star this property answer text <p>The UK and EU have a long history of jointly tackling global challenges, with strong links between our research and innovation communities. We wish to continue collaborating with European partners and are considering association to Horizon Europe. We have been fully participating in Horizon Europe negotiations, and are pleased with the significant progress and constructive way in which Member States and EU Institutions have worked together.</p><p> </p><p>After the UK leaves the EU, we will build on existing relationships in Brussels and seek to influence Horizon Europe in line with UK priorities. The Horizon Europe programme must be finalised before we can make an informed decision on future participation. We would not be able to seek association until the Programme has been adopted and we have exited the EU.</p><p> </p><p>The Government is committed to backing UK researchers and innovators by supporting measures to enable world-class collaborative research, including support for small businesses. As a responsible government, we are considering alternative options in case the UK does not associate to Horizon Europe, but this does not change our policy on considering association to Horizon Europe.</p>

star this property answer text <p>I can confirm that my rt. hon. Friend the Minister of State for Energy and Clean Growth (Claire Perry) wrote to heat network suppliers in April 2019, reaffirming our intention to regulate the heat network sector in light of recommendations from the Competition and Markets Authority. In her letter, she encouraged all owners or operators of heat networks not currently signed up to the voluntary Heat Trust to do so in order to improve their consumers’ experiences and build on existing good practice ahead of regulation. She also asked them to consider the role the Energy Ombudsman may provide in addressing disputes between consumers and companies. star this property answer text <p>Government is currently investing up to £108m in a range of innovation programmes to explore and develop the potential of low carbon hydrogen. This includes:</p><ul><li>Up to £20m to develop novel clean hydrogen supply methods,</li><li>Up to £20m to test the potential for switching to hydrogen (and other low carbon fuels) across a range of industrial sectors,</li><li>£25m to develop the safety of using 100% hydrogen in the home;</li><li>£23m to support deployment of hydrogen vehicles and growth of refuelling infrastructure.</li></ul><p>Government also announced the £100m Low Carbon Hydrogen Production Fund in August 2019. The Fund aims to help deploy low carbon hydrogen production capacity to enable its greater use as a decarbonisation option across the energy system.</p> more like this

star this property answer text <p>Having agreed technical standards enables industry to provide products and services that work together and are an essential part of the electronic communications world. ETSI is one of the main standards organisations in this area. DCMS leads on standards for digital and electronic communications and pays the UK government membership fee to ETSI. DCMS is active on the board and a number of technical committees and coordinates the UK industry relationship with ETSI. The National Physical Laboratory (NPL) and the National Cyber Security Centre (NCSC) lead the technical work on quantum communications and quantum-safe cryptography from a UK government perspective.</p><p> </p><p>The NPL has had a long-standing involvement with the ETSI Industry Specification Group (ISG) on quantum key distribution (ETSI ISG-QKD), acting as rapporteur for the creation of a published guidance document ETSI GS QKD 011 (2016) that created the first measurement ‘standard’ in quantum technologies. The NPL continues to contribute to the drafting of test standards through ETSI ISG-QKD and will continue to explore where it would be beneficial for the UK to have further participation in other standards organisations, eg. ITU and ISO.</p><p> </p><p>The NCSC is not a member of the ETSI ISG-QKD but has worked with the group to provide security assurance of QKD products; and has been closely involved in the ETSI Quantum Safe Cryptography (QSC) group since its establishment – this group is focussed on transitioning internet security to using algorithms that could not be broken by a quantum computer.</p><p> </p><p>As part of the National Quantum Technologies Programme (NQTP), Government supports research in quantum communications, which is co-ordinated through a hub led by the University of York. The hub’s expert advice contributes to standard setting through ETSI. Launched in 2014, the hub will have received around £48m in UKRI funding by 2024. In order to continue to develop these technologies towards commercialisation BEIS also funds collaborative quantum communications projects with industry through the Industrial Strategy Challenge Fund (ISCF) Commercialising quantum technologies challenge.</p>
