is not possible to confirm exactly how many people in Wales became ineligible for the Severe Disability Premium (SDP) following their move to Universal Credit due to a change in circumstance. This is because each case must be individually assessed to determine whether SDP eligibility would have continued following the end of their claim to Employment and Support Allowance (ESA), Jobseekers’ Allowance (JSA) or Income Support (IS).</p><p> </p><p>Information on claimants of JSA and IS in receipt of SDP who have moved to Universal Credit would incur disproportionate cost in response to a Parliamentary Question.</p><p> </p><p>Since 16 January 2019 claimants who are in receipt of SDP or who have been entitled to an award of an existing benefit that included SDP in the previous month, and who have continued to meet the SDP eligibility conditions, have been prevented from moving onto Universal Credit if they experience a change in circumstances.
