unstar this property answer text <p>The Government is committed to supporting disabled people affected by the COVID-19 outbreak. We continue to monitor the impact of COVID-19 on disabled people using existing and new data sources.</p><p> </p><p>We are ensuring that disabled people continue to have access to employment support, disability benefits, financial support; food, medicines, as well as accessible communications and updated guidance.</p><p> </p><p>We are clear that consideration of equality impacts must be integral in all key policy decisions. All equality and discrimination laws and obligations continue to apply during the COVID-19 pandemic.</p><p> </p><p>The Cabinet Office Disability Unit works with disability stakeholders and across Government Departments to ensure that the needs of disabled people are considered in the Government’s response to COVID-19.</p><p> </p><p>The Government will publish the National Strategy for Disabled People this year taking into account the impacts of the pandemic on disabled people. The strategy will focus on the issues that disabled people say affect them the most in all aspects of life.</p>

The Corporate Adviser report (available on request from <a href="https://corporate-adviser.com/" target="_blank">https://corporate-adviser.com/</a>) showed that the vast majority of pension savers are in schemes are able to invest in a range of diversified assets at prices well below the automatic enrolment charge cap. Therefore I do not intend to reduce member protections.</p><p> </p><p>In my 2017 written statement HCWS249 (<a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2017-11-16/HCWS249/" target="_blank">https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2017-11-16/HCWS249/</a>) I committed to reviewing the level and scope of the charge cap in 2020, alongside the suitability of ‘combination charges’ (where a percentage charge on funds is combined with a charge on contribution or a flat annual fee), to see whether a change is needed to protect members.</p>

unstar this property answer text <p>In March 2020 the Department introduced a temporary verification easement to Universal Credit claims to support people during the height of the pandemic. This easement meant the Department successfully paid an additional 2.4 million claims during the early months of the pandemic.</p><p> </p><p>We reported last year on how we were reviewing cases paid under these temporary verification easements, known as “Trust and Protect”, and were re-applying these specific checks. The number of cases where evidence has been reviewed under this process has now risen from the figure of 900,000 previously reported to 1.1 million.</p><p> </p><p>Of that number, 125,000 cases have been found to have an element of incorrectness that has affected the original entitlement decision. Decisions made as a result of this exercise have generated c14,500 (12%) Mandatory Reconsideration requests. (This data is based on internal and emerging internal management information and therefore has not been subject to the same degree of scrutiny and quality assurance as an official statistic.)</p><p> </p><p>The learning from this work is informing the new Targeted Case Review exercise announced in the ‘Fighting Fraud in the Welfare System’ plan (published May 2022) which will review over 2 million UC claims over the next 5 years.</p>

The Department also provides regular updates to self-employment groups, including the Federation of Small Business, with the ability for stakeholders to ask questions about issues of concern and engages regularly with the media to ensure information is disseminated.</p><p> </p><p>For claimants with capital over £16,000 we contact the claimant to understand the composition of their capital to determine eligibility. Part of that consideration would be whether the declared capital included business assets which would be disregarded.</p> more like this

unstar this property answer text <p>The Department is committed to the prevention, detection and investigation of benefit fraud. We take this issue very seriously and will continue to use appropriate penalties to deter this fraudulent behaviour.</p><p> </p><p>Turning to the specific case you reference, the defendant was convicted at a Magistrates court on 14 February 2019 for fraudulently obtaining £4,152.86 in Universal Credit Advances.</p><p> </p><p>This prosecution identified that the suspect had hijacked the identities of close family members in order to make fraudulent applications to Universal Credit, via the online application process, enabling fraudulent payments of Universal Credit and Universal Credit Advances.</p><p> </p><p>It was established that the defendant had also impersonated a friend and changed the payment destination of his friend’s Universal Credit payments.</p> more like this

unstar this property answer text <p>We are the biggest Government Department with a day to day operation on which around 22 million citizens depend. The Department has a responsibility to communicate policy and essential information to claimants and other key audiences.</p><p> </p><p>The Metro partnership was designed to increase understanding of Universal Credit and ensure people have the right factual information they need to make a claim and understand their potential entitlement.</p><p> </p><p>We went to great lengths to ensure the factual accuracy of the campaign through extensive consultation within the Department, including the Government Legal Department. We also consulted with the Advertising Standards Authority Copy Advice Team prior to the launch and continued to do so throughout the campaign lifetime.</p><p> </p><p>The letter of 31 July 2019 placed in the House of Commons Library disclosed the full cost of the Department’s partnership with Associated Newspapers. There were no advertising agencies, consultancy or additional costs associated with the campaign and detailed planning was taken forward by Departmental officials.</p><p> </p><p>We have already shared a copy of the memo of 2 May 2019 from the Director General of Universal Credit and Director of Communications to DWP staff with the Work and Pensions Select Committee but can also commit to placing a copy in the House of Commons Library.</p>
