unstar this property answer text <p>The UK Government recognises that, although we live in an increasingly online world, a significant part of the population remains digitally excluded, and as a Government we are actively committed to tackling digital exclusion. In the Digital Strategy, we committed to enabling people in every part of society - irrespective of age, gender, physical ability, ethnicity, health conditions, or socio-economic status - to access the opportunities of the internet.</p><p> </p><p>In addition, most public libraries offer the loan of e-books and e-audio books, with some also making available the loan of e-book readers and other technology to enlarge the print. A number of local authorities use their website to communicate the services available to visually impaired people from their libraries.</p><p> </p><p>Libraries Connected has developed the Six Steps Promise with the Royal National Institute for the Blind and Share the Vision to ensure libraries can support people with reduced vision. The promise includes:</p><ul><li>ensuring that all blind and partially sighted customers are connected to the most appropriate service for their reading needs and that they are able to make full use of an accessible public library service</li><li>using Reading Sight, a free website supporting blind and partially sighted people to access reading and reading services</li><li>providing local collections of accessible reading materials and information in physical or digital formats, and be able to signpost library users to a wider range of resources</li></ul><p> </p><p> </p>

unstar this property answer text <p>Government is currently investing up to £108m in a range of innovation programmes to explore and develop the potential of low carbon hydrogen. This includes:</p><ul><li>Up to £20m to develop novel clean hydrogen supply methods,</li><li>Up to £20m to test the potential for switching to hydrogen (and other low carbon fuels) across a range of industrial sectors,</li><li>£25m to develop the safety of using 100% hydrogen in the home;</li><li>£23m to support deployment of hydrogen vehicles and growth of refuelling infrastructure.</li></ul><p>Government also announced the £100m Low Carbon Hydrogen Production Fund in August 2019. The Fund aims to help deploy low carbon hydrogen production capacity to enable its greater use as a decarbonisation option across the energy system.</p> more like this

unstar this property answer text <p>Local authorities are responsible for their own commercial investment strategies and are accountable to their electorate. Nevertheless, in making investments, authorities must ensure they comply with the Prudential Framework, including the four statutory codes.</p><p>Recent changes to the operation of the Public Works Loan Board (PWLB) are designed to stop local authorities from accessing PWLB borrowing if they are planning on undertaking investments primarily for yield. Government is also working closely with CIPFA on its revised statutory Prudential Code. Further, Government is currently reviewing all elements of the Prudential Framework to ensure they are fit for purpose.</p><p> </p> more like this

unstar this property answer text <p>As announced in the Autumn Statement 2022, we listened to the concerns of local Government and took the difficult decision to delay the planned adult social care charging reforms.</p><p>To ensure that these highly ambitious reforms are successful and to avoid destabilising the system, it is vital that we work with the sector to ensure that local authorities have the capacity and readiness to deliver reform successfully.</p><p>We are committed to working with local authorities to build preparedness, and the Government has made available up to £8.1 billion to put the adult social care system on a stronger financial footing.</p> more like this
