	answer	answer answer text <p>Income from the Victim Surcharge contributes to the Ministry of Justices’ Victim and Witness Budget (“the Budget”). This budget is used to fund Police and Crime Commissioners (PCCs) who commission local support services for victims, and nationally commissioned support services including the National Homicide Service, Rape Support Centres, and the Court Based Witness Service. Income from the Victim Surcharge is forecast into the Budget at the beginning of each financial year. However, actual income raised from the Surcharge will fluctuate each year (depending on the amount imposed and collection rates). We spent £1.6bn last year on legal aid for the most vulnerable – of which £545m was in family law.</p><p>Legal aid is also part of a bigger picture and so we are now making changes to enhance the breadth of legal support available for everyone in society.</p><p>The Legal Support Action Plan, published on 7 February, announced that we would be changing the legal aid eligibility criteria to provide non-means tested legal aid for parents, or those with parental responsibility, who wish to oppose applications for placement orders or adoption orders in public family law. 	answer	answer answer text <p>Table A attached sets out the total funding the Youth Justice Board (YJB) has given to local authorities in each year from 2009/10 to 2017/18 as published in the 2017/18 annual youth justice statistics (published totals for 2018/19 are not yet available). Table B breaks this down by local authority. The majority of this funding helps support the day-to-day business of Youth Offending Teams (YOTs), but it also includes some discrete additional grants for specific projects or initiatives, for example funding for restorative justice. The annual recorded value of the additional grants is set out in Table C.</p><p> </p><p>Due to a change in reporting processes the additional grants given in 2014/15 and 2015/16 were not included in the published totals in the 2017/18 youth justice statistics. 	answer	answer answer text <p>It is important that appeals are heard as quickly as possible. The Ministry of Justice recognises that there are delays in the system and is in the process of recruiting more judicial office holders in order to increase capacity and help to reduce waiting times for appellants. In the Social Security and Child Support (SSCS) jurisdiction, 225 new medical members and 119 disability-qualified members have recently been appointed and are now hearing cases.</p><p>The SSCS jurisdiction will also benefit from the fact that 250 fee-paid judges and 100 salaried judges are being recruited across tribunals more widely. In addition, we have recently launched a new digital service with a view to enabling speedier processing of appeals and providing a better service for all parties to the proceedings.
