unstar this property answer text <p>This Government is committed to reducing reoffending by ensuring that all offenders have the tools they need to turn their backs on crime.</p><p> </p><p>That is why we are focusing our efforts on supporting offenders to address any health and wellbeing issues; raise their levels of educations attainment and skills; get a job; and rebuild or reinforce their relationships.</p><p> </p><p>We also know that a concerted cross-government effort is required to address reoffending. For example we recently entered into a National Partnership Agreement with the Department for Work and Pensions, to set out how departments will work together to improve offenders’ chances of securing work and integrate into the community on release from prison.</p><p> </p><p>We know that in 39% of violent incidents victims believed alcohol was a factor. We are introducing an Alcohol Abstinence and Monitoring Requirement, giving courts the power to impose a ban on drinking alcohol as part of a community order where alcohol was a factor in the offending.</p>

unstar this property answer text <p>This Government is investing over £1bn to modernise our courts and tribunals, including investment to improve the civil justice system.</p><p> </p><p>The Online Civil Money Claims pilot, is a new service which went live in March 2018, and allows people to resolve money disputes online, for claims of up to £10,000. The digital service allows the public to simply and swiftly make their claim and the system is designed to be clear and easy to use. To date, the overall user satisfaction rate is 87% with over 68,000 claims made.</p> more like this

unstar this property answer text <p>There are no ongoing discussions between the Department and Her Majesty’s Treasury about allowing rail season ticket holders to reclaim a sum calculated by applying the basic rate of tax to the cost of their season ticket. Government recognises the concerns people have about the cost of rail fares, and that is why we have ensured that regulated rail fares can rise by no more than inflation since 2014. Many employers also offer loans for season tickets or salary sacrifice schemes.</p><p> </p> more like this

unstar this property answer text <p>Our ambition for children and young people with special educational needs and disabilities (SEND), including hearing impairments, is exactly the same as for every other child and young person, to achieve well in school and college, find employment and go on to live happy and fulfilled lives.</p><p> </p><p>Over 90% of children identified with hearing impairment as their primary type of need are in mainstream schools. Overall school funding is over £43.5 billion this year. This includes £6.3 billion of high needs funding for children and young people with the most complex SEND, up from £5 billion in 2013.</p><p> </p><p>However, we are well aware that local authorities and schools are facing challenges in managing their budgets in the context of increasing costs and rising levels of demand. We are looking carefully at how much funding for education will be needed in future years, as we approach the next Spending Review.</p> more like this

unstar this property answer text <p>Over time someone’s house is likely to increase in value, so it is reasonable to expect those who have received taxpayers’ help towards their mortgage to repay from the equity released when the property is sold. However, the repayment of the loan should not be a barrier to people improving their lives. We have considered this and I am pleased to announce that we will be introducing the option for home-owners to defer repayment of their SMI loan when moving to a new home. This means that claimants who need to move, for example, because of the changing nature of a disability or for better career opportunities, are not prevented from doing so. These new arrangements require changes to regulations which I will bring forward as soon as the Parliamentary timetable allows.</p> more like this

It is reasonable to ask claimants who receive help towards the costs of this asset to repay that when they are able to. Most SMI claimants already have significant equity accrued upon take-up of an SMI loan and those with an SMI loan secured against their property are likely to continue accruing value beyond the repayment of an SMI loan, facilitating a move if necessary.</p> more like this

unstar this property answer text <p>In the UK, it is illegal to use an electric scooter on public roads and pavements. Electric scooters are treated like any other motor vehicle under the Road Traffic Act. This means they are subject to laws requiring them to conform to technical standards and be used safely. This includes requirements for users to have insurance, driving licences, number plates, and helmets. At present, it is difficult for electric scooters to meet these requirements. They are legal for use on private land with the landowners’ permission.</p><p> </p><p>The Department recognises that people want to take advantage of the opportunities e-scooters can offer. The Future of Mobility: Urban Strategy, published on 19 March 2019 includes a Regulatory Review to address the challenges of ensuring our transport infrastructure and regulation are fit for the future.</p><p> </p><p>The regulatory review will include e-scooters and other micromobility devices. This is a broad programme of work, and we expect to publish an initial consultation in autumn this year.</p>
