	answer	answer is ministerial correction date of answer 21/05/2019 answer text <p>The Government is convinced of the need for urgent action on climate change, which is why we asked the Committee on Climate Change (CCC) for advice last October on the implications of the Paris Agreement for the UK’s long-term emissions reduction targets, including on setting a net zero target.</p><p> </p><p>The CCC published their advice to Government on 2 May 2019. It sets out a path for the UK to become the first major economy to legislate to end our contribution to global warming entirely. The UK is well placed to be a global leader in hydrogen and fuel cell powered transportation due to our high-quality engineering and manufacturing capability in relevant supply chains. We will support the development of the infrastructure for hydrogen fuel cell electric vehicles, recognising that the market is at an early stage of development. We are doing this through initiatives such as the £23m Hydrogen for Transport programme, which will increase the uptake of fuel cell electric vehicles and expand hydrogen refuelling infrastructure.</p><p> </p><p>The Government set out its view on the relative environmental performance of different fuels in the Road to Zero Strategy. This was based on an independently verified assessment of the fuels and technologies available to consumers, with consideration given to both greenhouse gas and air-pollutant emissions over the period to 2050. This analysis suggests that hydrogen fuel cell technology could have a role in supporting the transition to zero emission transport alongside battery electric technology. 	answer	answer is ministerial correction date of answer 03/07/2019 answer text <p>Several measures have been introduced across Government to support pubs, including a freeze on beer duty announced at Budget 2018. This means that the price of a typical pint of beer in 2019 is 2p lower than it would have been had duty increased with inflation and 14p lower than it otherwise would have been since ending the beer duty escalator in 2013.</p><p> </p><p>Many small pubs are benefitting from the business rates retail discount announced at Budget 2018, which cuts bills for eligible businesses by one third from April 2019 for two years. It is available to eligible businesses with a rateable value below £51,000.</p><p> </p><p>Additionally, some 2,000 pubs have been listed as Assets of Community Value (ACVs), meaning that if they are put up for sale, the community can have up to six months to bid to buy them. The current pattern on public and bank holidays is well established and acknowledged within the country.</p><p> </p><p>The Government appreciates the importance of commemorating St George’s day. However, we do not think it is appropriate to create a new bank holiday in order to support these celebrations. 	answer	answer is ministerial correction date of answer 19/02/2020 answer text <p>The Clean Growth Strategy set out the aspiration that as many homes as possible will be EPC Band C by 2035 where practical, cost-effective and affordable.</p><p>The current iteration of the Energy Company Obligation (ECO3) will upgrade around a million homes for low income and vulnerable households by March 2022. ECO3 and its successor will drive over £5bn of investment in energy efficiency between now and 2028. Furthermore, the Manifesto committed to an additional £6.3bn of public investment to upgrade the energy performance of fuel poor homes and social housing.</p><p>Last year, we launched Simple Energy Advice, a new digital and phoneline service to provide homeowners with impartial and tailored advice on how to cut their energy bills and make their homes greener, as well as information on any available financial support.</p><p>We also launched two energy efficiency innovation competitions in summer 2019, both aimed at investigating ways to make energy efficiency cheaper and more accessible for householders. The Whole House Retrofit cost reduction trajectory competition made available £9.4 million of funding for projects which demonstrate the potential to reduce costs for Whole House Retrofit. The Green Home Finance Innovation Fund is making nearly £2 million of funding available for a series of projects to develop innovative green mortgage and other lending products, to improve householder access to green finance to support energy efficiency retrofit. It requires that Impact Assessments provide clear evidence of the potential impact of regulations on small and micro businesses. The default assumption under SaMBA is that there will be a legislative exemption for small and micro businesses where a large part of the intended benefits of the measure can be achieved without including them. We will continue to take all necessary precautions, such as engaging with key industry partners and employer organisations to understand the potential effect of Covid-19 on workers and to discuss their preparedness planning.</p><p>On 17 March, the Government announced a major new package of loans and guarantees, which means any good business in financial difficulty that needs access to cash to pay their rent, the salaries of their employees, pay suppliers, or purchase stock, will be able to access a Government-backed loan on attractive terms, with no cap on lending capacity.
